The concept of eco-efficiency has recently become an issue of great importance due to the growing trend of environmental degradation, and many approaches based on Data Envelopment Analysis (DEA) are used in the literature to evaluate the environmental performance of economic systems. However, research to date has paid little attention to the possibility of extending the DEA approach to the problem of measuring the economic feasibility of eco-efficiency improvement. The main aim of this study is to evaluate the efficiency of investments focused on improving the eco-efficiency of the regional economy in Russia using the DEA approach. The various types of costs for environmental protection measures are considered as inputs and the annual decrease in specific environmental impacts of the regional economy are considered as outputs of DEA models. This is different from previous research, which generally focused on environmental efficiency only, omitting the integration of economic aspects in eco-efficiency measures. This study compares three different modifications of basic DEA models in the context of technical complexity and practical feasibility. The results show that the efficiency of regional environmental management in many Russian regions has a great potential for improvement. From a practical point of view, the Slack-Based Measure (SBM) model provides the most accurate results for policy applications. Unlike other ratings, the DEA-SBM model may stimulate an optimization of environmental protection spending and the introduction of technological and organizational eco-innovations.

The article presents the identikit approach to requirements justification for design characteristics and evaluation of the flight capabilities of the next-generation vehicles. It is demonstrated that in the “question-answer” mode it is possible to effectively sort out various vehicles configurations options; dimensional and aerodynamic characteristics; onboard equipment, controls, communications and other elements of a vehicle in order to obtain the necessary input data for the subsequent flight simulation, design optimization, evaluation of the possibility to resolve various tasks and maximum use of the flight and service performance. Using the identikit principle enables the determination of justified requirements to the function of modifiable vehicles; increases the efficiency of design processes; essentially enhances the efficiency of simulators for training of pilots; operators of remotely-piloted aircraft systems and unmanned aerial vehicle (UAV).

An approach for systems integration and components of advanced technology under the changing landscape of the global energy economy is shown. The paper presents the basic procedure for determining the adaptive infrastructure solutions in the implementation of intellectual environment of multiaspect modeling (virtual semantic environment). The relevant techniques for systems integration and simulation in this project are: regenerative analysis, data envelopment analysis, analytic hierarchy process, methods for constructing a hierarchy, analytic network process, and others. In this paper the possibility of applying the generalized data envelopment analysis model for electric-distribution utilities are shown.

The study is devoted to heterogeneous robotics which described by partially unknown beforehand equations of dynamics. “A window of possibilities” for research and development for heterogeneous robotics is reported. The goal of the work is the analysis of new opportunities for counterfactual modeling (forecasting and situation awareness) in carrying out search research in the development and application of modern applications of information-analytical and other types of support for complex systems. The necessity of integration components is substantiated under formation of the joint semantic environment for mixed robotic groups and their coalitions.

Topical issues of the energy efficiency of advanced technology, elements of ultra-large-scale systems and its evolving prototypes are discussed. We consider system integration as a process. A conceptual model of technology for energy efficient large-scale system based on bioinspired approach are shown. An intention of “windows of possibilities” is determined for exploratory research and development for heterogeneous robotics and etc. In the paper, convergence of mechatronics, electrical engineering, radio engineering is shown in particular problems of design of pre-smart infrastructure (e.g. smart cities). Examples of the integration components of large-scale systems prototypes are presented.
