Various standards (e.g., ISO 27000x, ISO 31000:2018) and methodologies (e.g., NIST SP 800-53, NIST SP 800-37, NIST SP 800-161, ETSI TS 102 165-1, NISTIR 8286) are available for risk assessment. However, these standards often overlook the human element. Studies have shown that adversary profiles (AP), which detail the maturity of attackers, significantly affect vulnerability assessments and risk calculations. Similarly, the maturity of the users interacting with the Information and Communication Technologies (ICT) system in adopting security practices impacts risk calculations. In this paper, we identify and estimate the maturity of user profiles (UP) and propose an enhanced risk assessment methodology, HRM (based on ISO 27001), that incorporates the human element into the risk evaluation. Social measures, such as awareness programs, training, and behavioral interventions, alongside technical controls, are included in the Human-Centric Risk Management (HRM) risk treatment phase. These measures enhance user security hygiene and resilience, reducing risks and ensuring comprehensive security strategies in SMEs.

This paper presents the AI Trustworthiness Assessment Framework (AI_TAF), a comprehensive methodology for evaluating and mitigating trustworthiness risks across all stages of an AI system’s lifecycle. The framework accounts for the criticality of the system based on its intended application, the maturity level of the AI teams responsible for ensuring trust, and the organisation’s risk tolerance regarding trustworthiness. By integrating both technical safeguards and sociopsychological considerations, AI_TAF adopts a human-centric approach to risk management, supporting the development of trustworthy AI systems across diverse organisational contexts and at varying levels of human–AI maturity. Crucially, the framework underscores that achieving trust in AI requires a rigorous assessment and advancement of the trustworthiness maturity of the human actors involved in the AI lifecycle. Only through this human-centric enhancement can AI teams be adequately prepared to provide effective oversight of AI systems.

The integration of Artificial Intelligence (AI) systems into critical decision-making processes necessitates robust mechanisms to ensure trustworthiness, ethical compliance, and human oversight. This paper introduces trustSense, a novel assessment framework and tool designed to evaluate the maturity of human oversight practices in AI governance. Building upon principles from trustworthy AI, cybersecurity readiness, and privacy-by-design, trustSense employs a structured questionnaire-based approach to capture an organisation’s oversight capabilities across multiple dimensions. The tool supports diverse user roles and provides tailored feedback to guide risk mitigation strategies. Its calculation module synthesises responses to generate maturity scores, enabling organisations to benchmark their practices and identify improvement pathways. The design and implementation of trustSense are grounded in user-centred methodologies, with defined personas, user flows, and a privacy-preserving architecture. Security considerations and data protection are integrated into all stages of development, ensuring compliance with relevant regulations. Validation results demonstrate the tool’s effectiveness in providing actionable insights for enhancing AI oversight maturity. By combining measurement, guidance, and privacy-aware design, trustSense offers a practical solution for organisations seeking to operationalise trust in AI systems. This work contributes to the discourse on governance of trustworthy AI systems by providing a scalable, transparent, and empirically validated human maturity assessment tool.

This paper explores the critical need for harmonising Cybersecurity Professional Education and Training (CPET) across the European Union, helping professionals from all sectors of the economy to acquire the necessary knowledge, skills, capabilities and values to cope with the cybersecurity challenges in their daily work. The European Union (EU) has been at the forefront of addressing the growing cybersecurity challenges. However, cyber threats continue to evolve and spread quickly. It demands a coordinated approach to developing cybersecurity skills and knowledge. It is essential for strengthening the EU's overall security posture. This paper argues that the need for a robust and harmonised Cybersecurity Education and Training (CPET) framework or solutions is becoming increasingly critical. A qualitative research methodology is employed to better understand the complexities involved in CPET harmonisation. This study draws on a wide range of sources, including literature, expert interviews, and panel discussions, to examine the challenges and opportunities of harmonising cybersecurity education and training (CPET) across Europe. It argues that by adopting targeted strategic recommendations, the EU can strengthen its cybersecurity capabilities, boost resilience, and better protect its digital infrastructure through a more unified and effective approach.
