Faced with an aging and declining population, many governments around the world endeavor to revitalize their rural communities in a sustainable manner. In South Korea, the Comprehensive Rural Village Development Program (CRVDP) was carried out from 2004 to 2013 as a key strategy to reinvigorate rural areas. This study aims to conduct an ex-post quantitative evaluation of the effectiveness of the CRVDP in boosting rural households’ farm income. In doing so, the present study adopts quasi-experimental research design that is seldom utilized in assessing rural policies. As an alternative evaluation tool with flexibility for using readily available data, the study employed the combined application of the Heckman selection model and the Blinder–Oaxaca decomposition method. The study revealed a significant positive impact of the Program on farm income of rural households in the program-supported areas from both cross-sectional and longitudinal perspectives. A robust causal estimation of the impact of this bottom-up, multi-sectoral rural development program on farm income is achieved, which can be leveraged to widely promote similar type of rural development approach.

This study investigates how private education fever affects tenure and occupancy choices in Seoul, South Korea. We used a bivariate probit model to control for sample selection bias that could be caused by sample selectivity from a chain of tenure and occupancy choices. This study found that households with school-age children seem to utilise housing occupancy choice through location choice. Moreover, opportunity for private education is more important to households with school-age children than for households without school-age children, and households with school-age children are more likely to choose a housing occupancy and residential location offering better chances for private education. The study’s main contributions, limitations, and policy implications are described.

An imperative challenge emerges from the demand to apply the scientific method in the assessment of recent agricultural and rural policies throughout the world. The objective of the present study was to conduct an ex-post quantitative evaluation of the Comprehensive Rural Village Development Program (CRVDP), a representative rural development policy operated by the Ministry of Agriculture, Food and Rural Affairs, a central government agency in South Korea. The primary purpose of this program is to ensure sustainable rural society. This study found a moderate but significant positive impact of the policy in enhancing the standard of living in rural areas. The present paper concludes with suggesting some policy implications, limitations and future directions of policy evaluation studies.

There has been growing concern as to whether the growing investment in rural South Korea is achieving the desired ends. Empirical evidence is required to assess the current policies. Based on the logic of those policies, this study conducts an ex-post evaluation of outcomes following the termination of the Rural Traditional Theme Village program previously operated by the Rural Development Administration, a central government agency in South Korea. The research adopts farm households' non-farm income as an ex-post quantifiable indicator and assesses the impact of the Program on this indicator. It is found that the Program was evaluated positively and as being effective from both cross-sectional and longitudinal perspectives. It is concluded that in the absence of the program the farms would have experienced difficulties in making non-farm income due to the lack of internal competitiveness and the deterioration of human resources

Specialization Strategy for Regional Agriculture Based on the Relationship between Development on Specialized Crops and Impact of Climate Change -Focused on Orchard Crops- Climate Change;Multi-level Model;Regional Agriculture;Rural Development Strategy;Specialized Crops;Suitable Cultivation Area; The purpose of the present study is to construct a rural development strategy from the nexus between spatial changes in specialized crops and suitable cultivation area of the crops. This paper pays particular attention to identify product life cycle of specialized crops in rural areas and estimate the impact of climate change on alterations in spatial distribution of the crops. In order to do so, first of all, this study applies multi-level model (Random coefficient model) to estimate the regional coefficient of five orchard crops. It utilizes the data 1995 to 2010 Korea Agricultural Census. Futhermore, it also adopts overlay analysis by ArcGIS to identify the development path of the crops and the relationship with climate change. Based on the results, it suggests a mechanism activating regional agriculture. The findings propose re-searching and relocating specialized regions of the crops. Especially, it proves each rural area can drive the new agricultural strategy to strengthen regional agriculture by estimating the relationship between development of specialized crops and suitable cultivation areas. For instance, shifting specialized crops in particular regions and enriching genetic or species varieties can be primary measures and it will contribute to improve the reliable base for income sources in the rural communities. This paper also offers specific policy implications regarding rural development plans in response to crops' life cycle and climate changes.

The main objective of thepresent study is to find out which marketfactors affect homeownership attainment aftercontrolling for individual human capital. The1980 and 1990 individual Census data (PUMS) inthe U.S. are used to investigate the contextualinfluences on choosing two types of housing:single- and multi-family housing. Trichotomoustenure choice models are applied to fourrepresentative age groups. The study takesadvantage of the multi-level design, allowingrelationships between individual and housingmarket characteristics to vary from place toplace. One finding is that market variations aswell as individual characteristics affecttenure choices. The authors argue that researchon homeownership attainment should not onlyconsider individual or household attributes butshould be sensitive to spatiality thatrecognizes market effects. The conclusion isthat housing research needs to be comprehensiveenough to understand the complex interactionbetween the individual's human capital and themetropolitan housing-market characteristics.

The purpose of this study was to examine the utility of the multifamily housing sector through models of household tenure decision, by comparing the various individual and market characteristics. We utilized individual household-level census data in the United States to detect different responses between single-family housing occupiers and multifamily housing occupiers during the 1980s. We found that although the investment potential for multifamily housing was almost equivalent to that of single-family housing in 1980, multifamily structures had lost their potential by 1990. Given this change, individual households choose multifamily housing as their shelter in a market where housing prices are high. This confirms the hypothesis that, if housing prices rise rapidly in a certain location, then individual consumers who cannot afford single-family housing may try to find a new alternative that meets their financial or other household-specific requirements.

Homeownership is an important symbol of a middle-class standard of living and residential assimilation in the United States. This study explores the rate of advancement into homeownership of immigrants, relative to native borns, in Southern California, a principal region of immigrant settlement. Application of a double cohort method enables longitudinal trends for immigrants, due to both aging and assimilation, to be distinguished from the cohort levels observable by cross-sectional techniques. Recent immigrants as well as young native borns are newcomers to the housing market and have lower attainment levels than earlier arrivals or older cohorts. Cohort trajectories are tracked from 1980 to 1990, adjusting for the influence of income, education, English proficiency, and marital status. Asian immigrants achieved extraordinarily high levels of homeownership soon after arrival, whereas Hispanic immigrants demonstrated sustained advancement into homeownership from initially very low levels.
