Maria José Sousa (Ph.D. in Management) is a University Professor and a research fellow at ISCTE/Instituto Universitário de Lisboa. Her research interests currently are public policies, information science, innovation and management issues. She is a best seller author in ICT and People Management and has co-authored over 70 articles and book chapters and published in several scientific journals (e.g. Journal of Business Research, Information Systems Frontiers, European Planning Studies, Systems Research, and Behavioral Science, Computational and Mathematical Organization Theory, Future Generation Computer Systems and others), she has also organized and peer-reviewed international conferences, and is the guest-editor of several Special Issues. She has participated in several European projects of innovation transfer and is also External Expert of COST Association - European Cooperation in Science and Technology and President of the ISO/TC 260 – Human Resources Management, representing Portugal in the International Organization for Standardization.
The complexities of Public Administration have gained the growing attention of scholars around the world, mainly due to the impacts of the reforms implemented under the doctrine of New Public Management (which aims to apply concepts and practices of private management in public management) on civil servants. The aim of this study is to find out how Portuguese citizens evaluate the Portuguese Public Administration under the aspects of bureaucracy, organisation of human resources, innovation, skills and attitudes of civil servants, its motivation and recognition; and to verify if there are differences of opinion between respondents working in public sector and respondents from other sectors. This study follows a quali-quantitative approach, and data were collected through an online survey in the period from June to December 2020. The survey was answered by 1119 citizens from all districts of Portugal. The main findings reveal a still high level of bureaucracy in the Portuguese Public Administration; weaknesses in the management of human resources, namely regarding the motivation and recognition of civil servants; and difficulties in the establishment of a meritocratic system of recruitment and performance evaluation of civil servants. Statistically significant evaluation differences (chi-square test and non-parametric Mann–Whitney U tests, involving five hypotheses) were found between the public sector and other sectors, except for the motivation variable.

The European Structural and Investment Funds (ESIF) are the main instrument of the European Union (EU) Cohesion Policy to promote convergence, economic growth and reduce imbalances between EU members. The objectives of the 2014–2020 programming period follow the agenda of the Europe 2020 Strategy to promote smart, sustainable and inclusive growth of EU members. Since before joining the EU, in 1986, until the end of the Portugal 2020 Partnership Agreement (PT2020), Portugal will have received more than EUR 130 billion. Have the subsidies that Portugal has received been well applied? Our study fills a gap in the literature by portraying citizens’ perceptions about the effectiveness of EU funds for the development of the country and its regions. The study is quantitative in nature, and a non-probabilistic sample of 1119 participants answered our survey. A high proportion (76%) of the respondents considered that EU funds contributed to the development of the region where they live, although a significant percentage of the respondents (more than half) considered that there may be corruption in Portugal. The Portuguese also mentioned the existence of practices such as favouritism and lobbying regarding the approval of projects. Our findings are supported by the literature, which refers to “lost opportunities” in the inefficient application of ESIF, while recognising that EU funds have played a significant role in Portugal’s development over the last three decades.

The purpose of this paper is to compare the strategies of companies with data science practices and methodologies and the data specificities/variables that can influence the definition of a data science strategy in pharma companies. The current paper is an empirical study, and the research approach consists of verifying against a set of statistical tests the differences between companies with a data science strategy and companies without a data science strategy. We have designed a specific questionnaire and applied it to a sample of 280 pharma companies. The main findings are based on the analysis of these variables: overwhelming volume, managing unstructured data, data quality, availability of data, access rights to data, data ownership issues, cost of data, lack of pre-processing facilities, lack of technology, shortage of talent/skills, privacy concerns and regulatory risks, security, and difficulties of data portability regarding companies with a data science strategy and companies without a data science strategy. The paper offers an in-depth comparative analysis between companies with or without a data science strategy, and the key limitation is regarding the literature review as a consequence of the novelty of the theme; there is a lack of scientific studies regarding this specific aspect of data science. In terms of the practical business implications, an organization with a data science strategy will have better direction and management practices as the decision-making process is based on accurate and valuable data, but it needs data scientists skills to fulfil those goals.

The emerging field of trust has evolved dramatically with an increasing number of academic publications in this area. However, there is a lack of better clarification to draw a global picture of scientific knowledge, from a statistical perspective, using the three structures of knowledge: conceptual, intellectual, and social, to obtain a structured overview of its characteristics, identify dynamic aspects and find intellectual representations. This paper presents a new insight into scientific production through bibliometric (Bibliometrix) and network (VOSviewer) analysis, not previously fully clarified in hospitality and tourism. A total of 305 articles published between 2004 and 2020 were analyzed, covering 580 authors, 19 journals, and 43 countries. This research’s main findings showed that trust is one of the most decisive variables in the digital market, and keywords such as satisfaction, loyalty, service quality are closely related. The results provide clues for further investigation in this field.

Despite the significance of workplace spirituality, a limited number of tourism studies have empirically examined its outcomes within tourism higher education institutions (HEIs). To address this gap, this study investigates the influence of workplace spirituality on lecturers' engagement, commitment, workforce agility, trust, and empowerment. A quantitative approach was adopted by gathering surveys from 218 tourism and hospitality lecturers in HEIs in Italy and Portugal. With the employment of PLS-SEM, the empirical findings reveal that workplace spirituality has a positive and significant impact on lecturers' engagement, commitment, workforce agility, trust, and empowerment. This research contributes to tourism knowledge about workplace spirituality within HEIs. It also provides empirical contributions related to management of lecturers' attitudes and behaviour in tourism HEIs.

This study seeks to answer the following research question: “What factors can explain the number of patent filing requests made by residents in Brazil at patent offices in Brazil, the United States, Europe, and triadic patent families?”. The methods used in this research are quantitative, using big data from private and public investments in Science and Technology, and about patent deposit numbers in Brazil from 2000 to 2017. A model of linear regression was performed and explains how these investments in Science and Technology influence patent deposit numbers. The results of this research study point towards the importance of universities, up and beyond the traditional training and education aspect of university activity. The importance of public and private innovation investments is also shown to be important. This study shows that the patent registrations in the different regions under analysis are affected by different factors. There is thus no single formula towards the creation of innovation output and governments would do well to continue to invest in higher education while also investing in public research and development activities. Additionally, and not least important, private entities should be continually encouraged to make innovation investments and favourable government policies need to thus exist for this to happen. Finally, the low numbers regarding patent filings in Brazil may be linked to institutional deficiencies in the country. Patent breaches may be difficult to punish, and the judicial system may be slow and untrustworthy, compared to the United States and to Europe—leading to diminished patent registrations in Brazil. A set of implications and recommendations for policy derived from this study and will be strategic for policymakers.

The training needs felt in the professional path of the military of the Republican National Guard, associated with the potential of using new technologies is the core of this investigation. Training is one of the great challenges that organizations currently face and, in the National Republican Guard, it plays a fundamental role in the service provided by the Institution, making it clear the high importance of acquiring and maintaining knowledge and skills for the performance on several roles in the organization. The present investigation aims to determine the importance of the e-Learning tool for the continuous training of the soldiers of the National Republican Guard. In this context, it is intended to characterize the importance of continuous training whose objective is to identify and analyze the consequences of the tool, as well as to identify the impact of the use of new technologies in the training of the institution's military, according to a case study in the Lisbon Territorial Command. The method that supports the investigation is the deductive method, which is based on a logic from the general to the particular. In order to achieve the defined objectives, we opted for interviews and a questionnaire survey, complemented with a documentary analysis resulting from bibliographic research and institutional documents. Thus, it appears that continuous training has a high importance for the professional development of the military, since it promotes quality in the service provided, positively affecting the daily activities of the military, increasing individual success and, consequently, organizational success . It is concluded that e-Learning represents an asset for continuous training, since it is a catalyst for the potential of the institution's human resources.

The main goal of this article is to identify the main dimensions of a model proposal for increasing the potential of big data research in Healthcare for medical doctors' (MDs') learning, which appears as a major issue in continuous medical education and learning. The paper employs a systematic literature review of main scientific databases (PubMed and Google Scholar), using the VOSviewer software tool, which enables the visualization of scientific landscapes. The analysis includes a co-authorship data analysis as well as the co-occurrence of terms and keywords. The results lead to the construction of the learning model proposed, which includes four health big data key areas for MDs' learning: 1) data transformation is related to the learning that occurs through medical systems; 2) health intelligence includes the learning regarding health innovation based on predictions and forecasting processes; 3) data leveraging regards the learning about patient information; and 4) the learning process is related to clinical decision-making, focused on disease diagnosis and methods to improve treatments. Practical models gathered from the scientific databases can boost the learning process and revolutionise the medical industry, as they store the most recent knowledge and innovative research.

The present study has as its general objective to analyze the differences in behavior and culture among religious tourists who visit sacred sites. The study is descriptive through research. The quantitative instrument was adapted of Irimiás and Michalkó and Irimiás, Mitev, and Michalko. The results show a heterogeneous sample that includes different age groups. Among the data it appears that the majority of respondents are female and have higher education. A large percentage were born in a religious cradle and thus are considered religious. In addition, a high number of religious tourism participants are part of a religious community. Thus, it is suggested for future research to expand the analyzed countries in order to compare results, with the aim of analyzing other contents different from those analyzed. Among other limitations of this study we have: the information presented is limited to the articles selected only with Brazilian and Portuguese tourists; the research was carried out with the snowball technique, being limited only to the sample for convenience.

This chapter aims to analyze the research from the last 20 years about human resources management in the tourism industry. The research question is: What are the contributions of the international publications on human resources management and tourism in the Web of Science and Scopus databases in the last two decades? In order to accomplish this goal, the research methodology will be a literature survey using the Scopus and WoS databases. To develop this research, first, it will be performed a literature review on HRM as strategic value, and also on the multiple perspectives of the concept of tourism. Moreover, it will be made state of the art on human resources management in the tourism industry. Furthermore, the results of the literature survey are presented. The main findings show that there is still a need for more production about human resources management in the tourism industry, which was based on the importance of one segment to the other, as well as the infinite possibilities of incremental actions that allow a mutual benefit between these two fields.

This research study examines the attitudes of Portuguese higher education students regarding compulsory digital and distance learning university courses during the second semester of the academic year 2019–2020 during the COVID-19 pandemic. The methodology was quantitative, being the undergraduate and postgraduate students surveyed to find their perceptions about distance and online education in Portugal. The findings of the study highlighted the relationship between distance and online learning. The key concern of the respondents is related to the formal and contextual dimensions of the online class regime. The values examined, taken as a whole, allow us to conclude that with this teaching regime, in terms of awareness, there is acceptance and benefit. The sense of ambiguity in which this transformation took place, as well as the climate surrounding this phase, are worth noting. The teaching and evaluation methodologies used have been embraced and show a very wide range of choices on the part of the teaching teams and the students’ various interests, just as in the teaching regime of the classroom. The fact that students feel the need for face-to-face classes, however, is of great importance for practical and laboratory classes. This reality, which is a challenge to face in the future, is hard to overcome.

Most business enterprises are small and medium-sized enterprises (SMEs), and many of them are without a human resource and recruitment department. Thus, one of the challenges that organizations currently face is to find a strategy to retain and attract talent. To overcome this difficulty, enterprises must invest in employer branding policies and be aware of the factors that differentiate them from others when attracting employees. This study aims to develop an employer branding model applicable to SMEs, to increase and enhance the attraction and retention of talents. An exploratory approach based on a quantitative perspective was adopted to develop an employer branding model applied to SMEs, with two major reference employer branding models and frameworks used as the main support. The model of employer branding was applied to SMEs regarding four dimensions, whereby essential questions are asked, namely (1) organizational culture (e.g., do employees have a job description aligned with the corporate culture?), (2) company strategy (e.g., what is the strategy if business volume decreases?), (3) company reputation (e.g., how do you perceive and treat negative feedback?), and (4) reward systems (e.g., do you feel that your employees are motivated intrinsically or extrinsically or both?), ordered by layers based on a logical sequence. The new proposed model is expected to serve as a useful strategic tool and as a basis for attracting, retaining and managing talent, specifically in the SMEs context. This new model provides a set of strategic and competitiveness benefits for SMEs, while contributing to making enterprises more profitable. The model also contributes to SMEs having a better image and reputation, enabling them to stand out from others in the war for talent.

In a globalization context, underlined by the speed of technological transformation and increasingly competitive markets, the perspective of human capital, as an asset of strategic importance, stands out in differentiating human resource practices. Under this reality, the employer branding (EB) concept gains more and more importance as a strategic tool to attract, retain, and involve human capital, given that this has become a source of competitive advantage to companies. Within this context, this study aimed to evaluate the relationship between employer branding strategies implemented by organizations, as well as their impact on the employee’s affective commitment, evident in certain organizational cultures, which are sustained over time. The methodological framework applied to this study is quantitative, and the data collection was carried out with the application of an employer branding and an affective commitment questionnaire. To achieve a good representation of the active population, the sample of the quantitative study was composed of 172 individuals, working in the public and private sectors in Portugal, exercising different positions in the different sectors of activity. Results obtained with these techniques indicate a high level of affective organizational commitment (AOC) of employees in the organizations surveyed, suggesting that affective commitment develops when the individual becomes involved and identifies with the organization.

EPurpose – The study aims to explore the particularities of religious tourists' attitudes and behaviors with different demographic profiles. Therefore, this work aims to verify if there are differences between the attitudes and behaviors of Brazilian and Portuguese religious tourists in terms of gender, nationality, and religiosity.Design/methodology/approach – A survey was carried out with 396 religious tourists residing in Brazil and Portugal, who have visited religious destinations in their country or abroad, to carry out a comparative analysis between groups, according to gender, nationality, and religiosity through Student's t-test.Findings - The results show significant differences in tourists' attitudes and behaviors who visit sacred places divided between women and men, Brazilians and Portuguese, and finally, between those who consider themselves religious and non-religious.Research limitations/implications – The study's limitations involve the use of an instrument with a particularly Christian bias.Practical implications – The practical implications of this study include contributions to improving local infrastructure related to hotels, commerce, and tourist services.Originality/value – From a theoretical perspective, this study contributes to the advancement of administrative sciences as it engenders the intersection between religious tourism and public and non-profit marketing, placing the discussion in two countries with a strong religious tradition in the West, Brazil and Portugal.

This Special Issue is dedicated to current issues in Decision-making and Negotiation in Innovation & Research in Information Science. Despite all the research around Decision-making and Negotiation the main theoretical and practical importance of this issue is the focus on studies oriented to innovation & research (I&R) in information science. The purpose is to analyse the decision-making processes for practical problem-solving and to understand the ways information systems can be a trigger in the process. To achieve this objective several articles will present models, tools and frameworks to help improving the decision-making and negotiation processes, and the research findings support the conclusion that information systems can help to achieve better decisions and facilitate the negotiation processes.

Big Data technology is one of the most promising organizational processes within the Healthcare and Pharmaceutical industry and crucial for any company that wants to preserve the competitive advantage in the market, where most of the organizational structures are already struggling with the right skills and knowledge to fully support existing business needs for storing and processing and even analyzing information. This paper aims to examine the extent to which new Big Data technology and data-related processes are developing different professionals skills and competencies within the Healthcare and Pharmaceutical industries, and creating sustainable development in addressing critical organizational challenges in recruiting, retaining, and discover professional skills that can fully support the advances and exponential growth of Big Data technology benefits. This research paper also highlights the significant aspects of Big Data in professional technical and process oriented skills development, and the influence it has on organizational business processes including how various internal functions will need to adapt to new circumstances with renewed competency and skills development programs for departments that are strongly connected to the business and analytical needs. We conducted a focus group with twenty-five industry based professionals’ ranges from analysts to executive directors to better assess the necessary knowledge to answer the proposed research questions: (1) which professional skills can big data influence in employee development and (2) how can organizations adapt their employee skills to big data. Regarding the key research limitations/implications most of the article and research was built on the foundation of the literature review and the performed focus group. The conceptual recommendations and observations presented provide solid empirical evidence but should be subjected to more comprehensive, large-scale empirical testing and validation. It’s recommended for future research a more extensive sample of companies, organizations, and interviewees. Studying a broader set of similar research questions in more homogeneous organizations could provide deeper insights into the process, governance, and stakeholder dimensions of Big Data within specific contexts. Therefore this study contributes to explore in-depth and systematically to what extent Big Data technology and processes are currently influencing the healthcare and pharmaceuticals industries where to the best of the authors’ knowledge, it is the first focus group dealing with the presented research questions.

This chapter describes and analyses governance in public administration making a proposal of a model for human resource development (HRD) as the nucleus of governance. The scope is to explore which are the more relevant research concepts of the HRD dimension of a governance model in public administration and to evaluate which model of HRD dimension of governance best fits public administration. The chapter offers a number of recommendations on how to promote the participation of the workers, and the delegation of responsibilities, in line with new public management principles. The main findings could also help organisations to transform their processes and contribute to higher efficiency and effectiveness of public organisations.
