With the daily increase in document flow, as well as the transition to paperless document management around the world, the demand for electronic document management systems is increasing. This significantly requires optimization of these systems in terms of quality document information retrieval and document management. However, research based on statistical methods cannot effectively handle large amounts of data extracted from electronic documents. In this regard, machine learning methods can effectively solve this problem. This paper presents an approach to building a model of an intelligent document management system using machine learning techniques to ensure efficient employee performance in organizations. The authors have solved a number of problems to optimize each of the document management subsystems, resulting in the development of an intelligent document management system model, which can be effectively applied to enterprises, government and corporate institutions. The feasibility and effectiveness of the proposed model of intelligent document management system based on machine learning and multi-agent modeling of information retrieval processes provides maximum reliability and reduced time of work on documents. The obtained results show that with the help of the presented model it is possible to further develop an intelligent document management system that will allow an electronic document to qualitatively go through the whole life cycle of a document, starting from the moment of document registration and finishing with its closing, i.e. execution, which will greatly facilitate the daily work of users with large volumes of documents. At the same time, the paper considers the application of topic modeling methods and algorithms of text analysis based on a multi-agent approach, which can be used to build an intelligent document management system.
Kazakh Sign Language (KSL) is a crucial communication tool for individuals with hearing and speech impairments. Deep learning, particularly Transformer models, offers a promising approach to improving accessibility in education and communication. This study analyzes the syntactic structure of KSL, identifying its unique grammatical features and deviations from spoken Kazakh. A custom parser was developed to convert Kazakh text into KSL glosses, enabling the creation of a large-scale parallel corpus. Using this resource, a Transformer-based machine translation model was trained, achieving high translation accuracy and demonstrating the feasibility of this approach for enhancing communication accessibility. The research highlights key challenges in sign language processing, such as the limited availability of annotated data. Future work directions include the integration of video data and the adoption of more comprehensive evaluation metrics. This paper presents a methodology for constructing a parallel corpus through gloss annotations, contributing to advancements in sign language translation technology.
This paper presents Multi_mil, a multilingual annotated corpus designed for the analysis of information operations in military discourse. The corpus consists of 1000 texts collected from social media and news platforms in Russian, Kazakh, and English, covering military and geopolitical narratives. A multi-level annotation scheme was developed, combining entity categories (e.g., military terms, geographical references, sources) with pragmatic features such as information operation type, emotional tone, author intent, and fake claim indicators. Annotation was performed manually in Label Studio with high inter-annotator agreement ( = 0.82). To demonstrate practical applicability, baseline models and the proposed Onto-IO-BERT architecture were tested, achieving superior performance (macro-F1 = 0.81). The corpus enables the identification of manipulation strategies, rhetorical patterns, and cognitive influence in multilingual contexts. Multi_mil contributes to advancing NLP methods for detecting disinformation, propaganda, and psychological operations.
This paper presents a multi-level annotation model for detecting fake news in Kazakh and Russian languages, aiming to enhance understanding of disinformation strategies in multilingual digital media environments. Unlike traditional binary models, our approach captures the complexity of disinformation by accounting for both linguistic and cultural factors. To support this, a corpus of over 5000 news texts was manually annotated using the Label Studio platform. The annotation scheme consists of seven interrelated categories: CLAIM, SOURCE, EVIDENCE, DISINFORMATION_TECHNIQUE, AUTHOR_INTENT, TARGET_AUDIENCE, and TIMESTAMP. Inter-annotator agreement, evaluated using Cohen’s Kappa, ranged from 0.72 to 0.81, indicating substantial consistency. The annotated data reveals recurring patterns of disinformation, such as emotional manipulation, targeting of vulnerable individuals, and the strategic concealment of intent. Semantic relations between entities, such as CLAIM → EVIDENCE and CLAIM → AUTHOR_INTENT were formalized to represent disinformation narratives as knowledge graphs. This study contributes the first linguistically and culturally adapted annotation model for Kazakh and Russian languages, providing a robust and empirical resource for building interpretable and context-aware fake news detection systems. The resulting annotated corpus and its semantic structure offer valuable empirical material for further research in natural language processing, computational linguistics, and media studies in low-resource language environments.
This paper presents a comprehensive study aimed at systematically analyzing and evaluating natural language processing (NLP) techniques for military information operations, with a special focus on social media intelligence. Among an ever-growing complicated information environment, NLP methods like sentiment analysis, named entity recognition, and topic modeling have been essential in tracking online propaganda efforts, discovering emerging issues and threats globally with dialogues on military operations. These techniques make an impact on available decision making via situational awareness and getting the added extraction from volumes of unstructured data outputs thus increasing the overall strategic benefits to military organizations. There are technical and operational challenges concerning the use of NLP in a military context such as requirements for real-time data processing; language diversity; and maintaining data privacy while preserving ethical standards. To address these challenges, the study conducts an exhaustive survey of NLP methods, reviewing their range of applications, and highlights the relevance of several approaches for military information operations, with special emphasis on social media intelligence. The work further provides discussion on the comprehensive adoption of artificial intelligence (AI), edge computing, and multilingual NLP models for enhancing adaptability, efficiency, and transparency of the systems. It also extols the need for explainable AI (XAI) to improve accountability and trust by making term or even whole early warning systems derived from NLP analyses, transparent and interpretable for these military research applications with significant financial consequences. The paper also emphasizes the strategic importance of multilingual and multimodal analysis and the integration of specialized military lexicons to improve the contextual understanding of military discourse in social media environments. We also elucidate the important capabilities of NLP in enabling military operations to be responsive, rapid and data-driven while also adapting to the evolving nature of warfare. Key conclusions suggest that applying advanced NLP tools enhances situational awareness, enables timely threat detection, and supports more agile, data-informed decision-making within modern military operations. The paper shows a perspective to optimize NLP and AI technologies, leveraging various perspectives to benefit the operational needs of military and defense sectors in more data-rich environments.

The purpose of this work is to develop methods, technologies and tools for creating and maintaining intelligent scientific and educational internet resources (ISEIR) based on a service-oriented approach and Semantic Web technologies. The main purpose of ISEIR is to provide meaningful access to scientific and educational information resources of a given field of knowledge and integrated information processing services. According to the preliminary concept, an intelligent scientific and educational internet resource will be an information system accessible via the internet which provides ontology-based systematization and integration of scientific knowledge, data and information resources into a single information space together with a meaningful effective access to them as well as supporting their use in solving various scientific and educational tasks. ISEIR is equipped with an ergonomic web-based user interface and special editors designed to manage the knowledge integrated into it. The proposed approach to the construction of intelligent scientific and educational internet resources is the basis for the developed technology in creating and maintaining information environments for distributed learning.
