The tourism sector can boost the economic and social development of entire cities while simultaneously triggering critical challenges to its own sustainability. Specifically, the additional stress imposed on residential neighborhoods due to the increasing number of tourist accommodations mediated online can compromise the social sustainability of tourism. This study focuses on the city of Barcelona (Spain) to shed light on crucial aspects of the impact of peer-to-peer accommodation platforms upon the well-being of its residents. A key contribution is that this work uses for the first time in tourism the Human Scale Development approach. Among the many consequential findings, of particular interest to economists and policy-makers are the fact that there is no economic sustainability without social sustainability, and that guaranteeing social cohesion and the permanence of a fixed resident population in tourist neighborhoods is essential. One additional breakthrough is the participants’ strong viewpoint that a major roadblock to any progress is the lack of adequate regulation. In their opinion, any satisfactory legal framework should use participatory mechanisms to incorporate the neighbors’ feedback over issues that affect their lifestyle. Last, the importance of establishing cooperation mechanisms between institutions, tourists, neighbors and businesses was also forcefully emphasized.

This paper studies how the improvement of the economic situation influences the behavior patterns of national and foreign tourists in relation to the seasonal trends that define their trips. After analyzing the patterns developed by tourists arriving to Spanish destinations, it has been found that in the period 2013–2018, the seasonality levels of destinations associated with secondary trips has decreased, while the number of said trips and their length has increased. At the same time, the number of trips made to coastal destinations, associated with the main holiday trip, does not grow as much. Additionally, these trips are shorter and an increase in the seasonality level can be seen in some cases.

Tourist activity has a number of impacts on the destinations in which it takes place, among which are the environmental ones. A particular problem is the increase in water demand and wastewater production, which can compromise the balance of ecosystems. As many authors point out, there is a research gap in the comparative analysis between available water resources and the demand associated with tourism. In this respect, the main objective of this work is, on the one hand, to assess the water needs linked to the tourism industry and the capacity of natural resources to meet such a demand and, on the other hand, to estimate the economic cost of the water supply associated with the growing tourist demand in a territory, such as the island of Ibiza in Spain. It has been determined that the resources available are not sufficient to meet the water demand of the resident population at this destination, which is why it is necessary to resort to producing desalinated water. Therefore, the additional requirements associated with tourism must be met fully with desalinated water, which results in an increased cost of water management for the region. This paper also points at water losses in distribution networks and tourism seasonality as two phenomena that aggravate this issue.

The Travel & Tourism Competitiveness Index (TTCI), developed by the World Economic Forum (WEF), is a composite indicator that integrates a total of 90 simple variables organized into 14 pillars or key dimensions of the tourism destination competitiveness. The main problem presented by this index comes from the aggregation of variables expressed in different measures, the duplicity of information, and their non-weighting in the synthetic index. This chapter proposes a new methodology for the construction of the TTCI that solves the previous problems and allows, in addition, identifying which are the pillars or dimensions that determine the differences in tourism competitiveness between the countries. The results have allowed authors to more precisely classify 136 countries according to their level of tourism competitiveness in 2017. To improve the tourism competitiveness of the countries, it is necessary to carry out policies that act on these pillars and others identified in this chapter.

To construct a territorial measure and classification of child and maternal health in the countries of the Horn of Africa based on the 2030 Agenda for Sustainable Development adopted by all United Nations Member States in 2015. The design of our index includes the variables child and maternal health defined in the Sustainable Development Goals (SDGs) to enable territorial ranking of the countries. For this purpose, we used Pena's distance method for 2017. The results indicate a relatively high territorial disparity in maternal health between the countries of the Horn of Africa according to the differing values of the SDGs variables of child and maternal health. We propose a territorial classification in the countries of the Horn of Africa. We believe that the most striking differences between countries relate to basic variables of maternal health such as being attended by skilled health personnel.

Tourism destination competitiveness is a multidimensional concept that is widely studied in the academic literature, but multiple factors make its measurement a difficult task. In this article, we design a synthetic index to rank the 80 countries that attract the majority of international tourists by level of tourism competitiveness. In order to do this, we use all of the simple variables included in the 2017 Travel & Tourism Competitiveness Index, proposing a new methodology for the construction of this synthetic index, which it solves the problems of aggregation of variables expressed in different measures, arbitrary weighting and duplicity of information; issues that remain unresolved by the TTCI. Likewise, we analyse the most influential dimensions in tourism competitiveness. Air transport infrastructures, cultural resources and ICT readiness are the key dimensions that explain the main disparities.

Purpose The purpose of this paper is to investigate the factors that condition decision making by entrepreneurs in the tourism sector. Specifically, the authors consider whether the decisions related to seasonal closure are conditioned by non-economic factors related to quality of life. Design/methodology/approach The study uses data from a survey of entrepreneurs in two highly seasonal tourist locations in Spain: one coastal destination and one mountain destination. The information provided by the survey was used to determine the factors that condition the decision to close for part of the year and to analyze the way in which entrepreneurs evaluate the costs and benefits associated with the period of closure. Findings The results show that entrepreneurs acknowledge the cost of shutting down during the off-peak season. However, although they recognize this cost, other elements are important in their decision making such as the quality of life of the entrepreneur, the presence of a more profitable secondary activity in a different destination and the tenure regime of the business. Entrepreneurs attach great importance to factors that justify the closure of establishments for several months a year. This, in turn, means that public policies designed to reduce the intensity of seasonality lose effectiveness. Originality/value This paper sheds light on whether there are underlying non-economic motives that lead to a shutdown during the off-peak season. There are no previous studies that analyze the influence of the decision to close and which consider aspects related to the quality of life of entrepreneurs. Therefore, the study presents the first analysis of entrepreneurs’ assessments of the costs and benefits of a seasonal resting period.

Purpose The purpose of this paper is to provide a systematic literature review of the research published on financial inclusion (FI) and financial exclusion (FE) in developed countries using key terms and strict inclusion and exclusion criteria. Design/methodology/approach In total, 52 papers were deemed to be relevant to the analysis. These works were critiqued using a framework that addressed geographical contexts, topics, methodologies and theoretical frameworks. Findings This review highlights the uneven level of development of the academic debate between North America, the UK and continental Europe, and identifies the different theoretical frameworks that construe the body of literature in each region. In addition, the findings show the scant offer of work on the impact that the digital economy has on FE, as well as the reduced number of studies which have focused on certain vulnerable groups and the access to some financial services. Social implications The studies reviewed have not analyzed the specific needs of vulnerable groups while considering the different contexts and pathways to exclusion. The evaluation of solutions and strategies to achieve inclusion is one of the least addressed aspects in the literature. Originality/value The paper synthesizes the main contributions of the top literature on the redefinition of FI/FE in developed countries, the role of fringe services and new determinants of exclusion. The proliferation of studies regarding FI in low- and middle-income countries has generated a great amount of meta-analysis and systematized reviews of asymmetric results. However, no systematized literature review on the broad scope of FI/FE in developed countries has been published in the last decade. This work sheds light over poorly analyzed areas of research that refer to notable social problems.

The planning of protected rural areas is usually defined by institutional decision-makers without considering the preferences of the local communities that live on the land, which frequently leads to conflicts in land management. This paper proposes a voting method based on the Borda count to rank the management goals of a protected rural area. The method was applied in a Spanish-Portuguese reserve called Iberian Plateau with the aim of collecting the preferences of institutional decision-makers (government and scientists) and rural landowners (farmers and businesspersons). Regarding the conservation and development objectives, the results show differences in spatial planning when only the preferences of institutional decision-makers are taken into consideration, as opposed to when the preferences of landowners are included within the analysis.

In this paper, we propose a sequentially participative model for planning in transboundary protected areas based on the Analytical Hierarchy Process, Goal Programming and Monte Carlo simulation. The model was developed with two scenarios: one determinist and another with simulations that provide a multi-level ranking of the most relevant goals according stakeholders’ preferences to establish priorities in the planning of protected areas. Moreover, the proposed methodology is capable of identifying conflicts, providing a comparison between the most likely priorities and the most consistent group priorities associated with each planning goal. The model was tested in a Portuguese-Spanish Reserve called Meseta Ibérica and it permitted the identification of the highest conflicts in conservation, agroforestry, local development, fire prevention, wildlife conservation and certification of local products. Moreover, it found strong intercountry conflicts related to development and planning goals associated with governance at the most specific level.

Several sustainable development strategies in rural areas have relied on tourism as a tool for economic growth and job creation. The alternating peak and valley periods that seasonality entails—and their corresponding negative economic, environmental, or social impacts—may somewhat condition the success of these policies. The aim of this article is to analyze whether rural destinations suffer from higher levels of seasonality as compared with those of beach and urban tourism. The analysis is applied to Andalusia, a region in southern Spain, one of the major tourist destinations in Europe and a provider of diverse tourist products. The methodological innovation and contribution of this study is to measure seasonality intensity by means of a DP2 synthetic indicator that gathers information derived from various facets of seasonality, ultimately allowing us to overcome the disadvantages of single-variable assessment. We conclude that seasonality in rural tourism should not be evaluated generally, since each destination has specific conditions that determine stability or seasonality in the area. We obtain evidence that some rural areas show a lower level of seasonality than cultural-urban destinations (the most stable in terms of annual activity). Thus, rural destinations will not suffer from the problems associated with high seasonality. Due to the great differences among rural destinations, this methodology should be applied to regions with different characteristics to complement the conclusions drawn from this study and determine which destinations call for public policies and specific strategies to reduce seasonality.

Dominant conceptions of solidarity economy, social enterprise, and innovation (SSEI) remain poorly positioned for understanding the diverse models emerging across the global South. The purpose of this paper is to examine the power relations between the global North and South in the production and dissemination of SSEI knowledge, highlighting the importance of recognizing alternative discourses in the global South. This contextual analysis is developed through consideration of the construction of the hybrid SSEI model in Colombia, drawing upon postcolonial theory and using Nicholls’ framework on the legitimacy of SSEI discourses. This paper offers the first application of postcolonial theory to the analysis of SSEI in the global South. This research has demonstrated that the construction of the SSEI sector in Colombia is a reflection of the dynamic interplay of the hybrids, as it incorporates the hero entrepreneur and business-like discourses within the traditional community discourse, which indeed is a combination of domestic (indigenous collective practices) and colonizer influences (e.g., cooperatives, associations). This paper also identifies the current tensions that have emerged from such hybridity within the country.

MCDM methods are useful to obtain information and generate knowledge useful for decision-making processes in multidisciplinary contexts. Particularly, when conflicts occur, knowledge is the key to start negotiation processes between stakeholders in order to achieve consensual solutions. The planning of protected areas is complex due to many competing uses of natural resources and the involvement of a large number of stakeholders. For the last ten years, participative MCDM methodologies have been carried out efficiently to reduce conflicts and allow to formalize stakeholder's participation in the policy development processes. In this paper, we propose a MCDM participative methodology in three levels that seeks to define management plans in protected areas. This method allows for the definition of management plans based on three levels of criteria that define the use of the natural area and provide a ranking of the main goals according to the stakeholders’ priorities. The model was tested in two Spanish protected areas: Parque Natural de Lago de Sanabria y alrededores and Parque Natural de los Arribes del Duero. Firstly, the individual preferences of the most representative stakeholder groups were collected (Farmers, Business owners, Government and Scientists) and analyzed using two multi-criteria methods: AHP and GP. Moreover, a conflict index between stakeholders’ groups was calculated. Results showed that conservation and development goals are the most preferred to consider for the planning of these areas. Furthermore, the most serious disagreement was found between farmers and scientists and between farmers and government about the wildlife conservation.

This study proposes construction of a synthetic indicator to measure progress toward the objective of economic and social cohesion among the regions of Spain, Greece, Ireland and Portugal within the framework of European Community Regional Policy and the spatial disparities among these countries. Our aim is to integrate, in a single indicator, a large number of variables defined by the European Commission to monitor improvements in regional development, classified according to the objectives of the Europe 2020 Strategy to promote smart, sustainable and inclusive growth. To achieve this goal, we use the Pena distance method for the year 2013.

Tourism is a key sector in the sustainable development of rural environments. Its ability to create stable employment and an acceptable level of profits is conditioned by the stability of tourist activity throughout the year. This paper compares the level of seasonality of a group of rural destinations to that of coastal and urban destinations. By doing so, we intend to determine whether seasonality-related problems exist in the rural environment or not. The second aim is related to the first one: the proposal of a new, more comprehensive and objective methodology that can measure the intensity of seasonality based on a DP2 synthetic indicator. The DP2 indicator groups information about different representative variables of seasonality. The study takes the main tourist spots in Spain as a reference. The analysis concludes that the annual level of stability of rural tourism is not far from the stability of urban tourism, which is the most stable, as seasonality is much higher in coastal destinations. The methodology that provides the framework to build the DP2 indicator has allowed us to identify which variables explain the differences in the level of seasonality of each destination to a large extent. The results showed that the variables that do so are related to the internalization of the destination and changes in the availability of bed places.

This study discusses the economic power and international fame of the Autonomous Community of Andalusia’s tourist sector. A review of the economics literature justifies our measurement of tourism’s economic impact on the tourist sector. The main contribution is an estimation of foreign tourist expenditure in Andalusia, the main Spanish tourist destination per number of overnights. Drawing on this estimate, the input–output methodology is applied to determine the global impact of this expenditure on the region. The study differentiates the three types of tourism of the region: coast, urban interior and rural interior.

Studies have shown that certain modes of tourist development jeopardize the environment, as in the case of mass tourism, especially in areas that require special protection. The goal of this study is to apply a proposal for studying sustainability of tourist mobility to a protected space, the island of Lanzarote, which has been declared a Biosphere Reserve by UNESCO. This paper seeks to figure out the mobility patterns of tourists, the criterion used to select a mode of transportation, the attitude of tourists towards the sustainability of transport, and its environmental implications by analyzing secondary sources and interviewing tourists. The results show that the tourism model of the island is based on scattered natural resources that tourists want to enjoy in a tailor-made visit, which makes it hard to give up individual transportation. The only environmentally sustainable alternative is opting for electric vehicles with charging stations in the aforementioned tourist spots.

The neoclassical ideal has defended the idea that markets, in a context of limited regulation, reach an optimal equilibrium automatically. We analyze this assertion in an applied manner with a case study of the emerging online market of intermediation of tourist apartments. The lack of regulation in this market causes many social and economic impacts on local communities, which can jeopardize the survival of the activity. We conclude that an analysis of markets that considers only prices results in a limited view. All externalities and their effects on the population must be taken into account, as well as the interests of the individuals involved, apart from profit‐making.
