As they are anticipative, proactive, and treating assessment as a quasi-continuous phase of risk management, the next step in keeping workers safe seems to be the proper implementation of the guidelines on risk assessments included in ISO 45001. They are indeed inspiring for organizations worldwide to consider risk management as really important, good for the business, and imperative for worker health and safety. What should the Romanian organizations know and do in this spirit? The main objective of this paper is to answer systematically and in a structured way the question of whether there is a set of principles, means to follow, recommendable approaches that, taking into account the general practice established at national level at this time of evolution, allow even to facilitate the transition from reactive to proactive management of occupational hazards, with all the advantages and - at the same time - challenges that this change implies? The main possible answers to this question are investigated, resulting in a set of conclusions with practical applicability, which can guide the process of streamlining the results of accidents at work and occupational diseases prevention work at the national level, within a coherent and unitary vision.

The paper aims to make a synthesis regarding the risks associated with the presence of industrial dust in the underground atmosphere of the coal mines. Thus, in the first part of it are presented relevant aspects regarding the health risk associated with the exposure to silica dust, as well as the flammability and explosiveness of the coal dust, in correlation with the mechanism of the explosion. The second part is dedicated to identifying and substantiating measures to combat the explosiveness of coal dust. In presenting the mentioned measures, the emphasis is placed on highlighting the scope and the specific advantages and disadvantages of each measure, with particular emphasis on the possibilities offered by the use of less employed techniques in mining operations in the Jiu Valley, such as it is, for example, the treatment of mining works with hygroscopic substances. The purpose of the authors is to offer the experts in the field of management of occupational safety and health in the mining industry an overview, in conjunction with specific information elements that facilitate the decision-making processes regarding the minimization of the hazards associated with the degree of coal dustiness in the Jiu Valley collieries.

The article addresses the issue of disclosing Occupational Health and Safety (OHS) issues by corporations in Romania, under the influence of recent changes in the legislative framework imposed by the adoption of the EU Directive 2014/95/EU on non-financial reporting by large corporations exceeding 500 employees. The goal of our study consist in determining the relevant factors that influence the level of the Romanian companies’ OHS disclosure. To this end, we have compiled a sample of 35 organizations that have elaborated and published non-financial reports during 2016–2017 and we have analysed the impact of some relevant determinants upon the reporting phenomenon. With the aim of providing a clear picture of the regional context of our study, we put together many pieces of information regarding the corporations that played the trend-setters role in Romania, by disclosing corporate social responsibility (CSR)/sustainability reports between 2003 and 2017, although this practice has been characterized by a voluntary and unsteady approach in many cases. The importance of outlining the regional context of the Romanian reporting companies is given by the urge to raise the local managers’ level of awareness towards sustainability issues and to use the recent legislative changes as opportunities to catch up with more advanced EU countries. The research methods used in order to identify the interdependencies established between the key factors involved in the disclosure practices included a mixed quantitative-qualitative approach, and referred to: content analysis of sustainability reports; descriptive analysis of the statistical variables which were taken into consideration; correlation analysis of numerical variables; and the ANOVA method for investigating the interdependencies between the categorical and numerical variables. Among the influencing factors that impact with a greater or lesser intensity the quality of OHS reporting performed by the local companies, the following were highlighted: the corporations’ market share, their field of activity, and the ownership structure.

The main objective of the paper is to analyze the safety culture in order to understand how theory and practice can be integrated to improve safety performance and related economic outcomes. The research includes the synthesis of systematic studies on safety culture and the factors that influence the relationship between organizational culture and safety behavior. In a global manner, the results obtained generate relevant insights into how safety culture can be theoretically systematized and provide a series of recommendations that can guide the development of future safety culture interventions. Finally, a framework is proposed for an in-depth understanding of all the implications of safety culture in the practice of Romanian companies.

Geomechanical assessment of rocks requires knowledge of phenomena that occur under the influence of internal and external factors at a macroscopic or microscopic scale, when rocks are submitted to different actions. To elucidate the quantitative and qualitative geomechanical behavior of rocks, knowing their geological and physical–mechanical characteristics becomes an imperative. Mineralogical, petrographical and chemical analyses provided an opportunity to identify 15 types of igneous rocks (gabbro, diabases, granites, diorites, rhyolites, andesites, and basalts), divided into plutonic and volcanic rocks. In turn, these have been grouped into acidic, neutral (intermediate) and basic magmatites. A new ranking method is proposed, based on considering the rock characteristics as indicators of quantitative assessment, and the grading system, by given points, allowing the rocks framing in admissibility classes. The paper is structured into two parts, experimental and interpretation of experimental data, showing the methodology to assess the quality of igneous rocks analyzed, and the results of theoretical and experimental research carried out on the analyzed rock types. The proposed method constitutes an appropriate instrument for assessment and verification of the requirements regarding the quality of rocks used for sustainable construction.

Ensuring mine workings stability over their entire operation period largely depends on the chosen support system and on their interaction with the surrounding rock. Looking at how the main horizontal mine workings are supported in Jiu Valley coal basin, we found that they fall into the category fulfilling a reinforcement role. From the data provided by the documentation of the collieries within this basin, it was found that there were generalized different metal - type supporting systems that with respect to operating and working mode are with constant or malleable strength and increasing - strength (rigid supporting systems). Research conducted on the stability analysis of horizontal mine workings aimed at elucidate the intensiveness and characteristics of mine pressure, the deformation character and contour displacement of rocks, the interplay between geo-mechanical deformation conditions and deformation extension, as good as the influence of these parameters on the supporting system’s behavior. This paper presents a methodology for determining the main laws of mine pressure regime distribution, the results of the burden load values and displacement of support, considering the “n” stability criterion as a complex parameter which can express the laws of variation, for the specific location and operating conditions of directional galleries within the floor of coal seam 3 in Jiu Valley.

In order to meet statutory requirements concerning the workers health and safety, it is necessary for mine managers within Valea Jiului coal basin in Romania to address the potential for underground fires and explosions and their impact on the workforce and the mine ventilation systems. Highlighting the need for a unified and systematic approach of the specific risks, the authors are developing a general framework for fire/explosion risk assessment in gassy mines, based on the quantification of the likelihood of occurrence and gravity of the consequences of such undesired events and employing Root-Cause analysis method. It is emphasized that even a small fire should be regarded as being a major hazard from the point of view of explosion initiation, should a combustible atmosphere arise. The developed methodology, for the assessment of underground fire and explosion risks, is based on the known underground explosion hazards, fire engineering principles and fire test criteria for potentially combustible materials employed in mines.
