Transparency of public power is one of the main aspects of civil society. The actions of public administration bodies must be transparent, open, and ensure citizens’ legitimate rights and interests. Large-scale digitalization of society also affects public authorities, opening up new opportunities for improving the transparency of public administration and creating risks at various levels of public administration. The study is devoted to the issue of transparency of public authorities under the influence of digitalization. The normative legal acts of Ukraine, the Strategy of digital development, scientific achievements of domestic and foreign scientists are analyzed. The main elements of transparency of public authorities are identified: transparency, openness, and publicity. The level of digitalization penetration into the bodies of legislative, executive and judicial branches of power is characterized. The main functions that digitalization can perform in relation to public authorities are identified. The main achievements of Ukraine in terms of the public power digitalization, which has increased its transparency level, are described. They include a network of web portals of legislative, executive and judicial authorities, which provide public information in the form of messages, files, open data sets, photo and video information. Another important achievement is the service of providing services online and the introduction in Ukraine of full-fledged digital documents, which are analogs of physical. The main indicators of digitalization and characteristics of public authorities are identified: Digital Development Level, IMD World Digital Competitiveness Ranking, ICT goods exports, ICT goods imports, ICT service exports, Voice and Accountability, Political Stability and Absence of Violence/Terrorism, Government Effectiveness, Regulatory Quality, Rule of Law, Control of Corruption. A canonical analysis of digitalization impact on the transparency of public authorities quantitatively shows that public authorities are closely linked to digitalization and influenced by it.

Money laundering has become a global threat to the international stability and security, leading both to economic and social upheavals, and to an increase in terrorist threats. Therefore, an objective necessity arises for a more detailed study of the money laundering within the scope of its developmental patterns and time-dependent behaviour. The study mission is the development of a theoretical framework and methodological support for modelling the cyclic component of the money laundering risk. The correlation and regression are used for isolating the cyclic component. In turn, the Fourier harmonic analysis allows specifying the cyclic component. Additionally, we carried out a decomposition of time series, analysis of its volatility and persistence using the Hurst exponent. We determined the peaks, downturns and duration of the money laundering cycles in the developed economies and economies in transition, and established the possibility of predicting this process in the medium term. We proved the internationalization of the money laundering and the similarity of behaviour of trends that characterize it both for developed economies among themselves and between groups of countries. The further scientific research is needed within the framework of the imposition of trends in the development of the money laundering processes of some countries on others and the formation of international medium-term anti-fraud strategies.

This paper aims to address the practical challenge of enhancing the effectiveness of anti-money laundering systems within the context of the digital economy. Specifically, it examines how institutional, financial, and educational channels can be optimised to combat illicit financial activities. This research responds to the growing need for a comprehensive anti-money laundering framework that can adapt to the evolving dynamics of the digital economy, where financial crimes are becoming increasingly sophisticated. A methodological framework is proposed to assess and forecast the effectiveness of these channels, employing the principal component method and Saaty hierarchy analysis. The study incorporates both linear and nonlinear regression models to provide medium-term forecasts for the channels' characteristics and their contribution to anti-money laundering effectiveness. An integral indicator is developed to quantify the impact of these channels in combating illicit financial activities. Historical data are utilised to project trends up to 2025, revealing the expected influence of institutional, financial (investment), and educational channels on the anti-money laundering system. The results indicate that, without targeted interventions, the effectiveness of institutional and financial channels gradually decreases, whereas the educational channel maintains a positive trajectory. This analysis underscores the importance of strengthening institutional frameworks and financial oversight to ensure the sustainability of anti-money laundering measures in the digital economy.

Creating a fair investment environment is crucial for economic growth and attracting domestic and foreign investors. The purpose of this study is to find out how the shadow economy, harshness of courts against corrupt officials, tax pressure, and restrictions on business affect the fair investment environment. Therefore, two economic-mathematical models are built using multiple least squares regression analysis, in which the outcome variables are: in model 1 ‒ control over corruption, which is a component of the Global Governance Index; in model 2 ‒ the European Business Association’s Investment Attractiveness Index. The composition of the factor attributes in both models is the same: Corruption Perceptions Index by Transparency International; level of shadow economy according to the Ministry of Economy of Ukraine; the number of criminal cases in courts under the article “Acceptance of an offer, promise or receipt of an undue benefit by an official” using open data from the Unified State Register of Court Decisions; total tax and fee rate, which reflects taxes and mandatory payments as a percentage of commercial profit, determined by the World Bank Group methodology; assessment of “Starting Business” by Doing Business, according to the methodology of the World Bank Group. The modeling is based on the example of Ukraine for 2012‒2022. Calculations based on Model 1 show that restrictions on business have the greatest impact on the corruption control indicator (a 10% reduction in restrictions leads to a 3-point reduction in the need to control corruption), the shadow economy and tax pressure have an average impact (a one-point increase in them will increase the level of corruption by 0.4 points). The harshness of the courts against corrupt officials has the least impact (most corruption cases in Ukraine do not reach the courts). Calculations based on Model 2 show that the complexity of starting a business exerts the greatest impact on investment attractiveness (if it decreases by 15%, investment attractiveness will increase by almost 1 unit). The average impact is exerted by the increase in the shadow economy (a 10% increase in the shadow economy leads to a rise in investment attractiveness by 0.4 units). The insignificant impact is exerted by the tax burden and judicial punishment of corrupt officials.

Introduction. With the beginning of full-scale Russian aggression, the situation with mental health in Ukraine has significantly worsened. Medical workers who work with combatants during their treatment and rehabilitation are affected by secondary traumatic stress and also face a high level of professional stress, which can lead to a decrease in work efficiency and deterioration of health. Regular monitoring of professional life quality and timely implementation of measures aimed at increasing resilience level is extremely important for the successful professional activity of medical personnel who provide assistance to combatants. Objective. The objective of this study was to assess the professional life quality and resilience level of medical personnel in military treatment and rehabilitation facilities. Materials and Methods. 54 medical workers aged from 21 to 70 (average age – 39.1 ± 12.5) years participated in the study, among whom 70.4% were women and 29.6% were men. The respondents' work experience ranged from 1.5 to 53 years and averaged 18.0 ± 13.3 years. The majority of respondents (44.4%) were representatives of multidisciplinary hospitals. Among the survey participants, 27.8% were doctors, 16.6% were nurses, and 55.6% were other medical workers (nursing assistants, rehabilitation specialists). An online survey of participants was conducted using Google Forms. A questionnaire was developed consisting of several sections: the first section was an independently developed questionnaire that included biographical data of the participants; the second section was devoted to the study of the professional life quality of medical workers using the ProQOL-Health method; the third section was aimed at establishing the level of resilience according to the Connor-Davidson scale. Statistical analysis of the results was performed using Excel program. Descriptive statistics and correlation analysis methods were used. Results. Medical personnel in military treatment and rehabilitation facilities predominantly have an average level of resilience, both among all respondents altogether and in separate groups of men, women, and medical workers of different specialties, with a tendency for lower scores among women. All respondents had average scores on the scales “Perceived Support,” “Professional Burnout,” “Secondary Traumatic Stress,” and “Moral Distress.” In the group of nurses, the scores of perceived support tended to decrease, while secondary traumatic stress, professional burnout, and moral distress tended to increase. A difference was found with regard to “Compassion Satisfaction” among representatives of different professions. Physicians had a high level of compassion satisfaction; nurses and other healthcare workers had a medium level of compassion satisfaction, with nurses having the lowest level among others. Conclusions. The assessment of the professional life quality of medical workers in military treatment and rehabilitation facilities shows that nurses are the most vulnerable category of personnel and have higher scores of professional burnout, moral distress, and secondary traumatic stress and lower scores of compassion satisfaction and perceived support. Medical workers with a higher level of resilience have higher scores of compassion satisfaction and perceived support. Persons with a lower level of resilience are more prone to professional burnout, secondary traumatic stress, and moral distress

The article is devoted to the problems of the development of a system for combating the legalization of income obtained illegally in the context of digitalization of banking activities. The concept of the effectiveness of the anti-money laundering system was considered. The expediency of using the utility approach for modeling the effectiveness of the system for combating money laundering has been determined. The indicator of the effectiveness of the system of combating money laundering was chosen as the share of indictments sent to the court in the total number of criminal offenses for which pre-trial investigation was carried out in the corresponding period. The first alternative of choice — the focus on the development of identifying suspicious financial transactions is characterized by the indicator Share of criminal offenses for which pre-trial investigation was carried out per one transaction report submitted to the State Financial Monitoring Service. The second alternative of choice — the development of innovative technologies, is characterized by the indicator of the Level of digitalization of the economy. The input data are the indicators on the crime rate in Ukraine, the work of the pre-trial investigation bodies, obtained from the State Financial Monitoring Service of Ukraine, the General Prosecutor's Office of Ukraine and the State Statistics Service of Ukraine, suspicious financial transactions and the number of Internet subscribers. On the basis of the calculated autocorrelation coefficients of zero differences and determination of their statistical significance, a nonlinear function of the relationship between mictoramas was selected. Using the Stone-Geary utility function, which for the selected input data took the form of a Cobb-Douglas power function, the degree of response of alternative approaches to improving the effectiveness of the system of combating criminal proceeds was determined. The degree of digitalization of the economy has a high level of elasticity. Therefore, to increase the effectiveness of the system of combating money laundering, it is necessary to develop innovative information technologies in the field of FinTech. Keywords: bank, countering the legalization of criminal proceeds, the utility function of Stone-Geary, the Cobb-Douglas function, the effectiveness of combating the legalization of criminal proceeds, the digitalization of the economy.
