Introduction. In recent years, digitalization is one of the defining trends of the development in the leading countries of the world. The development of information economy is influenced by a combination of factors; however, the most powerful is an educational dominant. The higher education institutions (HEIs) carry out training activities for information economy, the development of digital skills of the personnel, as well as carrying out studies of the personnel’s digital skills, and conducting research, generating innovations and their transfer to the real sector of economy. The purpose of the paper is to analyze the impact of higher education on the dynamics of information economy on the example of Latvia with further identification of the best practices and their adaptation to the Ukrainian social and economic conditions. The research methodology is conditioned by the implementation of the in-depth comparative analysis of the development of higher education systems in Latvia and Ukraine; within the study, were used the method of constructing cubic regression models of the relationship between indicators. The hypothesis: 1) there is an objective interaction between the level of economic development of the country and the amount of public funding for higher education; 2) the information economy development is largely determined by the level of higher education development, and funding for research at HEIs. Results. The study revealed the following constraints on the development of the national higher education system: complex geopolitical, demographic, migration situation, which affects the parameters of the student body of HEIs; low competitiveness level of HEIs in the global educational services market; low level of financial autonomy of HEIs; lack of financing, low level of diversification of the financing sources for HEIs, etc. These problems negatively affect the pace of the information economy development in Ukraine. The authors proved that the Latvian experience in the implementation of the digitalization strategy could be useful for Ukraine, because of some similar economic, social, mental, historic conditions and factors of development of both countries. The calculations on the econometric models of relationship between funding and basic indicators of higher education development in Ukraine and Latvia showed: the amount of funding for higher education systems does not depend on the number of HEIs; the number of students depends on the amount of public funding (this indicates the important role of the state in the higher education development, in increasing the level of accessibility of higher education for citizens); close relationship between the amount of funding for higher education and the number of graduate students; positive trend in funding for higher education. Conclusions. The authors conclude that strengthening the impact of the educational dominant on the information economy development requires: ensuring a proactive position of HEIs (by modernizing their educational, research and innovation activities); activating the role of the government sector in protection of intellectual property, stimulating the development of innovatively active enterprises and their cooperation with universities, involving investments in the development of the HEIs’ innovative infrastructure, commercialization of innovative results of the research in the real sector of the economy.

Purpose. To substantiate the methodological approach to the development of research components of the integrated system of complex economic analysis and internal control of the enterprise. Methodology. The main methods of this research are statistical methods, the latter being used for processing of statistic data; methods of formalization and mathematical simulation used for development of conceptual analysis base to control the enterprises activity. Findings. A complex model of diagnostics of enterprises activity in a competitive environment is proposed, which is based on the methodology of complex economic analysis with the use of financial and non-financial indicators. To assess the competitive advantages of the enterprise, we offer an algorithm to calculate an integrated indicator of the level of its competitiveness using a balanced scoring system. Originality. In the course of research, the scientific and methodological approach to a complex evaluation of influence of a research component on development of competitive strategy of the enterprise was developed. Unlike the existing ones, this approach involves: - development of an integrated system of complex economic analysis and internal control over business processes of enterprises with the use of modern information technologies, which allows assessing their competitiveness, forming a development strategy; - methodical procedures of internal control of the enterprise with the use of financial and operational budgets and management reports based on a balanced scoring system, using CVP-analysis, which allows forming flexible budgets. Practical value. The results of the study can be used by practitioners, scientists, government officials to monitor the development of the corporate architecture, to study enterprise development processes.

Agriculture is one of the important sectors in Romania in terms of expanding the cultivated agricultural areas, the number of people working in this field and contribution of the branch to the national economy. Considering the socio-economic dimension of the branch, agriculture represents a viable opportunity in Romania given the qualitative land fund and the pedoclimate’s characteristic still favorable for obtaining financial performance in agriculture. Financial management is a challenge for economic operators in the agriculture. The seasonal stage of storage and trading of stocks represents for managers another challenge of financial management and brings with it randomized elements regarding the efficiency of the managerial act in the agricultural sector. The aim of the paper is to conceptualize a modern financial management model timed in agriculture to reduce financial pressure and allow managers to gain more efficiency in managing cash flow charts. The research uses empirical and analytical study methods including literature review, analysis of economic efficiency indicators obtained by agricultural companies in Romania, study of financial projections to identify significant vulnerabilities in cash flows and conceptualization of modern financial agriculture’s management model. The results of the study will be useful to managers of agricultural entities in their approach to efficiency and performance within the development of financial strategies.

The purpose of the proposed research is to form conceptual state policy foundations of regulating public-private partnerships development of countries with economies in transition. The need for substantiation of the regulating state policy of public-private partnership development in the transition economy and transformation processes has determined the topic relevance. The development of theoretical foundations for the state policy is based on systemic and institutional methodological approaches. There were used the method of comparative analysis, statistical analysis, structuring, method of abstraction and formalization. It has been determined that insufficient activity of countries with economies in transition in the public-private partnership projects implementation is due to imperfect legal framework, lack of clarity in the distribution of risks between agreement participants, political crisis and instability, lack of a unified state policy to develop partnerships. The principles of promoting the public-private partnership relations in countries with economies in transition have been identified, which include the formation of advanced legal mechanisms and systems of regulatory bodies, that monitor the public-private partnership implementation; stakeholder support by taking into account private interests, public authorities and end users; careful business partners selection. In particular, the process of adapting commercial banks to rapidly changing macro- and micro-conditions is of particular importance in the context of the economic and banking sector crisis phenomena, which in turn affects the quality and, accordingly, competitiveness of banking services.Increasing the competitiveness of banking services of Ukrainian banks and ensuring the competitiveness of the domestic banking system is a prerequisite for ensuring sustainable economic growth. In view of this, the authors updated the issues of assessing the competitiveness of banking services offered in the market, using methods of economic and mathematical modeling. In assessing the competitiveness of banking services, research methods such as analysis and synthesis, the method of comparison, economic-statistical, mathematical, grouping and modeling, table and graphic are used. The work also used the modification of the Saati method as a hierarchy analysis method from the point of view of replacing the Saati estimates in the matrix of pairwise comparisons based on the numerical relations of the corresponding characteristics of the model's factors. Thus, the competitiveness of the banking service «Credit»ofJSC Oschadbank, PJSC CB «Privatbank», JSC «Raiffeisen Bank Aval», JSC «Kredobank», JSC «Alfabank»and PJSC CB «Taskombank»on the basis of its economic and consumer properties. The approach proposed by the authors to assess the competitiveness of banking and banking services, allows positioning services of a competitive bank in the financial market. For each commercial bank it is possible to determine the position and establish the competitive advantages of banking services in comparison with similar services of other commercial banks.Using the proposed model provides an opportunity to assess the competitiveness of the banking institution in terms of the competitiveness of banking services and should become a complete and informative information tool for managing the competitive advantages of domestic commercial banks.
