Rural and peripheral areas, however, defined, suffer from accessibility and mobility problems that challenge their liveability and potential for development. To cope with these challenges, it is necessary to acknowledge and address the spatial, societal, cultural and economic components of accessibility, with comprehensive action involving actors from various sectors at different scales. The Italian National Strategy for Inner Areas, aimed to reverse marginalization processes of rural peripheral areas with a place-based approach, is moving in this direction. This article analyses and discusses how the strategy aims to address accessibility and mobility, in principle and in practice. To this aim, document analysis of the general documents and guidelines of the SNAI and 50 local strategies is combined with qualitative insights from interviews and participant observation. The analysis shows the scope and approach of the strategy and points out a number of criticalities and pitfalls challenging its potential. The results can contribute to inform research, policymaking and planning to improve accessibility in European peripheral areas, taking stock of the potentialities and limitations of this experience.

Autonomous vehicles (AVs) are expected to flood urban roads in the next future. Despite the optimism of the automotive industry and technology enthusiasts, AVs may have undesired impacts on urban liveability, especially if their diffusion is let to the market and not governed by public administrations. The door-to-door service they could provide and wider access to individual car trips can lead to an increase of short intra-urban car trips, to the detriment of public transport and active mobility. With few exceptions, the attitude of local authorities is dominated by a laissez-faire approach. The difficulty of dealing with high degrees of uncertainty and the absence of clear ideas on desirable visions are among the main reasons for this policy inaction. As a result of a collaborative backcasting process, this paper presents a vision to 2050, grounded on the extensive application of the superblock model, and the policy pathway to steer the transition to autonomous driving towards liveability and sustainability of the city. Governing the transition to AVs towards a desired vision is a complex process, that requires immediate action, farsighted planning and the cooperation of various sectors.

Territorial imbalances between catalysts of development and lagging areas are raising concerns in the majority of European regions. The divide between main urban nodes and marginal territories poses serious development challenges. The polarization of social, economic and cultural opportunities in urban areas and the phenomena of ageing, depopulation and impoverishment of inner areas are often the result of place-neutral, spatially-blind approaches to development, and constitute a hurdle towards the European objective of social, economic and territorial cohesion. In order to face these challenges, since a decade the European Union is pushing towards more place-based approaches to development, combining bottom-up and top-down logic within multilevel, multiactor and multifund context-sensitive processes. The experiences of the River Agreements and the National Strategy for Inner Areas represents interesting examples of the Italian take on the EU place-based logics, aiming at reversing the negative development trends that characterize the country’s marginal areas. Despite each presenting its own peculiarities, the two approaches share some common ground, as they both attempt to develop innovative, place-sensitive governance processes, featuring a participatory dimension and aiming at overcoming administrative and sectoral boundaries. This contribution discusses the potentials and limitations of the two approaches, with particular attention for the place-based flavour of the peculiar multilevel governance frameworks they adopt. The presented findings constitute an input to the debate on policies for the reactivation of marginal areas and the rebalance of territorial inequalities in a sustainable perspective.

Public transport stops are commonly considered just as functional elements of the transport system. Their design is based on technical parameters and standardisation. Nevertheless, public transport stops can play an important role in the urban environment. Indeed, they can concur to generate and enhance public spaces. However, the idea of transport infrastructures as urban places in all respects is chiefly referred to major railway, metro or intermodal stations. Ordinary public transport stops are as widely spread throughout the city as neglected by urban designers and by the scientific debate. The article explores how the potential role of public transport stops as shaping features of the urban environment is dealt with in the scientific debate, shows some examples that express this potential and proposes five design principles. Public transport stops can undoubtedly concur to shape the urban public space but this potential has been overlooked.

Rural territories are worse equipped than urban ones in terms of accessibility to services and opportunities, due to their scattered development and peripheral character. Increasing cuts to loss-making services in traditional public transport contributed to increased social inequality and marginality, in so doing undermining the livability of rural communities. In this light, improving accessibility is an essential prerequisite for the sustainable development of rural areas. Whereas demand responsive transport solutions are often seen as a panacea in circumstances where traditional services are not viable, their implementation is more challenging than it may seem, due to the potential barriers intrinsically related to the differential socioeconomic, cultural, and institutional features of places. Furthermore, enhancing transport offer is only one side of the multifaceted prism of rural accessibility, and the institution of effective multi-level and multi-sector governance mechanisms is a precondition to approach the mentioned challenges under a more comprehensive perspective. Drawing on the results of the European Territorial Observatory Network (ESPON) Urban-Rural Connectivity in Non-Metropolitan Areas (URRUC) project, the paper sheds light on this issue, exploring the accessibility challenges of rural areas and proposing a multilayer policy approach aimed at supporting decision-makers in improving rural accessibility across Europe.

Italy has been characterised by a wide north–south divide since its unification and regional development policies have traditionally followed suit. The reform of the EU cohesion policy in 1988 did not break this pattern, with southern regions that continued to receive larger amounts of resources for structural interventions, while northern ones focused on industrial reconversion and innovation. A place-based experimental turn in Italian regional policy took place in 2012, with the development of the so-called National Strategy for Inner Areas, as a way to tailor the integrated expenditure of EU and domestic funds to the territorial specificities of the lagging areas of each region. Building on the results of two ESPON Targeted Analyses, the chapter critically elaborates on this experience, reflecting on its element of success and pitfalls, with particular reference to the Piedmont and Liguria regions.

There is great uncertainty about the transition from human to autonomous driving vehicles (AVs), as well as about the extent and direction of their potential impacts on the urban built environment. Planners are aware of the importance of leading this transition but are hesitant about how to proceed, and public administrations generally show a passive attitude. One of the reasons is the difficulty of defining long-term visions and identifying transition paths to achieve the desired future. The literature on AVs is growing rapidly but most of the visions proposed so far do not consider in detail how circulation and parking of AVs will (or could) be differently regulated in cities. In this study, three visions for the Italian city of Turin are proposed. The aim of these visions is to highlight how different forms of regulation of AV circulation and parking can impact on the sustainability and livability of the city. A focus group and a set of interviews with experts and stakeholders were used to validate the three visions and assess their advisability and sustainability. This visioning exercise is the first step in the development of a backcasting process.

Integrating land use and transport planning is seen as a key approach to pursue more sustainable mobility patterns, but it requires an interdisciplinary pedagogy for those who will be working in these fields: architects, spatial planners and engineers. This paper systematically examines – using syllabi analysis and teacher questionnaires – around 200 academic degree programmes offered by Italian universities, to verify how and to what extent this topic is taught to future professionals. The findings show that the land use–transport issue is still given little consideration in degree programmes, but interesting pedagogical experience based on different course formats can be found.
