Water level management is an important part of urban water system management. In flood season, the river should be controlled to ensure the ecological and landscape water level. In non-flood season, the water level should be lowered to ensure smooth drainage. In urban areas, the response of the river water level to rainfall and artificial regulation is relatively rapid and strong. Therefore, building a mathematical model to forecast the short-term trend of urban river water levels can provide a scientific basis for decision makers and is of great significance for the management of urban water systems. With a focus on the high uncertainty of urban river water level prediction, a real-time rolling forecast method for the short-term water levels of urban internal rivers and external rivers was constructed, based on long short-term memory (LSTM). Fuzhou City, China was used as the research area, and the forecast performance of LSTM was analyzed. The results confirm the feasibility of LSTM in real-time rolling forecasting of water levels. The absolute errors at different times in each forecast were compared, and the various characteristics and causes of the errors in the forecast process were analyzed. The forecast performance of LSTM under different rolling intervals and different forecast periods was compared, and the recommended values are provided as a reference for the construction of local operational forecast systems.

Due to the frequent and sudden occurrence of urban waterlogging, targeted and rapid risk monitoring is extremely important for urban management. To improve the efficiency and accuracy of urban waterlogging monitoring, a real-time determination method of urban waterlogging based on computer vision technology was proposed in this study. First, city images were collected and then identified using the ResNet algorithm to determine whether a waterlogging risk existed in the images. Subsequently, the recognition accuracy was improved by image augmentation and the introduction of an attention mechanism (SE-ResNet). The experimental results showed that the waterlogging recognition rate reached 99.50%. In addition, according to the actual water accumulation process, real-time images of the waterlogging area were obtained, and a threshold method using the inverse weight of the time interval (T-IWT) was proposed to determine the times of the waterlogging occurrences from the continuous images. The results showed that the time error of the waterlogging identification was within 30 s. This study provides an effective method for identifying urban waterlogging risks in real-time.

Urban waterlogging is a natural disaster that occurs in developed cities globally and has inevitably become severe due to urbanization, densification, and climate change. The digital elevation model (DEM) is an important component of urban waterlogging risk prediction. However, previous studies generally focused on optimizing hydrological models, and there is a potential improvement in DEM by fusing remote sensing data and hydrological data. To improve the DEM accuracy of urban roads and densely built-up areas, a multisource data fusion approach (MDF-UNet) was proposed. Firstly, Fuzhou city was taken as an example, and the satellite remote sensing images, drainage network, land use, and DEM data of the study area were collected. Secondly, the U-Net model was used to identify buildings using remote sensing images. Subsequently, a multisource data fusion (MDF) method was adopted to reconstruct DEM by fusing the buildings identification results, land use, and drainage network data. Then, a coupled one-dimensional (1D) conduit drainage and two-dimensional (2D) hydrodynamic model was constructed and validated. Finally, the simulation results of the MDF-UNet approach were compared with the raw DEM data, inverse distance weighting (IDW), and MDF. The results indicated that the proposed approach greatly improved the simulation accuracy of waterlogging points by 29%, 53%, and 12% compared with the raw DEM, IDW, and MDF. Moreover, the MDF-UNet method had the smallest median value error of 0.08 m in the inundation depth simulation. The proposed method demonstrates that the credibility of the waterlogging model and simulation accuracy in roads and densely built-up areas is significantly improved, providing a reliable basis for urban waterlogging prevention and management.
