Dr. Hugo A. Loaiciga, P.E., B.C. WRE, P.H. is Distinguished Professor and Director of the Hydrology Laboratory, University of California, Santa Barbara. He has published over 400 peer-reviewed journal articles in the fields of hydrology and water resources planning and management.
