The COVID-19 pandemic before mass vaccination can be restrained only by the limitation of contacts between people, which makes the digital economy a key condition for survival. More than half of the world’s population lives in urban areas, and many cities have already transformed into “smart” digital/virtual hubs. Digital services ensure city life safe without an economy lockout and unemployment. Urban society strives to be safe, sustainable, well-being, and healthy. We set the task to construct a hybrid sociological and technological concept of a smart city with matched solutions, complementary to each other. Our modeling with the elaborated digital architectures and with the bionic solution for ensuring sufficient data governance showed that a smart city in comparison with the traditional city is tightly interconnected inside like a social “organism”. Society has entered a decisive decade during which the world will change by moving closer towards SDGs targets 2030 as well as by the transformation of cities and their digital infrastructures. It is important to recognize the large vector of sociological transformation as smart cities are just a transition phase to human-centered personal space or smart home. The “atomization” of the world urban population raises the gap problem in achieving SDGs because of different approaches to constructing digital architectures for smart cities or smart homes in countries. The strategy of creating smart cities should bring each citizen closer to SDGs at the individual level, laying in the personal space the principles of sustainable development and wellness of personality.

Digital Health Care brings not only advantages but also increasing of social-economic gap between developed and poor countries. Revenue could gain only some number of countries, which will get the more attractive position at global market of trans border online patient-doctor communications. The global competition boosts a digital Health Care market in every country to be always at the “edge” of innovations. Also digital technologies can quickly destroy an existing Health Care system in a country. Required digital infrastructure of Health Care must be built for reduce risk of disruptive effect. Besides the global competition issue there is the problem of future uncertainty in society. It is necessary to understand all challenges and develop measures to prevent a negative scenario.

Big Data is the phenomenon of the Information era. Big Data is a new dimension to explore, collecting Big Data we fix the time. Big Data has some functions, including impact on society, form spatio-temporal structures, change the world and future, and integration society with IT technologies. Most important aspect is risk in Cloud computing. To leverage risks, secure Cloud services and get additional benefits an Integrated Approach should be applied. It is important to separate the various kinds of “Security” needs when considering Cloud computing issues. Also Security Analyst should be included into Data Science Team. Data-driven economy is based on three points: open data, legislation for Big Data, and education. For students is very important practical training that engages students into the culture of Big Data Analytics. This opportunity provides the EMC Academic Alliance Russia & CIS through the establishment of ad-hoc Big Data Analytics Teams among universities. The results of the first stage of launched in 2015 the Big Data Analytics Multicenter Study are presented.

Text Big Data Analytics Study "Third Wave" is described. Morphological matrix of several Keywords Phrases was collected from Internet's open textual resources using API. The results are analyzed from the point of view that global Internet's audience forms "people-to-IT" system through that we can study the three levels of behaviour of Global society. Level 1 - countries' activity on the Internet. Level 2 - technological evolution in countries. Level 3 - countries' reaction to destructive stress factors. Cluster analysis was used for investigation of Level 1. Simon Wardley's Value Chain Map was used for investigation of Level 2. And diagrams with percentage ratio of different sets of Keywords Phrases were used for investigation of Level 3. Article is focused on regions of Eurasia and North Africa. The Study findings are following: among post-Soviet countries Russia shows the highest activity on Internet and has advantages of economic development, as well as Georgia; Azerbaijan among some countries from Eurasia and North Africa shows the lowest risk to become fragile country under Global warming.

Artificial Intelligence is no longer just the topic of discussion. Today this technology is mostly based on Artificial Neural Networks. Pavlov Principle formulated by W.L. Dunin-Barkowski is used for their training. Mathematics compared Pavlov's doctrine with Deep Reinforcement Learning. AI technologies are divided into Computer Vision, images recognition and generation; Speech Recognition and Synthesis; Natural Language Processing; Graph Logic AI, MIVAR logic technology. All of this separately is Narrow AI. Artificial General Intelligence, equal to human, hasn’t been created yet. AGI should include all mentioned technologies. Given social and linguistic nature of the intelligence emergence, developers are paying attention to NLP algorithms and multi-agent environment. Simultaneously with the development of neural networks, adversary attacks emerged, which using the same learning mechanism force a trained neural network to make mistakes. This fact calls in question the future of neural networks in medicine. Big Data and data sets are the environment for AI. European experts have already begun to regulate Big Data for safe Health Care and drugs creation. Despite the difficulties and lack of clear rules, AI is actively being introduced into the private medicine. Due to AI the three new business models have already been created.
