The activity of enterprises in the energy sector is complicated by the complexity and capital intensity of the resources and processes used. In the current market conditions, an additional challenge is the implementation of sustainable development, including, in particular, environmental and social goals. These circumstances require efficient and effective management, and this is possible, inter alia, thanks to the use of the project management. However, this approach requires not only implementation, but also professional monitoring and control, which is considered and diagnosed in this article. The purpose of this article is to: (a) verify the programme management areas subject to the monitoring and control process; (b) identify and evaluate the effectiveness of the most frequently used methods in the process of monitoring and control of the programme implementation. A qualitative study using a structured interview was conducted among 21 experts involved in the implementation of programmes from the energy sector. The authors found that energy companies monitor and control programmes in key, but traditional areas such as lead times, costs, risks and benefits. They less often refer to ‘soft’ areas of management, such as: work, communication or quality. In terms of the monitoring and control methodology used, significant discrepancies were found between the methods considered effective and those that are most often used in practice. This requires decisive improvement actions. At the same time, it is worth emphasising that the majority of managers prefer compact and quantifiable forms of monitoring and control, such as: earned value method, Gantt chart and comparing plans to results in individual areas. The sector also lacks a systemic approach to programme management, which should be distinguished from single project management, which is why the authors presented their own approach to solving this problem.

Transfer and diffusion of knowledge and technology is a key condition for the development of innovation. In practice, they take place at the interface between science and business, which makes the level of innovation and development of a given economy depend on the effectiveness and efficiency of universities and other scientific units co-creating the national innovation network. With this important circumstance in mind, this article presents an assessment of the operations of selected research institutes in Poland in 2014–2019 in the context of pro-efficiency statutory changes aimed at making the commercialization of research and development results more effective. The multiple case study used in the article includes five units operating in the field of environmental protection (two) and energy (three)—sectors relevant to the transformation of the national energy sector. The research analyzes the sources of funding of the institutes’ operations, their profitability and the financial effectiveness of their scientific and research staff. The results of the research indicate the adaptability of the surveyed institutes to the new rules of financing and the possibility of their wider than previously opening to business relations, as well as at least partial independence from budget financing. This is a valuable observation from the perspective of shaping innovation policy and the principles of operation of the national innovation system in developing economies.

The article refers to the issues of financial profitability of undertaking CSR activities, which is widely reported in literature. The four largest electricity producing companies in Poland were selected for the analysis. The research period covers the years 2009–2019, when the index of socially responsible companies was operating on the Warsaw Stock Exchange. The main purpose of the article is to compare the profitability ratios and quotations of energy companies in Poland declaring themselves socially responsible with companies of the same sector that have not expressed such a declaration. The results obtained on the basis of descriptive statistics, concerning profitability ratios and stock market quotations, indicate no relationship between their level and stability and the companies’ declarations of compliance with social responsibility. Companies declaring themselves socially responsible were placed in the ranking between the results of companies that did not belong to the indicated index. This may be the result of the specific situation of energy companies in Poland.

The scale of waste formation from coal-fired generation is significant and tends to grow steadily in the context of the global use of coal for power production. This paper covers the problems and current opportunities for recycling coal fly ash waste from coal generation from the position of a stakeholder approach, namely, identification of the main participants and determination of the effects for economic agents in coal fly ash recycling projects. Based on the method of economic modeling and the empirical assessment of project efficiency, this paper presents alternative patterns of stakeholder interaction in the process of implementing coal fly ash recycling projects, estimates the effects of using coal fly ash, and identifies conflicting interests between stakeholders. It is shown that the reason behind the low interest of the Russian private sector in the processing of coal fly ash is the lack of stimulating market mechanisms for manufacturers and consumers of ash products, the high risks of implementing recycling projects based on clean coal technologies, and low environmental payments for commercial companies.

The tightened approach of the European Commission to the issue of meeting the levels of pollutant emissions to the environment, inextricably connected with the level of technology used, is a serious financial challenge for many European coke producers, therefore the main aim of the article is to develop an algorithm of conduct that allows a selection of the best available emission abatement techniques from the coking plant in conditions with multiple emission sources, taking into account technological, environmental, and economic criteria. This algorithm can be used as a universal tool supporting production managers in planning investments limiting the environmental impact of the coking plant in the most economically advantageous way, while using BAT techniques. In the development of the algorithm, a multi-criteria analysis and a scenario method were used, as well as a number of typical methods for measuring and reducing the level of emissions in the coke production process. Its demonstration and verification were carried out within ten investment scenarios prepared for a selected coking plant. The presented method of selecting the optimal scenario is universal and allows for a flexible selection of weights for the criteria depending on the needs and limits of the investor at a given time or to long term plans to adapt to the increasingly tightening environmental requirements. This method can also be used in discussions with the authorities issuing integrated permits as regards the deadlines for adapting to legal requirements.

The development of smart cities in practice requires significant investments and financial expenses, therefore, the authors of the article decided to identify and evaluate the economic conditions of this process, which is rarely analysed in the literature on the subject. For this purpose, they conducted representative surveys in 287 Polish cities, taking into account 5 groups of parameters related to the subsequent stages of the evolution of smart cities. According to the obtained results, the key barrier to the development of smart cities in Poland is the unsatisfactory level of prosperity of the residents and the difficult financial situation of cities, which means that the vast majority of the surveyed areas are not able to attempt to get closer to the Smart City 1.0 generation. In contacts with stakeholders, Polish cities prefer the triple helix model, focused on business cooperation and creating favourable conditions for commercial entrepreneurship. Relationships of higher order helices (with communities or ecological organisations) are not a priority for them, which may contribute to the aggravation of urban pathologies in the form of unsustainability and socio-economic exclusion. Conclusions and recommendations resulting from the research contribute to the economics of smart cities and can be used in the practical improvement of the process of their creation and development.

The development of start-ups is a driving force of the local and regional economy. Therefore, it should be in the interest of municipal authorities to take actions for their organizational and resource support. In the conditions of limited public resources, however, it is a difficult and multifaceted task. Therefore, in this article, the authors attempt to determine the influence of local conditions on the establishment of start-ups. As a natural environment for the development of this type of entrepreneurship, cities were considered in which accessibility to infrastructure and human resources is high, and thus, by definition, conducive to creativity and innovation. Such a formulations of the objective and scope of the research allowed the existing theoretical and research gaps to be filled, relating to the identification and establishment of a hierarchy of local determinants of creating start-ups in the urban environment. The research in question was carried out on a representative sample of 287 Polish cities using questionnaire techniques and structural modelling. The results confirm the dominant influence of human and financial capital on the establishment of start-ups. The research also shows a slightly less significant influence of business incubators and technology parks on the creation of start-ups, which implies the need to improve the performance of these entities. The results also point to the positive role of direct city involvement in the development of this form of entrepreneurship.

The depletion of non-renewable natural resources (primarily mineral and energy resources) and its assessment is a problem that is analyzed based on the concept of sustainable development. Mineral resource depletion assessment is particularly important for resource-based economies. It provides for assessing the impact of mineral asset disposal that results from the suspension or termination of operations conducted by a mining company due to insurmountable circumstances. The results of such an event will be manifested at the national, regional, and local levels and felt by mining companies, suppliers, workers, the population of the territory, and other stakeholders. The study clarifies the attributes and essence of mineral resource depletion, analyzes the advantages and limitations of the existing tools for assessing mineral resource depletion, identifies depletion factors, describes a methodology for assessing mineral resource depletion, and contains a case study of a tin deposit. The results of the study contribute to the development of the theory on the depletion of non-renewable natural resources. They provide for assessing losses to social wellbeing that can be caused by stopping the use of profitable mineral reserves.

In globalised economies, the extent, intensity and speed of the spreading of economic crises are rapidly growing. This increases the risk of doing business on a macro- and microeconomic scale. Prevention of the negative consequences of cumulative crises requires a careful study of the mechanisms of their emergence and dissemination. The main purpose of the article is to identify the contagion effect between the financial and mining sectors in eight countries, in which the raw materials industry plays an important role in economic development (Australia, Canada, China, India, Russia, South Africa, the UK and the USA). Until now, research in this area has rarely been carried out. Our results allow to indicate the direction and time distribution of cross-sectoral contagion using symmetric and asymmetric CoVaR. The research period covered the years 2008–2019, divided into three four-year time windows (2008–2011, 2012–2015, 2016–2019). The analysis was conducted at the level of both entire markets and individual entities. For “entire markets” we used the Thomson Reuters (ThR) or FTSE stock market industry indices (banking and mining), depending on the availability of the index in the ThR database. In the case of the “individual level”, the research sample comprised of three out of ten of the largest (in terms of market value at the end of 2018) banks (or bank holding companies) and mining enterprises in each country, for which stock quotations were available in the ThR database. The conclusions of the research indicate the strong impact of financial crises on the mining industry, which suggests that the banking sector was a source of financial contagion for the mining sector. In addition, our results indicate the possibility of reversing the direction of the contagion effect in the case of economies, where the raw material industry plays a strategic role and is an important determinant of economic growth. The results obtained contribute to the economics of resources and can be used in forecasts regarding the spread of crises in the financial and mining industries. Proper recognition of the direction and time distribution of the contagion effect may also be useful when selecting macro- and microeconomic tools of anti-crisis policy.

Purpose: The main purpose of the article is to identify the economic conditions for the development of smart cities in Poland and their changes over time. Design/methodology/approach: To achieve this goal, the first part of the article presents the distinguishing features of a smart city. Then, in national and international terms, the regions in which such units develop most dynamically and most often are indicated. In the second part of the article, the analysis of economic conditions is limited to Poland in the Voivodeship system. In the course of the study, budget data of Polish communes from 2003-2017 are used. The study covers the level of income per capita, as well as property and investment expenses, while looking for regularities and features that predispose a given region for creating smart cities. At the end, tips are formulated with the orientation both at supporting the idea of developing smart cities in Poland and preventing economic exclusion of those regions that are currently not actively participating in their creation. Findings: The incomes of communes in Poland in all researched Voivodeships in the years 2003-2017 systematically increased. The overall increase in the value of income per capita over the fifteen year research period ranged from 78% to almost 120%. However, the fastest income growth rate concerned Voivodeships with the largest number of smart cities (already existing and listed in international rankings and classifications) and the highest absolute income per capita. These were the Masovian and Pomeranian Voivodeships, which, in connection with the above, can be considered the most entitled to create smart cities in Poland. Originality/value: The research on financial aspects of smart cities development is rarely analyzed in literature and practice, therefore the results and conclusions fill the existing gap and contribute to municipal economics and management, especially in Poland.

Research background: Energy policy is closely linked to economic development. Therefore, its optimization is an important issue especially in the contemporary European environmental conditions. EU regulations enforce a reduction of carbon dioxide emissions and the abandonment of non-renewable energy resources. Instead, they promote renewable energy sources. In this way, new legal and environmental circumstances are becoming the main reason for the transformation of energy balances, which is a real economic and technological challenge. This transformation requires a strategic and effective approach, especially in those countries which until now have used mainly hard coal in the energy sector. Purpose of the article: According to above justification, the main purpose of the article is to identify the strategies for the transformation of energy balances that were implemented in the years 1990–2017 by chosen European countries and Turkey. Methods: The study period covers the years 1990–2017, and the subject of the research at first applies to all European countries, and then to 7 countries selected due to their high share of bituminous coal in energy balance in the first year of the analysis, treated as the initial point of transformation (1990). As a result of this selection, 6 EU members and Turkey with the largest share of coal in energy production in the year 1990 are examined. Particularly, an analysis of the trends in their energy balances in the years 1990–2017 is conducted. The research uses data on non-renewable energy consumption and renewable energy resources and the total energy consumption. The research methodology includes: analysis of the structure and dynamics, evaluation of trends and comparative analysis and presentation of development strategies. At the end of the article, a comparative analysis is carried out, the economic consequences of identified changes are assessed, and recommendations are formulated aimed at optimizing the structure of the energy balance in the future. Findings & Value added: Generally, there are four theoretical and empirical patterns of transformation strategies of energy balances with dominant coal consumption: 1) using other non-renewable energy resources; 2) replacing non-renewable energy resources with renewable ones; 3) using nuclear energy instead of coal; 4) increasing coal consumption as available and efficient energy resource. It was found that the examined countries implement mainly the strategy in which the decreasing share of coal is made up for by an increasing share of gas. Additionally, we can observe an increase in the share of nuclear energy in France, the Czech Republic and the United Kingdom. In Spain and Germany, despite the use of nuclear power plants for the production of energy, the share of nuclear energy in the energy balances has systematically decreased in time. In all analyzed countries, we can also observe an increasing share of renewable sources in energy balances, however, this growth is very slow.

The primary aim of this article is to examine financial efficiency and work productivity, as well as their determinants, in selected Polish coal mines in 1998–2015. To achieve this goal, after introducing a justification for the choice of subject and the literature studies, the research methodology is presented, and research results are subsequently described and analyzed. Next, based on the main conclusions, model regularities and policy implications regarding efficiency and productivity improvement in Polish coal mining enterprises are established. The research for this study was conducted in five Polish coal mines, which were chosen on the basis of criteria aimed at ensuring the results’ comparability and the stability of organizational and mining conditions in the analyzed research period.

The main goal of the research is the assessment of ERM systems implementation effectiveness carried out in the context of exposure of financial result and enterprise value to risk. In the assessment made in the context of financial results, a four-stage system of effectiveness assessment was used covering: recording the financial results as profit or loss, percentage changes in the net financial result on a year to year basis, profitability of total assets and profitability of own capital. In the assessment made in the context of enterprise value Book Value (BV), Economic Value Added (EVA) and Market Value (MV) was used. All of the studied enterprises implemented the ERM system having in mind high exposure of fuel and energy industry to risk, most importantly to market risk. Nevertheless, implementation of ERM systems in none of the studied enterprises translated into clear stabilization of financial result and enterprise value. The parameters used for assessment were characterized by high changeability over time and a lack of clear development tendencies, even in short, two-year periods of observation.

This article attempts to identify consolidation schemes used by mining enterprises to limit the risk on European coal mining, specifically Poland as one of the leading producers of this resource in the world. The content of the article refers to: (1) model issues concerning the possible ways of using consolidation as a method of risk mitigation in the mining company life cycle, (2) identification and analysis of consolidation schemes used in coal mining in Europe, and (3) assessment of consolidation processes carried out in a nearly 20-year research perspective for Poland's hard coal mining. Consolidation can theoretically be used at every stage of the life cycle of a mining enterprise. In the phase of its creation, its task is to accelerate the development and reduce the capital and cost of construction of mines and mining enterprises. In the development and declining phase, it can be used as a way to extend the duration of individual phases and extend the life of a mine or a mining company. In Europe, mining companies were consolidated due to market risk (lack of efficiency, progressing decarbonization, prohibition of subsidizing mining production by the state) and, subsequently, the risk of bankruptcy. In case of Polish hard coal mining, macro-level consolidation occurred three times: 1) in 1993, by merging independent hard coal mines into six mining enterprises, 2) in 2003, by establishing Kompania Węglowa SA, and 3) in 2016, by creating a Polish Mining Group and incorporating it to the energy sector. Presented consolidation processes were occasionally effective and allowed achieving positive economic efficiency. Nevertheless, under the conditions of economic downturn and the decline in hard coal prices, financial results slumped rapidly, and consolidated enterprises were on the verge of bankruptcy, unable to stop the steady increase in production costs induced by social pressure and industry trade unions.

The functioning and development of the extractive industry depends on many unusual conditions that are not found in other industries, such as the size of deposits, the level of natural and technical hazards, geographic location, or the method of mineral extraction (open pit or underground). Therefore, it is difficult to use universal development assessment methods for such specific production units. As a result, the research undertaken in this article aims to develop an indicator method for evaluating the development potential of underground hard coal mines. This method is based on a theoretical and practical analysis of the conditions of functioning of hard coal mines, expert research, and multiple case studies verifying the operation of the presented development indicator. The first part of the article is devoted to identifying and analyzing the criteria for assessing the functioning of underground hard coal mines. Next, the essence and methodology of creating and interpreting the proposed indicator was presented. The second part of the article is empirical, and contains the results of the assessment carried out using the developed indicators for five Polish hard coal mines for the years 2011–2015. The results of the research indicate that the most important factors in the development of hard coal mines relate to the geological and mining conditions, and those concerning natural hazard levels. However, during the functioning, the financial conditions and related production conditions, which ultimately determine the survival and development of underground mining plants, gain in significance.
