Dr. Zongmin Li is currently a professor at the Business School of Sichuan University, Chengdu, P.R.China. She obtained her Ph.D. degree in Management Science and Engineering from Sichuan University, China in 2014. She was a visiting scholar in Drexel University, USA, LeBow College of Business in 2012.9-2013.9. Since 2009, she has served as the managing editor of "International Journal of Management Science and Engineering Management" (indexed by ESCI, SCOPUS). She published more than 30 SCI/SSCI/EI research papers and a monograph. Her research interests include: data analysis and decision making, decision making theory and methods, and the uncertain decision making method.
Social media rumor precise governance is conducive to better coping with the difficulties of rumor monitoring within massive information and improving rumor governance effectiveness. This paper proposes a conceptual framework of social media rumor precise governance system based on literature mining. Accordingly, insightful directions for achieving social media rumor precise governance are introduced, which includes (1) rational understanding of social media rumors, especially large-scale spreading false rumors and recurring false rumors; (2) clear classification of rumor spreaders/believers/refuters/unbelievers; (3) scientific evaluation of rumor governance effectiveness and capabilities. For the above three directions, advanced analysis technologies applications are then summarized. This paper is beneficial to clarify and promote the promising thought of social media rumor precise governance and create impacts on the technologies’ applications in this area.

Internet rumors pose a serious threat to social stability, especially when an unexpected crisis erupts. The construction of rumor refuting platform is of great significance to the governance of rumors. This paper will evaluate the rumor refuting capacity of rumor refuting platforms from three aspects, i.e., “rumor suppression”, “rumor refutation” and “audience participation”. In order to improve the semantic flexibility of expert decision group in evaluating the importance of different evaluation indicators, we establish a multi-criteria evaluation indicator system of rumor refuting capacity. We introduce hesitating fuzzy numbers, and use numerical example analysis to determine the weight of experts by minimizing the divergence of decision-making groups and evaluating ambiguity. Then the weights of different indicators are calculated, and the final evaluation results are aggregated through the TOPSIS method. Finally, compared with the method of giving equal weights to the decision-making group, the effectiveness of the proposed method is verified.

Because of the degradation of the social-ecological-economic-environmental (SEEE) system, water scarcity has been a growing source of conflicts over the globe. Further, the uncertainty arising from complex water resource scenarios increases the conflicts between the different water users and destabilizes water allocation systems. In this study, a priority-based multi-objective programming (MOP) model (quantitative path) with fuzzy random variables (FRVs) is established for a water resource diversion and allocation (WRDA) problem. To determine the priorities of the multiple objectives, a priority-determination approach (qualitative path) is designed, comprising of a pressure-state-response (PSR) multiple attribute assessment system and a technique for order preference by similarity to an ideal solution (TOPSIS)-based evaluation method. Then the MOP model is transformed into a solvable goal programming (GP)-based model. Because of the inclusion of FRVs, the obtained results can be adjusted to local conditions in view of social, economic, environmental and ecological objective priorities. Therefore, they are more applicable than traditional weight sum or Pareto multi-objective WRDA methodologies. A case study from the middle route of the South-to-North Water Diversion Project (SNWDP-MRP) in China is given to demonstrate the practicability and rationality of the proposed methodology in obtaining scientific WRDA plans.

Nowadays, water resource security is becoming increasingly prominent, and this problem is a primary bottleneck restricting China’s future sustainable development. It is difficult to come to a unified conclusion on water resources security, and applications of highly feasible evaluation methods are lacking in practice. In this paper, a novel evaluation methodology is proposed for regional water resources security evaluation. First, water security is divided into two aspects: water quantity security and water quality security. The disposal rate of harmless household garbage, the excellent water resources proportion, and the functional water body loss proportion are creatively considered as indicators of water quality security in the evaluation system. In addition, a Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method is used to evaluate the water security levels in different regions. For distinguishing the importance of different indicators, a Best–Worst Method (BWM) is employed to calculate the indicator weights, as triangular fuzzy linguistic sets can more flexibly describe the preferences of decision makers (DMs) regarding the indicators; therefore, it is embedded in BWM to determine indicator weights. Moreover, the fuzzy BWM-TOPSIS method is applied to evaluate the water security levels of six regions in North China, a comparison analysis with the equal weight TOPSIS method as well as the fuzzy BWM-AHP method, and a sensitivity analysis for indicator weights are presented to illustrate the effectiveness of this proposed method. Finally, some suggestions based on the evaluation results are given for effective and rational utilization of water resources in North China.

One prominent dark side of online information behavior is the spreading of rumors. The feature analysis and crowd identification of social media rumor refuters based on machine learning methods can shed light on the rumor refutation process. This paper analyzed the association between user features and rumor refuting behavior in five main rumor categories: economics, society, disaster, politics, and military. Natural language processing (NLP) techniques are applied to quantify the user’s sentiment tendency and recent interests. Then, those results were combined with other personalized features to train an XGBoost classification model, and potential refuters can be identified. Information from 58,807 Sina Weibo users (including their 646,877 microblogs) for the five anti-rumor microblog categories was collected for model training and feature analysis. The results revealed that there were significant differences between rumor stiflers and refuters, as well as between refuters for different categories. Refuters tended to be more active on social media and a large proportion of them gathered in more developed regions. Tweeting history was a vital reference as well, and refuters showed higher interest in topics related with the rumor refuting message. Meanwhile, features such as gender, age, user labels and sentiment tendency also varied between refuters considering categories.

In recent years, social networking platforms have rapidly become an important source of rumor propagation. The existence of internet rumors not only disturbs the normal thinking of the public, but also affects the security and stability of the society. This paper makes a sentiment analysis of comments on rumor refuting microblogs, to analyze the emotional tendency and characteristics of commentators from five main rumor categories: economics, society, military, politics and disaster. It finds out the factors that influence Weibo users’ positive and negative emotional tendencies. The paper shows there is a positive correlation between the emotional tendency of microblog contents and users’ emotional tendency to comments, except military category. Meanwhile, features such as gender, age, user labels, location and sentiment tendency also varies between commentators considering categories. Therefore, personalized recommendation services can be provided to target groups to trigger the spread of the truth, reduce the impact of rumors.

As the global proportion of the elderly population has been growing rapidly, it has become important to better understand the holistic social factors involved in cognitive impairment in the elderly. To investigate the relationship between social vulnerability and cognitive impairment in the elderly, this study applied an unconditional quantile regression model on open source health survey data in China. It was used to estimate the relationship for full sample and subsamples divided by different levels of a specific covariate. It was found that the cognitive impairment had a positive association with social vulnerability, and this relationship is stronger at the higher cognitive impairment quantiles. The cognitive impairment of females and elderly who took less exercise; had lower self-rated health; had greater incidences of depression, chronic diseases, and physical limitations; and consumed less fruit and vegetables, milk and tea were more related to social vulnerability. These results provide some insights into the strategies that could be used by the elderly to decrease the risk of cognitive impairment.

Considering serious environmental pollution caused by phosphogypsum and the scarce of phosphate rock resource, the recycling utilisation of phosphogypsum has significant influence on the sustainable development. To promote the recycling utilisation of phosphogypsum, this paper studies the phosphogypsum reduction in phosphate fertilizer plants based on the stack allowance trading mechanism. According to the detail analysis, an optimization model has been established to describe and resolve the complexity of the phosphogypsum reduction problem. In the optimization process, the uncertain environment and stack allowance trading mechanism have been fully considered. A practical case is given to demonstrates the efficiency of the formulated method. The results indicates that the stack allowances trading mechanism all the phosphate fertilizer plants to make more flexible operation decision, which not only realize the environmental pollution mitigation and PG recycling, but also promote each phosphate fertilizer plant sustainable development.

Rumor spreading has become an increasingly prominent issue as the development of online social networks. Previous rumor spreading studies tend to adopt the classical epidemic models. This paper from another perspective, proposes a Logistic regression model to predict spreading probability of a rumor. Firstly, some critical factors that influence rumors spreading are identified, including counter-rumor mechanism, local socio-economic development level, information development level index, and environmental factors. After that, this paper fits a multiple logistic regression model based on three years’ water pollution rumors spreading data in China, and assesses its goodness of fit. Some influential rumors in the data are analyzed. Then, this paper tests the prediction power of the proposed model. Finally, according to the significance level of the parameters in the model, as well as the tentative prediction results, this paper gives some managerial advice to prevent rumor spreading in some major cities in China.

This research provides a general methodology for distinguishing disaster-related anti-rumor spreaders from a non-ignorant population base, with strong connections in their social circle. Several important influencing factors are examined and illustrated. User information from the most recent posted microblog content of 3793 Sina Weibo users was collected. Natural language processing (NLP) was used for the sentiment and short text similarity analyses, and four machine learning techniques, i.e., logistic regression (LR), support vector machines (SVM), random forest (RF), and extreme gradient boosting (XGBoost) were compared on different rumor refuting microblogs; after which a valid and robust distinguishing XGBoost model was trained and validated to predict who would retweet disaster-related rumor refuting microblogs. Compared with traditional prediction variables that only access user information, the similarity and sentiment analyses of the most recent user microblog contents were found to significantly improve prediction precision and robustness. The number of user microblogs also proved to be a valuable reference for all samples during the prediction process. This prediction methodology could be possibly more useful for WeChat or Facebook as these have relatively stable closed-loop communication channels, which means that rumors are more likely to be refuted by acquaintances. Therefore, the methodology is going to be further optimized and validated on WeChat-like channels in the future. The novel rumor refuting approach presented in this research harnessed NLP for the user microblog content analysis and then used the analysis results of NLP as additional prediction variables to identify the anti-rumor spreaders. Therefore, compared to previous studies, this study presents a new and effective decision support for rumor countermeasures.

The Essential Science Indicators (ESI) database is widely used to assess scientific outputs. The ESI database contains papers that entered the top 1% of sum citations in one discipline in the past ten years. Therefore, highly cited papers included in ESI database are of high quality in each field. This paper provides a bibliometric overview on the papers included in the ESI database in the field of operations research & management science. During the years of 2008 to 2017, there are 646 ESI highly cited papers in this area. Based on these 646 papers, we identify the most influential actors including journals, counties/regions, and institutes. The co-authorship relations among countries, institutes and authors characterize the collaboration status in the field of operations research and management science. The most cited papers are then presented. Finally, author keywords, keywords plus and words in title are analyzed, with hot research topics and future directions being provided.

Hesitant fuzzy linguistic term sets (HFLTS) and dual hesitant fuzzy sets (DHFS) are two important branches of fuzzy mathematics, both of which have been widely applied in multiple-attribute decision-making (MADM) problems under uncertain environments. To humanize the decision-making process, the former deals with hesitant fuzzy linguistic terms in line with people’s common sense, and to reflect the nature of people’s hesitancy, the latter deals with both the membership and nonmembership hesitancy functions of fuzzy sets (FS). However, as the decision-making environment is increasingly complex, the characteristics of these two sets need to be combined to more precisely represent the fuzzy linguistic information. Therefore, this paper proposes a new extension of the HFLTS concept, i.e., dual hesitant fuzzy linguistic term set (DHFLTS), to highlight the importance of the nonmembership degree for HFLTSs. Some properties for the DHFLTS are given. Motivated by information energy, the information energy for DHFLTS and the correlation coefficient between DHFLTSs as well as the weighted correlation coefficient are defined. Finally, a supplier selection problem is given to demonstrate the feasibility and superiority of this method.

Considering serious environmental pollution caused by chemical industry residual(CIR) and the scarce of chemical resource, the recycling utilisation of CIR has significant influence on the sustainable development. To promote the recycling utilisation of CIR, this paper develops an equilibrium strategy based bi-level programming model which fully reflects the conflicts between the government and the chemical industry. Combining CO\(_{2}\) mineralization technique, a bi-level programming model based on equilibrium strategy is established to develop a optimal allocation mechanism of phospho gypsum (PG) stack allowance under uncertain environment in the recycling utilisation of PG problem. A practical case is given to demonstrates the efficiency of the formulated method. The optimization method proposed in this paper is also appropriate for other chemical residuals recycling utilisation problem.

Sponge City research has been attracting extensive attention both in practical and theoretical research field, as the increased threat of flood risk and environmental safety due to urbanization. Varies names of Sponge City prevalent in different countries, which leads to disconnection of literature in the same field of Sponge City. In this paper, a systematic literature mining of Sponge City is presented. A literature analysis system is created, which includes literature export from Web of Sciences and systematic analysis via NoteExpress and CiteSpace. Based on the final document storage which contains 962 articles, general trends are identified. Literature is classified into 9 theme types. Research foci of Sponge City are detected by citation and keywords burst detection. Further, some future research directions of Sponge City are anticipated, including trans-disciplinary approaches, a comprehensive design framework, application of information technology, and case studies of Sponge City in more parts of the world. The significance of this paper lies in summarizing past research, identifying research types, foci and anticipating some future research directions.

Because the natural disaster system is a very comprehensive and large system, the disaster reduction scheme must rely on risk analysis. Experts’ knowledge and experiences play a critical role in disaster risk assessment. The hesitant fuzzy linguistic preference relation is an effective tool to express experts’ preference information when comparing pairwise alternatives. Owing to the lack of knowledge or a heavy workload, information may be missed in the hesitant fuzzy linguistic preference relation. Thus, an incomplete hesitant fuzzy linguistic preference relation is constructed. In this paper, we firstly discuss some properties of the additive consistent hesitant fuzzy linguistic preference relation. Next, the incomplete hesitant fuzzy linguistic preference relation, the normalized hesitant fuzzy linguistic preference relation, and the acceptable hesitant fuzzy linguistic preference relation are defined. Afterwards, three procedures to estimate the missing information are proposed. The first one deals with the situation in which there are only n−1 known judgments involving all the alternatives; the second one is used to estimate the missing information of the hesitant fuzzy linguistic preference relation with more known judgments; while the third procedure is used to deal with ignorance situations in which there is at least one alternative with totally missing information. Furthermore, an algorithm for group decision making with incomplete hesitant fuzzy linguistic preference relations is given. Finally, we illustrate our model with a case study about flood disaster risk evaluation. A comparative analysis is presented to testify the advantage of our method.

This paper aims to evaluate financial statement quality (FSQ) using a multi-criteria group evaluation method, which concurrently considers the quantitative examinations and qualitative opinions of the evaluators. Firstly, to describe the influence of cognitive styles on FSQ evaluation, we propose a quantitative hesitant fuzzy judgment description with an embedded assessing attitude. Next, an evaluation index system is established by combining the fundamental qualitative characteristics and the enhancing qualitative characteristics of useful financial information. Then, to overcome the weighting difficulties and achieve maximum consensus, this paper applies a distance-based method to determine the evaluators’ weights and a weighted averaging operator to compute the criteria weights. After that, a TOPSIS-based aggregation method is applied to aggregate all ratings. Finally, a practical example of an economic group’s FSQ evaluation is provided, and then this method is compared with other current methods to demonstrate its flexibility further.

As large-scale hydropower projects are influenced by many factors, risk evaluations are complex. This paper considers a hydropower project as a complex system from the perspective of sustainability risk, and divides it into three subsystems: the natural environment subsystem, the eco-environment subsystem and the socioeconomic subsystem. Risk-related factors and quantitative dimensions of each subsystem are comprehensively analyzed considering uncertainty of some quantitative dimensions solved by hybrid uncertainty methods, including fuzzy (e.g., the national health degree, the national happiness degree, the protection of cultural heritage), random (e.g., underground water levels, river width), and fuzzy random uncertainty (e.g., runoff volumes, precipitation). By calculating the sustainability risk-related degree in each of the risk-related factors, a sustainable risk-evaluation model is built. Based on the calculation results, the critical sustainability risk-related factors are identified and targeted to reduce the losses caused by sustainability risk factors of the hydropower project. A case study at the under-construction Baihetan hydropower station is presented to demonstrate the viability of the risk-evaluation model and to provide a reference for the sustainable risk evaluation of other large-scale hydropower projects.

In many circumstances, water resources advancement and usage has come to or surpassed the global warning level. With expanding water request and shortage, utilities require compelling techniques for ideal utilization of accessible water resources. This paper proposes a fuzzy multi-criteria evaluation method for supporting the evaluation of water resources security. Firstly, this paper establishes a novel water resource security evaluation index system based on the Pressure-Status-Response (PSR) structure. Then, a revised TOPSIS method was utilized to handle fuzzy ratings and integrate the ranking outcomes. After that, data for 9 provinces from Yellow River basin are collected and the proposed methodology is applied to test the feasibility.

Location problem is a fundamental task for the cement plant enterprises. This paper mainly investigates this problem with carbon emission trading mechanism. In practice, most of cement plant location problems are multi-objective and uncertain in nature. To enhance the general practice of cement plant location problem, this paper proposes a fuzzy random bi-level multi-objective model with carbon emission trading mechanism. Genetic algorithm is used to seek the approximate best solution of the model. A numerical example is also given to show the effectiveness of the proposed model.
