Societal debates are often constructed through dichotomies influenced by various factors such as cognitive capabilities of individuals, culturally shaped valuation processes, underlying societal struggles for power and prestige, economic competition, technological changes or lock-ins and operation logic of the media and social media. Debates over emerging technologies of renewable energy provide an illustrative example of this polarisation. Based on national-level studies focusing on the development of the biogas sector in Finland, we identify ten pertinent dichotomies of renewable energy and discuss their implications for the transition towards a more sustainable energy system. The dichotomies include: producer vs. consumer, urban vs. rural, local vs. national, domestic vs. foreign, centralised vs. distributed, food vs. energy, environment vs. economy, traditional vs. innovative, long-term vs. short-term, and private vs. public. These diverse and deeply rooted dichotomies structure societal debate. In some cases they may encourage and guide critical thinking, but they may also hinder the renewing of the current energy behaviour and energy system. Societal capabilities that enable the bridging of different but inherently linked dichotomies are a key precondition of sustainable energy transition.

In 2015, the Rockefeller Foundation-Lancet Commission launched a report introducing a novel approach called Planetary Health and proposed a concept, a strategy and a course of action. To discuss the concept of Planetary Health in the context of Europe, a conference entitled: “Europe That Protects: Safeguarding Our Planet, Safeguarding Our Health” was held in Helsinki in December 2019. The conference participants concluded with a need for action to support Planetary Health during the 2020s. The Helsinki Declaration emphasizes the urgency to act as scientific evidence shows that human activities are causing climate change, biodiversity loss, land degradation, overuse of natural resources and pollution. They threaten the health and safety of human kind. Global, regional, national, local and individual initiatives are called for and multidisciplinary and multisectorial actions and measures are needed. A framework for an action plan is suggested that can be modified for local needs. Accordingly, a shift from fragmented approaches to policy and practice towards systematic actions will promote human health and health of the planet. Systems thinking will feed into conserving nature and biodiversity, and into halting climate change. The Planetary Health paradigm ‒ the health of human civilization and the state of natural systems on which it depends ‒ must become the driver for all policies.

Policy processes to open digital forest data and information are driven by expectations of increased effectiveness and efficiency of forest management, greater transparency of forest decision making, development of new innovations, and transition to bioeconomy. We investigate how interlinkages between the governance of forest information and governance of forests are being reshaped in the formation of new institutions for open data and information in the case of Finland, where the Forest Information Act was revised in 2016–2018. A qualitative content analysis of public statements related to the legal reform was conducted to understand the perceived benefits and risks associated with more open forest data and information by different actors, and how those perceptions shape their views on appropriate governance of forest information. The analysis reveals conflicts between right to information and right to privacy; concerns about data format, access and usability; as well as the interests of actors with entrenched positions in Finnish forest governance. The debate on opening forest information reflects tensions related to a transition towards greater openness and diversity of values in the forest sector. We envision further research on the relationship between the governance of forests and governance of forest information to support informed decision making during the current open data boom.

Luontopohjaiset ratkaisut ovat monihyötyisiä yhteiskunnallisten haasteiden ratkaisuja, jotka perustuvat luonnon prosessien luomiin mahdollisuuksiin ja ottavat mallia ekosysteemien toiminnasta. Ne vastaavat laaja-alaisiin, kytkeytyneisiin haasteisiin tarjoamalla tavanomaisille, teknistä näkökulmaa painottaville ratkaisuille vaihtoehdon, joka tähtää ekologisesti, sosiaalisesti ja taloudellisesti kestäviin kokonaisratkaisuihin. Luontopohjaiset ratkaisut ovat nousseet valokeilaan viime vuosina niin Euroopan komission, Kansainvälisen luonnonsuojeluliiton (IUCN), tiedeyhteisön, kuin lukuisten kansallisten toimijoidenkin kannanotoissa, arvioinneissa ja ratkaisumalleissa erilaisiin kestävyyshaasteisiin. Tarkastelemme kirjallisuuden kautta, miten luontopohjaisten ratkaisujen konseptia on käsitteellistetty erityisesti monihyötyisyyden näkökulmasta. Käsittelemme myös yleisellä tasolla toimijoiden näkemyksiä luontopohjaisten ratkaisujen toimeenpanon edistämiskeinoista Suomessa asiantuntijatyöpajassa kerätyn aineiston pohjalta.

This study explored individuals' engagement in the sustainable energy transition in Finland. Using the attitude-behaviour-context model (Guagnano et al., 1995) and Stern's (2000) typology of environmentally significant behaviours, this study tested the assumption that individuals' engagement in transition is a combination of socio-psychological and contextual (socio-economic) variables and that the active engagement requires individuals to have a future orientation, systemic and self-efficacy, subjective knowledge and a pro-environmental attitude. The survey (N = 1012), representative of the 17−75-year-old Finnish population, was analysed with exploratory factor analysis and linear regression. The socio-psychological variables explained a larger portion of variance than the socio-economic variables in all three types of sustainable energy behaviours. The consideration of future consequences, self-efficacy and knowledge were positively associated with all three types of sustainable energy behaviours. Systemic efficacy was positively associated with and the consideration of immediate consequences was negatively associated with private-sphere environmentalism. The results suggest that individuals' consideration of the immediate and distant future should be included in the socio-psychological models of sustainable behaviours. The results also suggest that policymakers need to focus on strengthening citizens' efficacy beliefs, future orientation and knowledge.

Kaupunkilaisten hyvinvoinnin kannalta luontoympäristön laatu ja saavutettavuus ovat tulevaisuuden avainkysymyksiä. Artikkelissa analysoimme pääkaupunkiseudun kaupunkisuunnittelijoiden sekä viheralueiden hoidosta vastaavien viranomaisten oikeudenmukaisuuskäsityksiä. Suunnittelijanäkemyksistä etsimme vastauksia siihen, miten suunnittelijat ratkovat työssään edustajuuden dilemmaa, joka aiheutuu tasapuolisuuden turvaamisen ja moninaisuuden tunnistamisen välisistä jännitteistä. Tutkimuksessamme havaitsimme, että suunnittelijat pitivät oikeudenmukaisuutta vahvana ammatillisena periaatteenaan. Erilaisten odotusten ristipaineissa suunnittelijoiden kyky käyttää luovasti toimivaltaansa oikeudenmukaisuuden turvaamiseksi oli kuitenkin jossain määrin rajoittunut. Esitämme, että ymmärrys oikeudenmukaisuuden kokemuksen rakentumisesta ja siitä, miten reilu prosessi itsessään auttaa osallista hyväksymään huonommankin lopputuloksen, voisi toimia suunnittelijalle kompassina odotusten ristipaineessa navigoinnissa. Suunnittelijan kykyä turvata oikeudenmukaisuutta voidaan tukea lainsäädännöllä ja ammattieettisillä periaatteilla.

Achieving a sustainable energy transition is crucial for mitigating climate change. Citizens' acceptance of the transition is important for it to succeed. We explored citizens' images of the future energy forms and energy system in Finland, and the drivers of a sustainable energy transition. The data gathered with an online questionnaire targeting an adult population 17–75 years of age (N = 1012) were analysed with exploratory factor analysis and multiple linear regression. Four dimensions of future energy forms were identified: next-generation renewables, fossil energy, bioenergy, and established renewable vs. nuclear energy. Four dimensions of the future energy system were also identified: renewing the energy market, domestic power, small-scale producers, and consumer awareness. Five transition drivers were likewise identified: mainstreaming renewable energy, international actors, individual actions, changing values and economy, and emancipatory change. Mainstreaming renewable energy emerged as the key driver of transition, followed by individual actions. Generally, the sustainable energy transition was strongly supported by citizens' images, but different socio-economic groups preferred somewhat different images. Thus, the diversity of consumers' and citizens’ roles in the transition needs to be acknowledged and encouraged in legitimate national energy policies.

Societies aiming for a sustainable future need more effective and legitimate planning and decision making practices, in which various actors together find pathways towards a sustainable transition. In this paper, we approach sustainability and environmental justice as epistemological (and ontological) challenges for land-use planning, and empirically analyse how action research could support planners’ social learning and planning towards fair and sustainable development. We analysed qualitatively the evolution of the researcher–planner dialogue while co-designing and developing better methods, means and practices to improve environmental justice in regional scale planning in Kymenlaakso Region, South-East Finland. We found that researcher-planner dialogue developed during cooperation. While in the beginning, social learning related to approaching environmental justice as a fair distribution of power evolved incrementally, later, when dialogue became more focused, communicative and reflective as an outcome of mutual frames and trust, learning occurred in a more transformative way. Such transformative learning concerned recognising youth as a silent group in the planning process and the means to involve their perceptions in planning. In order to support sustainability transformation in the future, we conclude that it is essential to create opportunities for such incremental and transformative social learning through innovative modes of interaction in various contexts.

In sustainable rural development, national and international policies are interpreted and implemented through local networks and involvement of local actors with various backgrounds, needs and objectives. We explored how forest owners' land management and biodiversity conservation objectives, as well as social capital embedded in their social networks were related to success in nature conservation, i.e., voluntary conservation contracts made as a part of the Forest Biodiversity Program for Southern Finland. The survey data of forest owners (N = 509) were analyzed with multivariate generalized linear modeling. The networks involving forestry actors exhibited highest levels of trust, information seeking and perceived similarity of goals. The act of making a conservation agreement, as well as the type of conservation agreement made, was associated with the endorsement of biodiversity objectives and the three dimensions of social capital analyzed in the study. More specifically, owners who had made a conservation agreement perceived environmental and forestry actors' goals as similar to theirs, trusted in them most often, and sought information from them more frequently than owners who did not have any contract. Moreover, the owners with a fixed-term contract expressed goal similarity, trust, and information seeking behavior towards forestry actors more frequently than owners with a permanent contract, who in turn expressed the above ties more frequently towards environmental actors. These results increase the understanding of the role and importance of forest owners' diverse social networks in voluntary nature conservation agreements. The findings encourage the utilization of these networks more systematically and dynamically while implementing rural, environmental and forest policies in order to increase their societal impact in local contexts.

Peatlands that are close to a natural state are rich in biodiversity and are significant carbon storages. Simultaneously, peat resources are of interest to industry, which leads to competing interests and tensions regarding the use and management of peatlands. In this case study, we studied knowledge–management interactions through the development of participation and the resulting representation of nature (how nature was described), as well as the proposed and implemented conservation policy instruments. We focused on the years 2009–2015, when peatland management was intensively debated in Finland. We did an interpretative policy analysis using policy documents (Peatland Strategy; Government Resolution; Proposal for Conservation Programme) and environmental legislation as central data. Our results show how the representation of nature reflected the purpose of the documents and consensus of participants' values. The representation of nature changed from skewed use of ecosystem services to detailed ecological knowledge. However, simultaneously, political power changed and the planned supplementation programme for peatland conservation was not implemented. The Environment Protection Act was reformulated so that it prohibited the use of the most valuable peatlands. Landowners did not have the chance to fully participate in the policy process. Overall, the conservation policy instruments changed to emphasize voluntariness but without an adequate budget to ensure sufficient conservation.

Protecting biodiversity within separate set-aside conservation areas has not been effective enough to halt its loss. Thus, new approaches to conserve biodiversity alongside production are needed. The non-market values of a forest may play an essential role when the forest owner decides the use of their land. However, so far the service offerings other than related to timber production, have been scant. The mismatch between decision support services offered and the service interests of forest owners may result in the objectives of forest owners remaining unfulfilled. The aims of this study were to explore the links between family forest owners’ forest management preferences and their objectives for the forest and secondly their preferences for decision support services. Data were collected in a postal survey in the Northern Karelia region, Finland in spring 2014. Data consist of 298 survey answers that were analysed using multi-variate analyses. Two typologies were combined: clustering of forest ownership objectives and the preferred forest management style. We found that the forest owner’s objectives were demonstrated by their preferred way of managing the forest. Opinions about different decision aid services varied between cluster groups. The groups emphasizing nature values considered biodiversity related information about their forest more necessary than other groups. They were also less satisfied with the usability of the forest management plan. Forest advisory services should better acknowledge the prevalence of multiple objectives also among forest owners who are interested in timber selling. Developing services for forest owners with diverse socio-economic backgrounds, information needs and objectives is important.

In this paper, we identify patterns of distributive environmental justice in the Helsinki Metropolitan Area (HMA) in terms of spatial proximity of urban waters, as a potential provider of a diverse set of environmental goods and well-being. Our focus is on the question how equally these benefits are distributed in HMA? To answer this we apply a GIS-based clustering analysis with spatial statistics to map the good and deprived access of different socio-economic and demographic groups to urban blue. We use income, education, language and age as factors to delineate residential areas and found not only differences in how various population groups are located in the four different municipalities of the HMA, but also differences in group distances to the nearest water areas. Results show that high income and high educational background, Swedish language and high age are factors more frequently related to living closer to water areas. At the same time, children, foreigners, and people having lower economic status tend to live further away from urban blue. This is important knowledge to be integrated into urban planning. The recognition of lacking opportunities suggests more consideration towards these aforementioned population groups to reduce inequality and to ensure just distribution of accessible and usable urban nature in the HMA.

Environmental justice sheds light on the distributive and procedural aspects of planning and decision-making. We examined the challenges arising from the perspective of environmental justice on multi-level and participatory environmental governance by exploring the governance of aquatic environments in the Helsinki Metropolitan Area. We found three main challenges and potential responses to them. First, even though most of Helsinki’s shoreline is free and/or accessible by road and accordingly used actively by people for recreational purposes, many parts of the shoreline are perceived as inaccessible, reflecting a need to combine factual and perceived accessibility of aquatic environments in detail during the planning processes and to discuss reasons for possible discrepancies between these two. Second, there was a remarkable seasonal variation in the use of aquatic environments, so more attention should be paid to social-demographic factors explaining the distribution of the use of urban nature. Third, it seems to be difficult to capture the variety of perceptions of people and to integrate them into planning and decision-making processes even on a local scale, and this challenge is likely even more pronounced on higher levels of planning and governance. Thus, better integration of regional and local-scale planning procedures should be encouraged. Building on these observations, we conclude that integration of procedural and distributive environmental justice into the practices of the governance of aquatic environments could remarkably decrease unwanted trade-offs and potential conflicts in their use and management.
