The study examines the Summer Olympics from the point of view of sports policing and tourism safety. Held every four years, the Summer Olympics are the world’s biggest sporting events, posing a significant challenge for tourism and law enforcement professionals. Billions of people watch the Olympic events on television, and hundreds of thousands of people are simultaneously present at the venues. Ensuring the safety of tourists and athletes on-site is the host country’s responsibility. In many cases, the target of terrorists is the tourism sector, which in some countries, accounts for a significant share of annual revenue. An attack could therefore have significant economic and social consequences. This study uses crime statistics and economic data to analyze and comment on each Olympic venue. The data comes from international databases, police, and embassy sources. The study seeks to answer the question of whether it is possible to host a safe Olympic event and whether there is a link between the money spent on Olympic security and safety.
The present study investigated the causes of football hooliganism and the preliminaries, the tragic events and stadium disasters of the last few decades, which called the attention of those involved in securing these events to the fact that the existing practices had to be changed and that the creation of new legal norms was necessary. The paper showcases the significant statements in Taylor’s reports, which were adapted in the practice of securing events in Hungary, too. Taylor established that there was not one method for the management of crowd behaviour that could provide complete safety and, instead of focusing on the policing issue, he moved towards an ‘integrated’, ‘holistic’ approach. He realised that it was both impractical and impossible to stop football fans solely by criminal law measures and thought that communication with the clubs and fans, as well as with the media should be developed. All his proposals have now been implemented. Those securing sports events have been trying to ensure order as a basic value of society ever since his ideas were published.
A tanulmány megírásának célja a jogi innovációnak és a rendőri szervek, az innovatív technikai, technológiai megoldások, illetve ezek kapcsolatának a bemutatása, amelyek a sportrendészeti munka során kiemelt jelentőséggel bírnak.
The study illustrates the complexity of the issue of football hooliganism, and highlights the innovative solutions for the treatment of it. The background of football hooliganism by presenting domestic and foreign examples, the types of supporters and spectators, and the role of private security and sports policing are observed. In the decades following the regime change, the police lost their monopoly, and private security and civil policing became more prominent in Hungary. Nowadays, the personnel of private security and civil policing are involved in the process of risk assessment of sports events, escorting and transporting groups of supporters, detaining supporters after sports events. It is important to mention sports policing, a specific part of sports administration. This narrow field can be clearly defined as specialised policing, with a set of laws regulating everything related to sports policing, complemented by the regulations of the sports federations, which also serve as guidelines for the maintenance of sports law enforcement records and the security provided at sports events. Football hooliganism is a social and sport security problem that has been present in our world for centuries, and is something that we will probably have to deal with as long as football exists. Football hooligans are a closed community, a subculture with a specific set of rules and a deep knowledge of their functioning is essential to maintain the safety of our sport events. Nowadays, the emphasis is more on understanding the processes, communication and cooperation, as well as openness to innovative solutions.
