Nowadays, unmanned aerial vehicle (UAV) remote sensing data are key operational sources used to produce a reliable building damage map (BDM), which is of great importance in instant response and rescue operations after earthquakes. The present study proposes a novel weighted ensemble transferred U-Net-based model (WETUM) consisting of two major steps to create a reliable binary BDM using UAV data. In the first step of the proposed approach, three individual initial BDMs are predicted by three pre-trained U-Net-based composite networks. In the second step, these three individual predictions are linearly integrated through a proposed grid search technique so that an optimized hybrid BDM (OHBDM) incorporating complementary damage information is made. The proposed WETUM was then compared with several conventional deep learning (DL) and machine learning (ML) models. The models were compared across two pivotal scenarios, addressing the impact of diverse feature sets on model performance and generalizability. Specifically, the first scenario focused solely on spectral features, while the second incorporated both spectral and geometrical features. To make the comparisons, this study conducted empirical analyses using UAV spectral and geometrical data acquired over Sarpol-e Zahab, Iran. The experimental findings showed that the synergic use of spectral and geometrical data boosted both DL- and ML-based approaches in damage detection. Moreover, the proposed WETUM with DDR values of 65.22 and 78.26 (%), respectively, for the first and second scenarios, outperformed all the compared methods. Notably, WETUM with only spectral data outperformed the random forest (RF) classifier equipped with many hand-crafted spectral and geometrical features, indicating the highest potential and generalizability of the proposed WETUM for building damage evaluation in a new unseen earthquake-affected area.

Although appearance based trackers have been greatly improved in the last decade, they are still struggling with some challenges like occlusion, blur, fast motion, deformation, etc. As known, occlusion is still one of the soundness challenges for visual tracking. Other challenges are also not fully resolved for the existed trackers. In this work, we focus on tackling the latter problem in both color and depth domains. Neutrosophic set (NS) is as a new branch of philosophy for dealing with incomplete, indeterminate and inconsistent information. In this paper, we utilize the single valued neutrosophic set (SVNS), which is a subclass of NS, to build a robust tracker. First, the color and depth histogram are employed as the appearance features, and both features are represented in the SVNS domain via three membership functions T , I , and F . Second, the single valued neutrosophic cross-entropy measure is utilized for fusing the color and depth information. Finally, a novel SVNS based MeanShift tracker is proposed. Applied to the video sequences without serious occlusion in the Princeton RGBD Tracking dataset, the performance of our method was compared with those by the state-of-the-art trackers. The results revealed that our method outperforms these trackers when dealing with challenging factors like blur, fast motion, deformation, illumination variation, and camera jitter.

We consider visual tracking in numerous applications of computer vision and seek to achieve optimal tracking accuracy and robustness based on various evaluation criteria for applications in intelligent monitoring during disaster recovery activities. We propose a novel framework to integrate a Kalman filter (KF) with spatial-temporal regularized correlation filters (STRCF) for visual tracking to overcome the instability problem due to large-scale application variation. To solve the problem of target loss caused by sudden acceleration and steering, we present a stride length control method to limit the maximum amplitude of the output state of the framework, which provides a reasonable constraint based on the laws of motion of objects in real-world scenarios. Moreover, we analyze the attributes influencing the performance of the proposed framework in large-scale experiments. The experimental results illustrate that the proposed framework outperforms STRCF on OTB-2013, OTB-2015 and Temple-Color datasets for some specific attributes and achieves optimal visual tracking for computer vision. Compared with STRCF, our framework achieves AUC gains of 2.8%, 2%, 1.8%, 1.3%, and 2.4% for the background clutter, illumination variation, occlusion, out-of-plane rotation, and out-of-view attributes on the OTB-2015 datasets, respectively. For sporting events, our framework presents much better performance and greater robustness than its competitors.

Single image dehazing has been extensively studied. While convolutional neural networks (CNNs) have driven notable progress in single image dehazing, their performance remains fundamentally constrained by the limited local receptive fields of convolutional operations, which impede the capture of global structural dependencies. In contrast, generative adversarial networks (GANs) have demonstrated exceptional capabilities in image synthesis, offering global insights into structure, texture, and color. The fuzzy prior, a probabilistic knowledge acquired through adversarial training in GANs, plays a pivotal role in robust dehazing. Motivated by this, we propose the fuzzy prior guided dehazing network (FPGDN). Our framework begins with a novel module that distills the fuzzy prior by translating an edge map into a color image, simultaneously capturing global structural, local textural, and color information. Subsequently, a dehazing network is constructed, leveraging this fuzzy prior. While the fuzzy prior captures rich color and texture features, the generated images may exhibit color shifts relative to the original scene. To remedy this, a CNN network is employed to capture local nuances and refine the dehazing outcome. Extensive experiments substantiate that the proposed FPGDN achieves superior dehazing performance on a variety of real and synthetic hazy images.

Based on the multiplicity evaluation in some real situations, this paper firstly introduces a single-valued neutrosophic multiset (SVNM) as a subclass of neutrosophic multiset (NM) to express the multiplicity information and the operational relations of SVNMs. Then, a cosine measure between SVNMs and weighted cosine measure between SVNMs are presented to measure the cosine degree between SVNMs, and their properties are investigated. Based on the weighted cosine measure of SVNMs, a multiple attribute decision-making method under a SVNM environment is proposed, in which the evaluated values of alternatives are taken in the form of SVNMs. The ranking order of all alternatives and the best one can be determined by the weighted cosine measure between every alternative and the ideal alternative. Finally, an actual application on the selecting problem illustrates the effectiveness and application of the proposed method.
