The rapid deployment of variable renewable energy sources, particularly solar photovoltaic and wind power, is fundamentally transforming the operating model of electricity systems. While tasks and technologies are critical to achieving the fundamental carbon goals, inherent volatility and unpredictability, and grid sustainability, reliability, and economic efficiency. The integration of highly variable renewable energy is primarily driven by grid flexibility, the ability of the electricity system to balance supply and demand fluctuations across time and space scales. This paper highlights the critical role that flexibility plays in contemporary electricity systems, examining the technological, financial, and regulatory barriers to renewable energy deployment. In addition to exploring the importance of digitalization and market reforms, the study also examines innovative solutions such as sector interconnection, demand response, improved forecasting, hybrid renewable energy storage solutions, and long-duration energy storage. The analysis emphasizes that, in addition to technological advancements, cross-sector integration, policy coherence, and coordinated investment plans are all key factors in achieving maximum flexibility. This paper offers an inclusive background to improve grid flexibility and enable a strong, economical and sustainable renewable energy system, combining challenges, innovations and strategic pathways. This study adopts a structured survey methodology, systematically reviewing recent literature and organizing flexibility solutions into generation-side, demand-side, storage-based, network-oriented, digital, and policy-driven categories. Unlike prior reviews that focus on isolated technical aspects, this survey integrates techno-economic, regulatory, and socio-political dimensions within a unified framework to provide a holistic perspective on grid flexibility for high VRE penetration.

The growing penetration of wind generation comes with implicit challenges for power system operators, one of which is the effect that additional shares have on the sufficient magnitude of reserve capacity needed. The determination of adequate reserves would enhance the efficiency and flexibility of the power system. The probabilistic methodology suggested in this paper estimates the reserve requirements as a function of historical data and estimates the incremental increase in reserve requirements as the penetration level increases. Also, the paper estimates the optimal mix of spinning reserve and standing reserve to decrease the number of part-loaded power plants and accommodate more wind power, where a synchronized plant operates less efficiently when partially loaded to provide a reserve. The adopted methodology is applied to real data collected from aggregated wind farms in the period from 2015 to 2020.

Ramp events are characterized by large power changes in a short period and increase with increasing renewable generation. Even with hourly forecasts, their predictions are still unreliable. Thus, grid operators should classify these power ramps to understand their expected occurrence periods and range to balance them. Previous research was based on a binary classification of ramp events, which assumed that ramp events were similar to one another, which is not true. Some other studies used randomization and non-causative classification methods. Hence, a more accurate method is still needed. The paper presents two new methods for ramp event classification. The first method depends on the standard deviation score, and the second method assigns a score to each ramp, which depends on the maximum value of the historical power ramps that occurred within the studied time period. The new classification methods are applied to the output power of Belgium’s aggregated wind farms from 2015 to 2019, and the relative frequency of each ramp category is determined. The results revealed that, even though the capacity of wind installations has doubled, ramping behaviour is nearly the same in all years.
