Hakan Ulutaş was born in Van, Türkiye, in 1988. He earned a bachelor's degree in civil engineering from Sakarya University in 2010. He completed his master's degree in seismic hazards at the same university in 2012, followed by a Ph.D. in seismic performance evaluation at Süleyman Demirel University (Isparta, Türkiye) in 2017, earning his doctorate degree in 2017. From 2011–2013, he worked as a research assistant at Gümüşhane University, Faculty of Engineering, Department of Civil Engineering.
