Dr.-Ing. César H. Valencia-Niño is Dean of the Faculty of Telecommunications Engineering at Universidad Santo Tomás, Bucaramanga Campus, Colombia. He completed his PhD studies in Electrical Engineering at the Pontifical Catholic University of Rio de Janeiro, Brazil, and has received recognition as an outstanding researcher for high-level scientific production. He currently leads research projects involving artificial intelligence applied to different areas of knowledge, with an emphasis on intelligent systems and advanced computational methods. He has published 19 papers in indexed scientific journals and serves as an evaluator for the Colombian Ministry of Science, Technology, and Innovation, Minciencias, assessing science, technology, and innovation projects. His teaching disciplines include artificial intelligence, AI agents, robotics, and biomechanics. His main research interests include quantum computing, AI agents, intelligent decision-support methods, and the development and deployment of AI-based solutions for real-world applications.
