Digital transformation significantly influences public administration by integrating advanced technologies such as artificial intelligence, blockchain, and big data analytics across various governmental functions. In this study, the use of LDA alongside advanced bibliometric techniques such as citation analysis and co-citation networks to explore the evolution and current status of digital transformation in public administration provides a structured examination of large data sets obtained from the Web of Science, providing a thematic and intellectual insight into the field. Analyzing 628 articles, our research highlights how traditionally engineering-associated technologies are increasingly applied within the social sciences, transforming public management processes and policies. Our findings reveal that digital transformation in public administration is predominantly driven by external pressures rather than internal organizational initiatives. The importance of this study lies in its ability to map and visualize the transformative impact of digital technologies on governance structures, policy-making processes, and public engagement. Revealing that the databased, more transparent and participatory nature of public administration has increased, the study not only maps the thematic evolution of public administration but also discusses the consequences of these transformations for policy makers and public administrators. Integrating digital tools has enhanced service delivery and operational efficiency but also presents challenges, such as the need for comprehensive cybersecurity strategies and continuous adaptation to technological advancements.

Accelerating the digital transformation of supreme audit institutions (SAIs) has become a key priority in order to increase their institutional effectiveness and strengthen their democratic functions, thus contributing more to the institutions they audit, the parliament and the public. Effectively benefiting from the transformative effects of new digital technologies is a strategic priority for both State Audit Office of Thailand (SAO) and Turkish Court of Accounts (TCA), and they stand out among their peers with the unique systems they have developed. In order to develop their digital competencies in the upcoming process, both SAIs attach special importance to strategic cooperation. This study aims to examine the successes achieved by SAO and TCA in the field of innovation and digital transformation and the systems they have developed, and to analyze the foundations of the strategic cooperation they have carried out to further advance their gains and the potential of this cooperation to create a model for other SAIs. This study is original in that it examines the enhancement of effectiveness that will be provided by increasing cooperation and joint action capabilities among the SAIs, which are responsible for not only implementing digital transformation and innovation within their own organizations but also promoting it in all public institutions they audit.

Combating climate change has become one of the most important policy areas at the national and international level in order to protect the world and ensure sustainability in social and economic life. With its communication on a European Green Deal of December 2019, the European Commission aimed to put the European Union (EU) at the forefront of the fight against climate change and make Europe the world’s first climate-neutral continent by 2050. As the supreme audit institution of the EU, the European Court of Auditors (ECA) has increased its role in parallel with the rising leadership of the EU in the fight against climate change. This article reviews the developments in the EU’s climate policy and introduces key aspects of the ECA’s responses to the relevant challenges through audit reports, taking into account the ECA’s future perspective. The aim of the research is to evaluate how the ECA responds to climate change related challenges in line with the EU’s strengthened policy in this area. ECA’s main contributions to the implementation of these climate change policies are promoting and disseminating best practices, facilitating institutional learning, and triggering a broader accountability through informing both the institutional and civil accountability actors in the EU. In parallel with the EU’s performance in this area, the ECA is expected to take more initiatives in the upcoming period and contribute to the achievement of a carbon-neutral Europe.
