The quality of the constructed social infrastructure project has been considered a necessary measure for the sustainability of projects. Studies on factors affecting project quality have used various techniques and methods to explain the relationships between particular variables. Unexpectedly, Structural Equation Modeling (SEM) has acquired very little concern in factors affecting project quality studies. To address this limitation in the body of knowledge, the objective of this study was to apply the SEM approach and build a model that explained and identified the critical factors affecting quality in social infrastructure projects. The authors developed a quantitative approach using smart-PLS version 3.2.7. This study shed light on the views of different experts based on their experience in public construction projects in Pakistan. Particularly, the authors aimed to find out the relationships between construction, stakeholders, materials, design, and external factors, and how these relate to project quality. The findings of this study revealed that the R2 value of the model was scored at 0.749, which meant that the five exogenous latent constructs collectively explained 74.9% of the variance in project quality. The Goodness-of-Fit of the model was 0.458. The construction related factor was the most important out of the five constructs. This study determined that better planning and monitoring and evaluation should be developed to better address and control the quality defects by decision-makers, project managers as well as contractors. These findings might support practitioners and decision makers to focus on quality related problems that might occur in their current or future projects.

Project delays are a large and prevalent problem in the Gilgit-Baltistan construction industry, and delays can distinctly affect project duration, budget, and also community needs. The purpose of this study is to highlight and rank delaying factors in the Annual Development Programme public sector building infrastructure projects and examine them through a relative importance index. A total of 52 delaying factors were identified through a detailed literature review and categorized into eight major groups, and a pilot study with 16 experienced construction experts was conducted. A questionnaire survey was conducted to collect the importance of each factor from public construction experts. In total, 102 respondents participated in the survey. The study determined that difficulties in financing projects by contractors, delays in progress payments, dispute on land usage, improper project feasibility studies, award project to the lowest bid price, extreme weather conditions, inadequate contractor experience, and insufficient data collection and survey before design were among the top eight critical delaying factors. In addition, Spearman’s rank correlation tests revealed that there was no difference in perception between owners and contractors. A comparison of the top five delay factors was done with eight preferred construction industries in Asia to validate the results of this study. The findings are likely to be a solid contribution to the Gilgit-Baltistan construction industry in mitigating future construction delays.

This research was conducted to study the association between job satisfaction and the wellbeing of secondary school teachers from Gilgit, Pakistan. A total of 167 teachers (89 males and 78 females) from both private and public schools were recruited for this study. A job satisfaction survey by Spector was administered to participants along with World Health Organization (WHO) wellbeing index. Results showed that teachers’ job satisfaction (pay, promotion, fringe benefits, contingent rewards, operating conditions, coworkers, nature of work, and communication) was significantly and positively related to their wellbeing. Teachers from public schools have higher job satisfaction and wellbeing as compared to teachers from private schools. Stepwise regression analysis indicated that after controlling the job sector their level of job satisfaction in terms of communication independently predicted their wellbeing.

The construction industry is one of the key sectors that facilitate sustainable economic and social development in the region. Currently, community development mechanisms are adopted by many developed and developing nations, aimed at enhancing economic growth and quality of life along with social welfare of the local community. This study reviews the rural residents’ perception of public construction project delays and aims to explore economic and social challenges confronted by residents, especially in rural areas in Pakistan. A questionnaire with 26 factors identified from the literature was sent to rural educated residents. Through a questionnaire survey, the opinions of rural residents were sought and tested. Based on 366 (73%) valid responses, this study examined the socio-economic influencing factors. The findings of the study revealed that problems faced while traveling, increase the price of consumer goods, high transportation costs, lack of educational opportunities, more expenditures on education, and barriers to primary healthcare access were the top most important factors. Research results confirmed that the delays in construction projects negatively affect the socio-economic conditions of the rural community, which directly influence the rural dwells’ sustainable life. The research findings suggest that the practitioners in public sector organization make sure to execute the project on time and within the quality. Otherwise, it has negative socio-economic implications for the rural community.

The transaction cost (TC) escalation is the pervasive problem in the construction industry, which is continuously a threat to maintaining the life cycle cost of projects. Researchers have described the reality of risk for economic transactions. This study has taken the risk as a phenomenon to explore its influence on ex-post TC in construction projects. A questionnaire survey was undertaken from industry professionals to assess the risk of ex-post TC escalation in public-sector construction projects. In total, 475 surveys were conducted in Pakistan and used in the analysis. The data were analyzed using structural equation modeling (SEM) and the measurement and structural model was validated to determine the influence of risk on ex-post TC. The final SEM results show that internal and external risk, including sub hypothesized risks, positively influence TC. The weight of relative importance shows technical risk (23.82%) and environmental risk (22.88%) as significant sub-contributors from internal and external sources, respectively. This study recommends substantial investment in human capacity development to reduce the deficiencies in the ex-ante phase of the projects that help to reduce the risk of ex-post TC escalation. It also suggests the adoption of strict policies on contingency claims, and recommends nontraditional ways of monitoring to overcome the risk of ex-post TC. This study’s results provide valuable information for industry professionals and practitioners to maintain life cycle costs as a contribution to sustainable construction.

Like other kinds of projects, construction projects are exposed to uncertainty, which plays a critical role in determining the transaction cost (TC). This study explores the uncertainty factors that are associated with construction projects that substantially influence the TC. To obtain the opinions of construction professionals, a survey questionnaire was developed after identifying 30 relevant causes of uncertainty from the literature. A survey of 216 professionals was conducted in Pakistan, and the relative importance index (RII) was used to prioritize the significant uncertainty factors that escalate the TC. Based on the responses from various construction professionals, this study determined that the most significant uncertainty factors that influence TC are: competitive tendering, incomplete design and specifications, late payments, conflict management, delayed possession of sites, force majeure, and work acceleration. This study also compared and analyzed the views of project managers and consultants and found that uncertainty from internal sources has a more significant influence on TC than that from external sources. The political and environmental groups do not contribute much escalating the TC. However, uncertainties that arise from the commercial, project site, and technical groups are more of an influence on TC. This research helps practitioners and professionals to adopt integrative systems in most uncertain situations proactively to find opportunities in volatile markets to reduce the impact of uncertainty on the total project cost.
