The adoption of e-government promises efficiency in the delivery of government services to citizens across various sectors of the economy. Due to this, most Global North countries have advanced in the deployment of e-government for improving public-service delivery. Unfortunately, most African countries, including Ghana, are still lagging in e-government development. This study examined e-government development across African Union member states. It explored the role of e-government in the reform of public administration and governance, focusing on Ghana as a case study. Using a mixed-method approach, the study analyzed secondary data of key e-government indicators using the TOPSIS method. This helped underscore the transformative impact on public administration and governance by using primary data via interviews. The results show advanced progress in some African countries, including Ghana, due to aligned digital strategies with national policies. Also, technology integration is evident in Ghana’s public sector and is reshaping public administration and governance. The study recommends that to achieve the long-term sustainability of these advancements, interagency collaboration and data-sharing mechanisms between the public and private sectors should be strengthened, while all forms of silos should be broken to promote the delivery of services. This study enhances public-service delivery by identifying areas needing both improvement and allocation of resources for shaping e-government policy development.

The survival of the global economy is rooted in the production of goods, rendering of valuable services, and formulation and implementation of favorable trade policies. These goods and services supported by related policies however, must reach prospective customers unblemished in good time, through planned advertisement strategies. Advertisement over the years has evolved from the traditional one-on-one to technology induced ones such as digital marketing and sales. Technological advancement has diversified advertisement into a multi-faceted and dynamic channel with enormous growth and prospects. In this paper, we made a significant effort to identify actual online data to justify why short video (SV) adoption is essential in e-commerce and digital marketing. A total of 23589 datasets were drawn from three global B2C and C2C websites using the scrappy web crawlers to investigate a resilience model in the relationship between SV advertising adoption, quality signals, customer satisfaction, price fairness, and sales in digital marketing. Whereas shop location is vital in traditional shopping, logistics service quality overrides its influence in online shopping settings.

This study introduces a novel graphical multifactor authentication (MFA) algorithm that integrates user image hashes and dynamic image grids with cell addresses, called dynamic image grids and cell addresses (DIGCA), aiming to optimize storage requirements while delivering robust security. The algorithm stores image hashes rather than actual images, significantly reducing storage space while maintaining security integrity. In contrast to an existing image recognition algorithm, the algorithm shows a drastic reduction of 99.9% in storage requirements. The MFA system is further secured by the use of dynamic grids, which ensures that even if user’s images are compromised, the specific grid positions remain unknown. Performance analysis demonstrates that the algorithm provides a high level of accuracy with a 95.36% success rate in user authentication over an extended period. Again, aside from the password space and strength of conventional text passwords, the image grid and cell addresses provided a large password space and entropy. With the minimum assumption grid size, it achieves a password space of 1.36 × 10 40 , which makes it virtually impossible for an attacker to guess the correct combination. In addition, the system is optimized for web‐based applications, ensuring cross‐platform compatibility and a consistent user experience across devices, from desktops to mobile platforms. The posttest survey demonstrated users’ satisfaction with the authentication process. Balancing storage efficiency with robust security measures, the proposed MFA algorithm offers a scalable and effective solution for environments requiring high levels of security with minimal data storage demands. The results underscore the algorithm’s potential as a superior alternative to existing MFA schemes, offering both security and practicality in modern authentication systems.
