The lack of knowledge about the COVID-19 pandemic has encouraged extensive research in the academic sphere, reflected in the exponentially growing scientific literature. While the state of COVID-19 research reveals it is currently in an early stage of developing knowledge, a comprehensive and in-depth overview is still missing. Accordingly, the paper’s main aim is to provide an extensive bibliometric analysis of COVID-19 research across the science and social science research landscape, using innovative bibliometric approaches (e.g., Venn diagram, Biblioshiny descriptive statistics, VOSviewer co-occurrence network analysis, Jaccard distance cluster analysis, text mining based on binary logistic regression). The bibliometric analysis considers the Scopus database, including all relevant information on COVID-19 related publications (n = 16,866) available in the first half of 2020. The empirical results indicate the domination of health sciences in terms of number of relevant publications and total citations, while physical sciences and social sciences and humanities lag behind significantly. Nevertheless, there is an evidence of COVID-19 research collaboration within and between different subject area classifications with a gradual increase in importance of non-health scientific disciplines. The findings emphasize the great need for a comprehensive and in-depth approach that considers various scientific disciplines in COVID-19 research so as to benefit not only the scientific community but evidence-based policymaking as part of efforts to properly respond to the COVID-19 pandemic.

The paper presents the most comprehensive and large-scale study to date on how students perceive the impacts of the first wave of COVID-19 crisis in early 2020 on various aspects of their lives on a global level. With a sample of 30,383 students from 62 countries, the study reveals that amid the worldwide lockdown and transition to online learning students were most satisfied with the support provided by teaching staff and their universities’ public relations. Still, deficient computer skills and the perception of a higher workload prevented them from perceiving their own improved performance in the new teaching environment. Students were mainly concerned about issues to do with their future professional career and studies, and experienced boredom, anxiety, and frustration. The pandemic has led to the adoption of particular hygienic behaviours (e.g., wearing masks, washing hands) and discouraged certain daily practices (e.g., leaving home, shaking hands). Students were also more satisfied with the role played by hospitals and universities during the epidemic compared to the governments and banks. The findings also show that students with certain socio-demographic characteristics (male, part-time, first-level, applied sciences, a lower living standard, from Africa or Asia) were significantly less satisfied with their academic work/life during the crisis, whereas female, full-time, first-level students and students faced with financial problems were generally affected more by the pandemic in terms of their emotional life and personal circumstances. Key factors influencing students’ satisfaction with the role of their university are also identified. Policymakers and higher education institutions around the world may benefit from these findings while formulating policy recommendations and strategies to support students during this and any future pandemics.

The COVID-19 pandemic caused by the novel coronavirus emerged in Wuhan City, Hubei province of China at the end of 2019, has radically transformed the lives of people around the world. Due to its fast spreading, it is currently considered as a worldwide health, social and economic concern. The lack of knowledge on this area has encouraged academic sphere for extensive research, which is reflected in exponentially growing scientific literature in this area. However, current state of COVID-19 research reveals only early development of knowledge, while a comprehensive and in-depth overview remains neglected. Accordingly, the main aim of this paper is to fill the aforementioned gap in the literature and provide an extensive bibliometric analysis of COVID-19 research across science and social science research landscape, using innovative and sophisticated bibliometric approaches (e.g. Venn diagram, Biblioshiny descriptive statistics, VOSviewer co-occurrence network analysis, Jaccard distance cluster analysis, text mining based on logistic regression). The bibliometric analysis is based on the Scopus database including all relevant and latest information on COVID-19 related publications (n=16,866) in the first half of 2020. The empirical results indicate that there is still a lack of publications of COVID-19 and its implications in less-explored (non-health) sciences, especially in social sciences. Accordingly, the findings emphasize an importance of a comprehensive and in-depth approach considering different scientific disciplines in COVID-19 research. The understanding of the evolution of emerging scientific knowledge on COVID-19 is beneficial not only for scientific community but also for evidence-based policymaking in order to prevent and address the COVID-19 pandemic.

Research and development (R&D) investment is widely recognised as one of the crucial elements of generating the competitive advantage of contemporary companies. At the same time, it is also considered to represent one of the key determinants of overall sustainable development. Global competition, which is becoming increasingly harsh and forces companies to provide value-added products, processes and services, constitutes a reason why R&D investment is indispensable in contemporary business operations as they facilitate keeping the companies’ position in the market in terms of their competitiveness. The main aim of this paper is therefore to examine the impact of R&D expenditures on corporate performance. Using a multiple regression analysis, two different panel datasets covering Slovenian and world R&D companies are analysed. This gives a unique opportunity to obtain comprehensive and interesting findings, representing the main originality and value of the paper. The empirical results reveal that R&D expenditures are not effective in the short-term period and bring certain benefits in the long-term period. The findings of this paper provide several important theoretical and practical implications.

Performed in a Slovenian higher education institution, the presented research was designed to help investigate which factors influence the ways a student perceives an e-course's usefulness in a blended learning environment. The study is based on an online questionnaire completed by 539 students whose participation in the survey was voluntary. Using structural equation modelling, the students' perceptions of different aspects were investigated, including their attitudes to course topics and technology, learning preferences, teachers' role in course design and managing the teaching process. The empirical results show e-learning is positively perceived to be usefulness when: (1) the teacher is engaged and their activities in an e-course, with the (2) a student's attitude to the subject matter and the lecturer's classroom performance having a direct impact, and (3) technology acceptance having an indirect impact. No major differences were revealed when the model was tested on student subgroups sorted by gender, year of study, and students' weekly spare-time activities.

The aim of this article is to evaluate the impact of public sector reform on academic literature from the post-NPM perspective. There have been several investigations into post-NPM public governance models and their impact on public sector reform. Yet, the research problem faced when analysing post-NPM literature is the lack of studies examining the multitude of possible public governance models (PGM) with sufficient comprehensiveness, especially in Central and Eastern European (CEE) states. In order to effectively address the research problem, a bibliometric analysis was performed, following three objectives: (i) an investigation into the evolution of PGM literature, (ii) identification of the core publications and authors based on publication frequency, and (iii) a citation network analysis (a historiograph), indicating the relations among the most-cited publications. It involved the identification of 16,374 publications in the Web of Science database, narrowed down to the 100 most cited between 1994 and 2017, and the application of the HistCite bibliometric analysis software, covering descriptive statistics, bibliometric indicators, and historiographic citation analysis. The research results reveal a growing research interest in the topic, as supported by bibliometric indicators. In addition, important differences as regards coverage and diffusion of individual post-NPM models are indicated. Namely, most publications focus on the ‘governance’ paradigm and subsequent critical rethinking, as indicated by several post-NPM modernisation proposals. Furthermore, we have shown that such evaluation of governance and related doctrines may be biased in favour of subjective, pluralistic Western ideas about governance, presumably limiting their impact within the CEE and several other regions. Hence, the regions’ particularities in terms of governance (post-socialism, Rechtsstaat culture, EU membership, small states, etc.) must be further taken into account in the post-NPM literature.

The study has two objectives-first, to examine the dimensionality of police service employees' job satisfaction and their assessment of the enablers from the Common Assessment Framework, analyzing these facets at different organizational levels, and second, to identify the impact of selected facets of job satisfaction on trust in one's immediate leader. The study is based on a comprehensive on-line questionnaire where 1209 responses from police service employees were acquired, and for the data analysis, factor analysis was first used to formulate the factors of job satisfaction facets and of the Common Assessment Framework enablers. Second, structural equation modelling was performed to identify the correlations of the studied variables. The Common Assessment Framework enabler Strategy/Leadership was significantly correlated with the enabler Processes and had an indirect impact on Trust through direct impacts on Leadership style in the organizational unit and Autonomy/Tasks. Both of the latter determinants had a significant influence on Trust in one's immediate leader. The confirmed the impact of determinants from different hierarchical levels indicates the importance of efforts by managers at all organizational levels should the police management intend to achieve and maintain high levels of trust in one's immediate leader in police service work environment.

Purpose This paper aims to study the relationship between students’ activities in the e-classroom and grades for the final exam. The study was conducted at the Faculty of Administration, University of Ljubljana among first-year undergraduate students. In the e-classroom, students learn new content for individual self-study, and their knowledge is checked with quizzes. Design/methodology/approach In the empirical study, the relationship between performance in quizzes and at the final exam was studied from two perspectives. First, successful and unsuccessful students (in terms of quizzes) were compared. Second, the Orange data mining software was used for two predictive modelling tasks. The research question was based on a student’s quiz performances, is it possible to predict whether the student will pass an exam and will the student’s grade for the exam be good. Findings The empirical results indicate a very strong connection between a student’s performance in quizzes and their score for the final exam in the course. Significant differences in performance were found between students who had completed most quizzes and those who had not. Moreover, the results highlighted which quizzes, in other words topics, are most important for passing an exam or obtaining a better grade. Therefore, the quality of individual study in the e-classroom positively influences a student’s performance. Originality/value The paper is the first to assess the impact of students’ activities on learning outcomes in undergraduate public administration programmes by applying a data mining approach.

Small and medium enterprises (SMEs) are very important for the European economy. However, SMEs often encounter various barriers, whereby tax-related barriers are perceived as the most burdensome that affects their business operations and entrepreneurial activity in general. The aim of this paper is twofold. First, it attempts to identify SMEs perception on current state and measures to be carried out in order to reduce respective red tape. Second, it tries to establish the relationship between burdens imposed by tax policy and entrepreneurial activity. Using hierarchical cluster analysis and descriptive statistics two different datasets are analyzed for the European Union (EU) and Slovenia separately. The results provide evidence that tax burden is less influential than tax administrative burden among EU countries by considering their impact on new business density and total early-stage entrepreneurial activity. Additionally, the results for Slovenia reveal that the need for a stable tax system, with IT and procedurally related measures are highlighted.

The importance of small and medium-sized enterprises (SMEs) is widely recognised for the Slovenian economy. However, the issues regarding legislative and other administrative barriers and their perception by SMEs as a heterogeneous group of enterprises are not yet fully investigated. The main research hypothesis concerns that there exist significant differences in the perception of administrative barriers among characteristic SME groups. Consequently, this paper aims to provide a comprehensive analysis of the key administrative barriers SMEs face in Slovenia. This entails three activities: (1) identifying the main areas in which barriers are found; (2) establishing what they imply performance-wise; and (3) providing policymaker guidelines tailored to different SME groups (size, legal form, sector, age). The empirical results, based on one-way analysis of variance (ANOVA) and Bonferroni post hoc tests on a sample of 925 SMEs, show differences in the various groups of SMEs mentioned above. Thus, it is shown that it is most promising to address the administrative barriers through an in-depth approach that targets specific enterprise groups and is reflected within guidelines for responsible policymakers.

This paper aims to analyze the development of the rule of law and its key characteristics as a principle within public governance model (PGM) research. In the study, we analyzed two main EU cultural and geographical subgroups, selected old and new EU member states, in order to identify the main convergences and differences characteristic of the respective clusters. With the accession to the European Union, these acceding countries were to transfer EU law into national law and reform their governance models accordingly. The aim of the research was achieved by following an original methodology, encompassing 431 relevant scientific papers from the Scopus database. Th e known QDA Miner 5.0.11 soft ware package was selected as the main tool for the analysis. Th e research questions were aimed at covering: (i) the role of the rule of law as one of the key governance principles in relation to the countries’ historical legacy and different governance models, (ii) the relationship between the rule of law and other governance principles and (iii) opportunities for further research within the two selected geographical subgroups. The results, concerning the first research question, reveal a greater frequency of papers per year about the relevant PGM studies focusing on the old EU member states. Likely, due to a broader socio-administrative tradition within these countries, law-related topics are better covered. As regards the relationship between the rule of law and other governance principles, we have shown that the rule of law as a principle is importantly related to effective governance and PA reforms and must not be taken as an antipode to efficiency. In new EU MS, i.e. Central and East Europe (CEE), in particular the rule of law in administrative relations is also one of the salient elements of the on-going transitional development compared to the old Western democracies. However, within the processes of privatization, globalization and marketization, the rule of law is challenged; even with PAR that might undermine the core principles of democratic governance. While demanding further research, encompassing specific socio-economic needs of individual public administrations and an evaluation of legal and related highly important reform preconditions proves vital for tomorrow’s public administration, more effectively and efficiently coping with the needs of the modern society.

The purpose of the paper is to examine the relationship between perceived importance of occupational values, assessed work climate and selected demographic characteristics of Slovenian police employees, and their job satisfaction. A total of 1,848 police service employees completed a comprehensive online questionnaire. In order to formulate the factors of perceived importance of occupational values and work climate, factor analysis was applied. A multiple linear regression analysis was performed to identify the predictors of job satisfaction. The results indicate the impact of all studied factors on job satisfaction, the strongest one for work climate, followed by demographic characteristics and the perceived importance of occupational values. The awareness of the impact of those factors on job satisfaction might be very useful when deciding about the managerial approaches that result in higher job satisfaction and, indirectly, in better performance of police service.

Investment in research and development (R&D) plays a vital role in sustainable economic growth in many countries around the world. In addition, also companies are aware of that R&D investment is becoming more and more important since it can generate future benefits, which may ultimately result in the sustainable corporate growth. The aim of this paper is to evaluate the impact of private R&D expenditures and R&D tax incentives on sustainable corporate growth. Using multiple regression analysis, a panel dataset of 1372 companies investing the largest amounts in R&D activity is analysed. The results of this paper reveal that private R&D expenditures as well as R&D tax incentives (in interaction with private R&D expenditures) have a positive impact on sustainable corporate growth at the firm level in selected Organisation for Economic Co-operation and Development (OECD) countries. The comparison between different subgroups of companies reveals that private R&D expenditures represent one of the main driver of sustainable corporate growth especially in high-tech companies, while R&D tax incentives (in interaction with private R&D expenditures) are key determinant of sustainable corporate growth in both subgroups of companies. The results may help governments in the formulation of relevant R&D tax incentive policy in the future.
