Short Biography

Kamila Borsekova is a Head of Research and Innovation Centre at Faculty of Economics and Coordinator of Research at Matej Bel University with a profound interest in regional and urban topics. Her main scientific research is in the field of smart and creative cities, resilience, and sustainable urban and regional development.

Regional development based on sustainable tourism is one of the options of developing remote regions, which are usually disadvantaged due to their distance, but can have a certain competitive advantage based on their remoteness. The present paper offers in-depth analysis of the tourism potential in selected remote regions of Russia, the Altai Mountains and Lake Baikal with the aim to explore the specific features of their sustainable tourism development and to propose an integrated operational framework for sustainable tourism and regional development usable for similar regions across the world. The proposed integrated operational framework helps to achieve a tricky balance between economic resurrection of remote areas and environment conservation, which is possible only with the proper co-integration of tourists with the community, and local economic development with the environment. It presents a set of drivers and their mutual relations to achieve the successful sustainable tourism development in remote regions in Russia and across the world. The present research results contribute to a knowledge bank that could serve as a useful guide for academics and policymakers involved with sustainable development, geography or environmentally sensitive tourism.

The present study aims to test relative welfare differences among regions in Europe, so as to examine whether the post-communist era has led to more socio-economic cohesion in Europe. The performance of European regions is analysed, compared, and assessed by using the Regional Competitiveness Index (RCI) and stylised fixed nominal categories. The current status of regional cohesion is tested on the basis of detailed data on 268 NUTS 2 European regions by using a robust methodology oriented towards univariate comparison of location parameters, multivariate classification by the decision tree and CHAID algorithm, and comparison of nominal variables with four values based on density plots. Multivariate classification appears to offer statistically excellent results with an overall correct prediction rate for post-socialist and capitalist regions in Europe of 99.6%. The research results from the Higher education and Innovation pillars, reveal a convergence of capitalist and post-socialist regions with capital cities and a divergence of regions with administrative capitals and other regions. Relatively, the two groups which perform best are both groups with capitals, while the group of capitalist regions with a capital city is significantly better in almost all pillars. The key message is that the transition of post-socialist regions is not yet over. Capitalist regions in Europe perform better than post-socialist regions in eight of the nine pillars of regional competitiveness. Our research results also reveal that the group of post-socialist regions without capital cities are significantly lagging behind the rest of the regions in Europe, and thus form the most vulnerable group of European regions. As there is data continuity in the official RCI classification and measurement, policy makers will be able to compare the performance of their own regions over time and to design appropriate concerted strategies accordingly. From this perspective, our study draws several interesting lessons and results for policy makers at various levels. Place-based regional planning and policy based on our analysis framework may be helpful in developing effective measures to cope with the socio-economic legacy of the “Iron Curtain” and get closer to regional cohesion in Europe.

The paper aims to deepen our understanding of the relationship and the impact of creative actors on regional development and investigates the nexus between them. The novelty of the paper lies in constructing an original criteria matrix of creative actors’ indicators which might serve as a basis for further research and policy implications. The original criteria matrix consists of two groups of indicators measuring the creative people and creative capital in the region, their mutual relationships and impact on regional development. We found that creative actors are not distributed equally across the regions in Slovakia. The strong dominance of the region with the capital city (Bratislava) was detected. We also discovered a strong direct positive relationship between representatives of the creative people and a strong direct relationship between the creative people and the emergence of small and medium enterprises (SMEs).

The European space-economy represents a complex system with a great internal heterogeneity, intensive socioeconomic interactions and differential growth trajectories among countries and regions. The present study aims to investigate the connectivity between spatial competitiveness and resilience in Europe and seeks to design an operational framework for concerted strategies of competitive and resilient regions. To assess the linkage between resilience and competitiveness, we have developed a new measure, viz. the Resilience and Competitiveness Index (RACI) as a function of two constituent sub-indices: Resilience and Competitiveness. This approach is tested on the basis of detailed data on European regions. The empirical results from 268 EU NUTS2 regions offer a solid anchor point for the proposed operational framework for concerted development strategies of competitive and resilient regions. Our research distinguishes and proposes several systematic types of concerted regional strategies according to the performance of a region measured by Resilience and Competiveness sub-indices. A key result of the study is the design of an operational constellation for strategic regional policy evaluation, with a major added value for policy- and decision-making purposes. The use of official data from Eurostat and of standard indicators in our research assures continuity and consistency with the official Regional Competitiveness Index (RCI) classification and measurement, so that policy makers are able to compare the performance of their regions over time and to develop proper concerted strategies accordingly. The clear evidence of a connectivity between regional competitiveness and resilience may help to develop a governance approach that balances competitiveness (mainly represented by productive assets) with resilience (mainly represented by sustainability and ecological awareness) and thus to deal with the complexity in socioeconomic systems.

Across the world, millions of people are incarcerated every year, while hundreds of thousands of them are released back into their home communities. Despite several alternatives within the criminal justice system, incarceration is still considered as the most natural method of correction. This can lead to different types of unsustainable pathways within a society. Despite the growing importance and increasing use of digital technologies, there are relatively few scientific studies related to the implementation of digital technologies in corrections. Therefore, the present paper aims to assess the sustainable policy measures based on the implementation of digital technologies in corrections, namely electronic monitoring (EM). The ooriginality of our paper is supported by unique primary data gathered during the first national survey on the assessment of sustainability measures of EM in Slovakia. Our research reveals that EM implementation contributes to individual and institutional resilience in a socio-economic context; the requirements for a conditional release of serious offenders with mandatory EM seem to have created sustainable conditions for the use of this form of the EM “back door” scheme. EM programs are aimed at suppressing crime through increased accountability and monitoring, which leads to their sustainability. Maintaining social and family ties, reducing risk of imprisonment and undesirable new ties, and keeping working habits are the main sustainable policy measures of EM that support better social inclusion of offenders. Assessment of the sustainable policy measures based on the implementation of digital technologies in corrections, namely electronic monitoring (EM) uncovered in the present paper, creates space for further research and policy implications. Data protection, automated data processing and artificial intelligence in the implementation of digital technologies in corrections are important topics that deserve much more attention in research.

The scientific objective of the chapter is to analyse how is social responsibility approach implemented in the system of electronic monitoring on economic, legal and social level and to evaluate impact of this mutual interaction on selected public sector services. Chapter is unique in its interdisciplinary orientation, brining social responsibility approach together with law, economic and social aspects of electronic monitoring. Chapter contains original data and the robust overview of implementation of electronic monitoring in European countries and outlines a close link to social responsible behaviour in several aspects. Key message of the chapter is in interconnection of electronic monitoring and social responsibility approach on the level of individuals and institutions. Implementation of electronic monitoring as an alternative form of punishment may bring positive externalities in the matter of more responsible individuals and institutions that leads to the more responsible society.

The paper focusses on the concept of a smart city and its specific components in relation to size of the city. Smart cities are a topic whose key importance is being increasingly recognised across both academic disciplines and urban planning. The idea of a smart city is a dream of urban planners all over the world, and a subject of many research and business initiatives as well as policy debates. As cities vary considerably in size, it is important to ask if the size influences the level of selected indicators of smart cities. Our main presumption is that the development level of indicators of smart cities varies in cities of different size. Our scientific objective is to find a simple understandable model linking the categorical variable “city size” to a group of smart city indicators. Our data set contains 26 smart city indicators for 158 European smart cities, divided into two sizes: medium-sized cities and larger cities. We draw from the methodology of “European Smart Cities” elaborated by the Vienna University of Technology (Project ID: 314704) that classify European smart cities and smart city indicators by considering their size. Analysing the statistics by using decision tree modelling, we identify the most significant indicators of smart cities that can divide smart cities into size categories with impressive 96.2% correct classification. Besides excellent classification result based on real empirical data, several research results overturn common assumptions about smart cities. Based on the research results the paper also highlights intriguing future challenges in smart city research and policy development. Several research results have policy implications and might be useful for urban planners, policy representatives and decision makers.

The main aim of the chapter is to define the process of identification, creation, building and exploitation of the local competitive advantage based on internal resources and cooperation of local private and public subjects, networking and participation via creation of unique tourism local production system and its influence on sustainability and ecological awareness. On the example of being a pioneer in developing a tourism industry in a hidden corner of the world without any tourism experience, this chapter tells an inspirational story of building a tourism destination from inauspicious beginnings, almost no trust and zero support from local, regional and national authorities through the slow building of a tourism industry until a sustainable, competitive and environmentally aware tourist destination of the twenty-first century.

The paper focuses on the implementation of innovations and networking in the sector of tourism in two Slovak mountain destinations of international significance. The main objective of the paper is to identify and evaluate how innovations and networking contribute to tourist destination development in Slovakia. The implementation of institutional innovation resulted in the establishment of formal and informal networks. The developed networks consist of representatives of all sectors co-ordinating all relevant stakeholders. Formal and informal networks and the collaboration among stakeholders have launched other types of innovations in the tourism sector. The interactions and intensity of relations among stakeholders are analysed by network analysis. Destinations are compared with the network of the same size and density through quantitative network characteristics. Based on empirical research we investigate the impact of networks and innovations on tourist destination development. Due to the synergy effect of networking and implementation of multiple innovations, tourist destination development is observed.

The aim of this paper is to formulate assumptions—the point of departure for a model of competency management in a network of cooperating employers, whose goal is to increase the competitiveness of industry within the concept of Industry 4.0. In a knowledge-based economy, competencies are becoming a key non-material resource, with a significant influence on the development of enterprises, and on skilful use of new technologies, such as the Internet of Things, in order to create competitive advantage. The introduction gives a review of literature dealing with the influence of competencies on creating a smart factory, and the exchange of knowledge and skills within the network of production enterprises. The second part of the paper presents results of the research on key competencies possessed by generation Y. They were then compared to the demand of employers of chosen key enterprises in the region of Wielkopolska for certain skills and with competencies of the future in a smart factory. The final part presents assumptions for the model of knowledge management in production enterprises that aspire to use new technologies in the network, in accordance with the concept of Industry 4.0.

This chapter aims to identify the most important success factors leading to the reinvention and development of Košice as a creative city. The catalyst shifting Košice from an industrial city to a modern creative twenty-first century city was the award of the title European Capital of Culture in 2013. Changes in its cultural infrastructure produced various events that created a new development impulse in the city’s cultural life. Implementation of project Interface, realisation of investment projects, organisation of hundreds of events and revitalisation of urban spaces and places began the overall transformation of the city, increasing its attractiveness for citizens, tourists, entrepreneurs and investors.

The aim of the paper is to explain the cooperation and processes realized within the industrial networks based on the principles of industrial symbiosis in Denmark, Russia and Slovakia. The identified examples can be characterized as best practices in the field of industrial symbiosis that influences importantly the development of regions, where they are localized. Industrial symbiosis as a voluntary cooperation of enterprises with the aim to optimize production costs and improve the environment could influence positively the development of areas where the companies are operating. The paper includes three examples of ‘best practices’ from Denmark, Russia and Slovakia. The examples refer the wide range of benefits that this kind of cooperation brings.

Purpose The paper aims to analyze actual issues of the corporate social responsibility (CSR) practices in monofunctional towns in Russia, Slovakia and Poland. The process of social investment restructuring is obviously under way in these countries. However, there can be identified a few examples where the dominant employer with the long tradition (from the soviet period, even longer) has initiated and directly influenced by the social policy the local and regional development. The paper analyzes their development during the past decades, with the special emphasis on social issues. It identifies its strengths and weaknesses and defines future research areas. Design/methodology/approach The first part of the paper defines the CSR with focus on the social sphere and relationships between local dominant employer, local government and community. Refer to the theory, the paper adopts a case study methodology to explore the specifics of CSR with a focus on monotowns, especially the role of local dominant employer and its relationship with local government and community in three selected post-communist nations – Russia, Slovakia and Poland. The research uses also the secondary data (the strategic documents, statistical data) and own observation during the study visits to the selected cities. The authors analyze the town’s development during the past decades, with the special emphasis on the social issues. Findings It is shown that maintenance and development of essential living conditions in many monofunctional towns depends upon the direct participation of large dominating companies. The paper argues that there is a principal difference between the current social policy conducted by these dominant local employers and the policy that was conducted in the past. What is more, most of the engagement of large in the social affairs in monotowns refers to the CSR concept. The paper summarizes the common features and differences in functioning monotowns in selected states, from the perspective of social responsible behaviors of dominant companies, suggests the practical implications and identifies future research areas. Originality/value The paper maps the specific kind of social responsibility interconnected with the issue of local and regional development – monotowns in Russia, Poland and Slovakia – in the countries with common political and social history. It brings in the form of case studies the detailed overview of the selected examples from Russia, Ukraine and Poland dealing with the CSR. Based on the collected data, it summarizes the advantages and disadvantage of these towns and opens the new research areas.

Concept of smart city highlights the community as an integral part of sustainable socio-economic urban development. By the example of medium-sized city Banska Bystrica in Slovakia, the paper investigates the structure, role and position of communities in the life of the future smart city. Data set contains six smart city characteristics broken down into 27 indicators and primary and secondary information reached from communities in the form of civic organizations, NGO's, foundations and community centers. The main output of the paper is a definition of different communities’ structures covering and integrating the various areas of life in the city within theoretical and conceptual framework of smart cities. Empirical research results reveal the power of communities in smart urban development. Paper outlines possible future steps in development of smart city co-created by policy and decision-makers, city authorities and all relevant stakeholders including communities.

Nowadays, stakeholders from public, private and non-profit sectors acting in various types of aggregation in territories and are trying to find effective ways to the development. The aim of the chapter is to identify and explain the different forms of entrepreneurial ecosystems as local production systems. And present examples of functioning entrepreneurial ecosystems in the Slovak Republic. At the end, following the theoretical background and the results of the secondary and primary researches, authors identify the key problem areas that should be addressed in collaboration with stakeholders influencing future territorial development and growth of the Slovak regions.
