The economic loss caused by frequent flood disasters poses a great threat to China’s economic prosperity. This study analyzes the driving factors of flood-related economic losses in China. We used the extended Kaya identity to establish a factor decomposition model and the logarithmic mean Divisia index decomposition method to identify five flood-related driving effects for economic loss: demographic effect, economic effect, flash flood disaster control effect, capital efficiency effect, and loss-rainfall effect. Among these factors, the flash flood disaster control effect most obviously reduced flood-related economic losses. Considering the weak foundation of flash flood disaster prevention and control in China, non-engineering measures for flash flood prevention and control have been implemented since 2010, achieving remarkable results. Influenced by these measures, the loss-rainfall effect also showed reduction output characteristics. The demographic, economic, and capital efficiency effects showed incremental effect characteristics. China’s current economic growth leads to an increase in flood control pressure, thus explaining the incremental effect of the economic effect. This study discusses the relationship between flood-related economic loss and flash flood disaster prevention and control in China, adding value for the adjustment and formulation of future flood disaster prevention policies.

Accurately assessing the risk of flash floods is a fundamental prerequisite for defending against flash flood disasters. The existing methods for assessing flash flood risk are constrained by unclear key factors and challenges in elucidating disaster mechanisms, resulting in less-than-ideal early warning effectiveness. This article is based on official statistics of flash flood disaster data from 2017 to 2021. It selects eight categories of driving factors influencing flash floods, such as rainfall, underlying surface conditions, and human activities. Subsequently, a geographical detector is utilized to analyze the explanatory power of each driving factor in flash flood disasters, quantifying the contribution of each factor to the initiation of flash flood; the flash flood potential index (FFPI) was introduced to assess the risk of flash flood disasters in China, leading to the construction of a comprehensive assessment framework for flash flood risk. The results indicate that (1) Flash floods are generally triggered by multiple factors, with rainfall being the most influential factor, directly causing flash floods. Soil type is the second most influential factor, and the combined effects of multiple factors intensify the risk of flash floods. (2) The southeastern, southern, and southwestern regions of China are considered high-risk areas for flash floods, with a high danger level, whereas the northwestern, northern, and northeastern plain regions exhibit a lower danger level. The above research results provide reference and guidance for the prevention and control of flash flood disasters.

Natural hazards are considered to have a strong link with climate change and human activities. With the rapid advancements in remote sensing technology, real-time monitoring and high-resolution remote-sensing images have become increasingly available, which provide precise details about the Earth’s surface and enable prompt updates to support risk identification and management. This paper proposes a new network framework with Transformer architecture and a Residual network for detecting the changes in high-resolution remote-sensing images. The proposed model is trained using remote-sensing images from Shandong and Anhui Provinces of China in 2021 and 2022 while one district in 2023 is used to test the prediction accuracy. The performance of the proposed model is evaluated by using five matrices and further compared to both convention-based and attention-based models. The results demonstrated that the proposed structure integrates the great capability of conventional neural networks for image feature extraction with the ability to obtain global context from the attention mechanism, resulting in significant improvements in balancing positive sample identification while avoiding false positives in complex image change detection. Additionally, a toolkit supporting image preprocessing is developed for practical applications.

With the impact of global climate change on extreme weather and the rapid expansion of human activity range, the cryogenic freezing rain and snow disaster is becoming more frequent, bringing quite adverse effects on transportation, electric power and other industries, thus seriously affecting social and economic development and people’s daily life. Implementation of risk early warning is one of the most effective means to prevent the cryogenic freezing rain and snow disaster. This paper, taking Guizhou Province as an example, studies the early warning technology and method for the cryogenic freezing rain and snow disaster based on the demand for prevention of the cryogenic freezing rain and snow disaster, and considering meteorological factors, topography, social economy, power transportation and other factors. On this basis, the weight of risk factors is determined by subjective weighting method, the risk early warning model for the cryogenic freezing rain and snow disaster based on AHP is constructed, and the four-level risk early warning indexes are determined. Trial application is realized in Guizhou Province.

Flash floods are the most serious natural disasters in China and seriously affect its social and economic development. The transformation of the underlying surface caused by urbanization also brings new challenges to the prevention and control of flash flood disasters in mountainous cities. Based on the results of the flash flood disaster investigation and evaluation, this study calculated and examined the prevention and control zoning of flash flood threat areas in Yunnan, China, and determined the distribution of the prevention and control zoning of flash flood threat areas in each city in Yunnan Province. The results show that the key, medium, and general flash flood prevention and control zones in Yunnan Province account for 8%, 29%, and 63% of the total area, respectively. The areas of flash flood control that require attention are consistent with those of weak flash flood control reflected in the results of the flash flood disaster investigation and evaluation. By updating the results of flash flood disaster investigations and evaluations, the research method adopted in this study can be used to quickly update the results of flash flood prevention and control regionalization and improve the timeliness of flash flood disaster prevention and control.

Climate change has intensified the risk of extreme precipitation, while mountainous areas are constrained by complex disaster mechanisms and difficulties in data acquisition, making it challenging for existing critical rainfall threshold accuracy to meet practical needs. Therefore, this study focuses on Yunnan Province as the research area. Based on historical flash flood events, and combining remote sensing data and measured data, 12 causative factors are selected from four aspects: terrain and landforms, land use, meteorology and hydrology, and population and economy. A combined qualitative and quantitative method is employed to analyze the relationship between flash floods and triggering factors, and to calibrate the parameters of the RTI (Rainfall Threshold Index) model. Meanwhile, machine learning is introduced to quantify the contribution of different causative factors and identify key causative factors of flash floods. Based on this, a parameter η coupling the causative mechanism is proposed to optimize the RTI method, and develop a framework for calculating county-level critical rainfall thresholds. The results show that: (1) Extreme rainfall, elevation, slope, and other factors are direct triggers of flash floods, and the high-risk areas for flash floods are mainly concentrated in the northeast and southeast of Yunnan Province. (2) The intraday rainfall has the highest correlation with the accumulated rainfall of the previous ten days; the critical cumulative rainfall ranges from 50 mm to 400 mm. (3) The county-level critical rainfall threshold for Yunnan Province is relatively accurate. These findings will provide theoretical references for improving flash flood early warning methods.
