Fabio G. Santeramo received his Bachelor degrees in Agricultural Sciences at the University of Bari (Italy), his MSc in Economics at Iowa State University (USA), and his doctorate in Agricultural Economics at the University of Naples “Federico II” (Italy). In 2016 he has completed his PhD in Economics at the North Carolina State University (USA), awarded as Best Italian PhD Dissertation by SIDEA and AISSA. Since 2014 Fabio Santeramo has been at at the University of Foggia, as Assistant Professor and Associate Professor. Since 2018, he has been awarded the National Scientific Habilitation for Full Professor. Member of the IATRC since 2017, Fabio has taught in Italy, in the Netherlands, and in USA (University of Bari, University of Naples “Federico II”, Iowa State University, North Carolina State University, Wageningen University & Research); he has served as consultant for the CIHEAM, the FAO, te ICCT, the EU Commission, the IATRC, and the IFPRI; he has authored more than sixty peer-reviewed articles, and is coauthoring with more than thirty colleagues from Germany, Italy, Pakistan, Spain, Turkey, and the USA. Fabio Santeramo has been awarded the Best Article by a Young Researcher by the AIEAA (2016). The fast-moving coronavirus disease 2019 (COVID-19) called for a rapid response to slowing down the viral spread and reduce the fatality associated to the pandemic. Policymakers have implemented a wide range of non-pharmaceutical interventions to mitigate the spread of the pandemic and reduce burdens on healthcare systems. An efficient response of healthcare systems is crucial to handle a health crisis. Understanding how non-pharmaceutical interventions have contributed to slowing down contagions and how healthcare systems have impacted on fatality associated with health crisis is of utmost importance to learn from the COVID-19 pandemic. We investigated these dynamics in Italy at the regional level. We found that the simultaneous introduction of a variety of measures to increase social distance is associated with an important decrease in the number of new infected patients detected daily. Contagion reduces by 1% with the introduction of lockdowns in an increasing number of regions. We also found that a robust healthcare system is crucial for containing fatality associated with COVID-19. Also, proper diagnosis strategies are determinant to mitigate the severity of the health outcomes. The preparedness is the only way to successfully adopt efficient measures in response of unexpected emerging pandemics.

Food preparations, especially those based on animal products, are often accused of being responsible for the increase in food-borne infections, contributing to increased pressure on healthcare systems. The risk assessment in agri-food supply chains is of utmost importance for the food industry and for policymakers. A wrong perception of risks may alter the functioning of supply chains; thus, efforts should be devoted to communicating risks in an efficient way. We adopt a multidisciplinary approach to investigate how consumers perceive different food risks. Our analysis shows that planning effective communication strategies is very much important for efficiently informing consumers on food risks. We also comment on potential innovative ways to better organise the supply chains.

Food loss and food waste are highly debated topics and likely to stay in the research agendas for the next decades. Their relevance is not only important for developing economies, but also for developed economies, especially due to the impact that loss and waste have on the status of food security. In the present editorial, I comment on how research agendas should be shaped in order to focus on emerging issues, and put emphasis on the topics closely connected to the emerging literature on the circular economy.

The food loss and waste (FLW)–food security nexus is a relevant issue in the societal debate, in that it contributes to understanding the challenges posed by a continuous and unsustainable development of agri-food systems and supply chains. An overview on the state-of-the-art academic research on the implications of FLW on food security is provided. The aim is to identify publication patterns and inform on key topics emerging from the literature on the FLW–food security nexus. Based on a systematic and a bibliometric approach, the analysis concludes that “Water-Energy-Food Security nexus” and “Reduction of FLW” are the dominant thematic areas within the literature on the nexus between FLW and food security. Future research should explore the FLW–food security nexus through evidence-based and scenario analyses, informing stakeholders about nexus interactions and highlighting synergies between different resource uses in a circular and green economy perspective.

Financial development, productivity, and growth are interconnected, but the direction of causality remains unclear. The relevance of these linkages is likely different for developing and developed economies, yet comparative cross-country studies are scant. The paper analyses the relationship among credit access, output and productivity in the agricultural sector for a large set of countries, over the period 2000–2012, using an Artificial Neural Networks approach. Empirical findings show that these three variables influence each other reciprocally, although marked differences exist among groups of countries. The role of credit access is more prominent for the OECD countries and less important for countries with a lower level of economic de-elopement. Our analysis allows us to highlight the specific effects of credit in stimulating the development of the agricultural sector: in developing countries, credit access significantly affects production, whereas in developed countries, it also has an impact on productivity.

Food-borne infections cause a considerable amount of illnesses, heavily affecting healthcare systems. Given the spread of food-borne infections, assessing food risks is a relevant issue for the food industry and policymakers. Following a systematic and meta-analytical approach, we evaluate how different sources and types of risks (i.e. objective and subjective) are valued by consumers, in order to emphasise to what extent information on food risks may be efficiently transferred to consumers. The results show that information on food safety, conveyed through labels, exerts a positive influence on the premium prices for food safety. Consumers would be willing to pay a price premium up to 168.7% for food products that are treated against a specific food-borne risk factor, certified to be safe, tested or even inspected by public or third parties. However, we also find that labels are inefficient instruments of information on food safety, particularly when products are likely to be affected by hazardous and risky events and consumers correctly perceive risks. The results suggest that consumers exposed to relevant risk information about food safety tend to increase their risk perception and to decrease their premium prices for information on food safety. Including labels on food safety may fill the information gap and thus lower the mismatch between (objective) scientific-based risks and (subjective) perceived risks.

Vegetable oil market is becoming of increasing interest in the global biofuel industry. This phenomenon has also interested the European Union (EU), where the growing expansion of biofuel production is affected by political interventions promoting fuel security and environmental goals. Yet, empirical evidence on the impacts that changes in price of one commodity may have on the supply of another commodity are rather scant. We investigate these dynamics for the major sources of biodiesel in the EU and conclude on cross-commodity linkages for palm, rapeseed, soy, and sunflower oils. We also examine the acreage response of domestically produced feedstocks to changes in prices of vegetable oils. Our findings suggest strong and diversified path dependencies among vegetable oils that should be considered in planning sustainable biofuel policies. In particular, the empirical analysis reveals the great relevance of sunflower and soy oils, which show a high price responsiveness, and the high competition in end uses of domestically produced vegetable oils (i.e. rapeseed, soy, and sunflower oils), that tend to be net substitutes in supply. In terms of land use effects, we find that an increase in the price of imported palm oil results in a displacement effect in land devoted to rapeseed cultivation, whereas a surge in the price of sunflower oil decreases the use of land for rapeseed. Land use effects would be relevant in northern EU countries where the production of rapeseed is the most intense. A policy measure in the EU, incentivising the production of renewable and environmental-friendly fuel from sustainable feedstocks, would be positive for the domestic market to the extent that it stimulates the production of vegetable oils (soy and sunflower oils) with the highest direct and indirect emissions saving. However, the expansion of oil palm plantations in extra-EU producing countries and of imports to the EU would determine important impacts in terms of indirect land use change emissions and direct emissions due to increased transports.

The livestock sector has a large influence on direct and indirect (via land use change) greenhouse gas emissions, with potential negative impacts on climate change. We quantify the environmental impacts related to the introduction of a voluntary animal-based policy supported by the European Union (EU), the Measure 14 of Rural Development Programmes 2014–2020 on animal welfare. In particular, we focus on methane and nitrous oxide emissions (direct impacts), and on carbon-based and nitrous oxide emissions from land use change (indirect impacts). Our case study is the dairy sector of the EU Member States. We found that the animal-based measures have (on average) limited environmental impacts, although marked differences exist across Member States.

We explore how consumers’ willingness to buy is driven by perceptions on potential risks and potential benefits for different types of nano-inside applications. Our empirical approach follows a two-stage estimation: the first stage focuses on consumers’ perceptions toward risks and benefits; the second stage quantifies how perceived benefits and risks influence the willingness to buy. We found that perceived benefits are major drivers of the willingness to buy, whereas the fear of potential risks has a limited impact: we found stronger results for younger and more educated respondents, who should be targeted by marketing and information campaigns. Notably, the beliefs are very similar across nano-inside applications. The studies on consumers perceptions toward benefits and risks of nano-applications in the food industry fall short of providing evidence on consumers’ attitudes toward nano-inside applications in several national contexts. Our analysis fills this gap and allows us to conclude on the Italian market.

The present letter is aimed at providing a step-by-step comment on the criticisms raised by Taheripour, Delgado and Tyner, authors of the Response to Santeramo and Searle (2019). The paper by Santeramo and Searle (2019) analyses the responsiveness of the US soy and palm oil markets to price changes. The authors find positive cross-price elasticities of palm oil import with respect to soy oil price, and vice versa. Hereafter we will refer to the paper by Taheripour, Delgado and Tyner as TDT (2020) and to the paper by Santeramo and Searle as SS (2019).

The Geographical origin of agri-food products has become astrategic tool of differentiation: it is a unique attribute which makes products difficult to reproduce, and presumed to be a quality cue for agri-food products. Consumer studies on the relevance of geographical labelling provide heterogeneous evidence on the relevance of this extrinsic attribute as compared to the relevance of other product characteristics. A systematic review of consumer studies on the relevance of geographical labelling has been conducted, and collected data have been quantitatively analysed through a meta-regression approach, in order to assess drivers of differences in relevance of geographical labelling across studies. An ad hoc index has been built to measure the relevance of geographical labelling as compared to other attributes of a product. Several chosen control factors allowed to explain differences in the relevance of geographical label across studies in terms of characteristics of studies (structural heterogeneity), methodological issues (methodological heterogeneity), and publication processes. Results show that the relevance of geographical label, although not biased by publication selection, is influenced by the structural characteristics of studies and, to a lower extent, by issues related to the publication process. In particular, the attitude of consumers towards geographical labels tend to be product- and origin-specific: geographical labelling is the main differentiation tool for expensive products (e.g., wine), but is of low relevance for several countries depending on country-specific factors (e.g., nationality, culture, image and reputation). Managerial and policy implications are provided.

The contribution shows the state of the art of “trade and non-tariff measures” debate in the agri-food sector. It provides an overview on trends in trade and in the level of policy interventions over the last decades, in order to shed lights on potential cause-effect relations. Comparing the evolution of trade and of non-tariff measures (NTMs) in agri-food sector, it appears that the pervasiveness of NTMs is likely to be strictly related to changes in trade patterns. Although the main scope of NTMs is to correct market inefficiencies, they may have a twofold role: trade catalysts or trade barriers. The potential relationships between trade and NTMs, however, differ across involved countries, products under regulation, and types of measure. Indeed, evidence from the empirical literature support either the “standards as catalysts” and the “standards as barriers” points of view. Our contribution aims at outlining how NTMs and trade influence each other.

The contribution of the livestock sector to greenhouse gas (GHG) emissions as well as the worsening of animal welfare, with the intensification of production methods, have become increasingly relevant. Our contribution investigates the environmental impacts, in terms of methane and nitrous oxide emissions, of animal-based policies supported by the European Union. We examine factors affecting the adoption and the magnitude of related budget of Measure 215—animal welfare—of Rural Development Programmes 2007–2013. Our focus is cattle farming in Italy. The results highlight that the problem of animal welfare is highly perceived in regions with greater livestock intensity, also where GHG emissions are relevant. Given the adoption of measure 215, more budget tends to be allocated in regions where livestock units are particularly high. In addition, from the analysis emerges the bargaining position of regions with a higher propensity to the agricultural sector.

During the last decades, significant changes in trade regulations are modifying the global trade of wine. The number of non-tariff measures (NTMs) implemented in the wine sector is relevant: a large number of country-specific NTMs, set in the occasion of trade agreements, have been adopted. The impact of these policy instruments on trade is not always clear, nor quantified at global scale. We investigate the effects that country-specific NTMs are showing on global imports of wine. In particular, we estimate a gravity model to explain how and to what extent country-specific NTMs influence wine trade, and we disentangle these effects for different segments of the international market of wine. Our results suggest that country-specific NTMs tend to favour imports of wine. Differences emerge across market segments and types of regulations. In particular, the Technical Barriers to Trade favour (friction) bottled (bulk) wine; pre-shipment inspections enhance imports of bottled wine; the Sanitary and Phytosanitary Standards and the export-related measures are the most trade-enhancing NTMs, regardless of the market segment.

The increasing interest of policymakers and academics on non-tariff measures (NTMs) has stimulated a growing literature on their effects on the agri-food trade of African countries. The empirical evidence, however, is ambiguous: some studies suggest that NTMs are trade barriers and others suggest they have a catalyst role for trade. Understanding the drivers of these contrasting effects, and the prevailing one, would allow one to draw important conclusions. We review, through a meta-analytical approach, a set of empirical studies that quantify the effects of NTMs on African agri-food trade. We find a prevalence of the trade-impeding effects. Our results also help explaining differences in NTMs’ effects due to methodological and structural heterogeneity. Moreover, the effects of NTMs vary across the types of NTMs and analysed commodities. We conclude by comparing our findings with existing literature and emphasise which research areas deserve further investigation, such as intra-Africa trade or trade effects of technical NTMs.

Proven that the adoption rate of a new product is influenced by the network characteristics of the early adopters, the aim of this paper is to find the network features of the early adopters associated with high adoption rates of a specific new practice: the use of biodegradable mulching films containing soluble bio-based substances derived from municipal solid wastes. We simulated the diffusion process by means of an agent-based model calibrated on real-world data. Closeness and clusterization emerged as the most important network characteristics for early adopters to be successful. The results achieved represent the basis for the breaking down of a tailored diffusion strategy to overcome the psychological and socio-economic barriers of this kind of innovation within an environmental and sustainability-oriented transition policy in a rural context.

Several drivers may generate market instability, but the partial contribution of different factors is still debated. We investigate how market-based drivers influence the global price volatility of three major grains: wheat, corn, barley. We adopt a Seemingly Unrelated Regression Equations model, in order to investigate potential common patterns. We compare inter-annual, intra-annual, and global volatility, to conclude on short-run and long-run dynamics of markets instability. We quantify the negative relationship linking (temporal) arbitrage and grain price volatility and conclude on the effects of supply movements on price volatility.

The increasing policy interest and academic debates on non‐tariff measures (NTMs) has stimulated a growing literature on how NTMs affect agri‐food trade. The empirical literature provides contrasting and heterogeneous evidence, with some studies supporting the ‘standards as catalysts’ view, and others favouring the ‘standards as barriers’ explanation. To the extent that NTMs can influence trade, understanding the prevailing effect, and the motivations behind one effect or the other, is a pressing issue. We review a large body of empirical evidence on the effect of NTMs on agri‐food trade and conduct a meta‐analysis to disentangle potential determinants of heterogeneity in estimates. Our findings show the role played by the publication process and by study‐specific assumptions. Some characteristics of the studies are correlated with positive significant estimates, others covary with negative significant estimates. Overall, we found that the effects of NTMs vary across types of NTM, proxies used for NTMs, and levels of detail of studies. The estimated effects are also influenced by methodological issues and publication processes.
