LID (low impact development) is the storm management technique designed for controlling runoff in urban areas, which can be used to solve urban flooding disasters. Taking Sucheng District of Suqian City, Jiangsu Province, China as an example, this project used SWMM (storm water management model) to study the effect of four different types of LID scenarios (① no LID technique, ② LID technique based on infiltration, ③ LID technique based on water storage, ④ LID technique based on the combination of infiltration and water storage) on urban flooding under different rainfall patterns. For the whole study area, the results show that infiltration facilities have the greater reduction rate of surface runoff compared with storage facilities. The combined model (infiltration + storage) works best in the reduction of peak flow and flood volume, with the maximum reduction rate of peak flow (32.5%), and the maximum reduction rate of flood volume (31.8%). For local nodes, infiltration facilities and water storage facilities have different effects. Infiltration facilities significantly reduce runoff of node 47, the reduction rate of ponding time ranges from 73.1% to 54.5%, while water storage facilities have no effects on it. Storage facilities significantly reduce runoff of node 52, the reduction rate of ponding time is 100%, while infiltration facilities have no effects on it. Under all the LID designs, runoff reduction gradually increases with the increasing rainfall amount, and peak reduction becomes stable when rainfall amount reaches about 81.8 mm. In general, the combined model (infiltration + storage) performs better than any other scenarios in runoff reduction. The research shows that LID facilities can greatly mitigate flood, thus the urban flooding disasters caused by extreme rainstorms can be prevented.
In recent years, urban flooding occurred frequently because of extreme rainstorms. Sponge city construction can effectively mitigate urban flooding and improve urban rainwater utilization. Low-impact development (LID) is regarded as a sustainable solution for urban stormwater management. In this project, a comprehensive evaluation system was developed based on environmental and economic benefits using the analytical hierarchy process (AHP) and the Storm Water Management Model (SWMM) of the United States (US) Environmental Protection Agency (EPA). The performance of four LID scenarios with the same locations but different sizes of green roof, permeable pavement, concave greenbelt, and rain garden were analyzed in the Sucheng district of Jiangsu province in China. Results illustrate that the green roof performed best in reducing runoff, while the rain garden performed worst. The LID combination scenario (1) that contained more green roof, permeable pavement, and concave greenbelt facilities, but fewer rain gardens had the better comprehensive performance on the basis of environmental and economic benefits. The combined scenario (2) (LID proportion of maximum construction area was 40%) could also be an alternative. This study provides a guide to optimize LID layouts for sponge city construction, which can also provide optimal selection for other sponge city constructions.
The carrying capacity of water resources can provide a reference index for regional economic construction and development. Hubei produces 13.2% of China’s hydroelectric energy and 4% of China’s water resources, highlighting that the reservoir group in Hubei province is relatively developed. In the current research on water resources carrying capacity, only the amount of water resources was considered; the benign mutual feeding effect of regional reservoirs on regional water resources carrying capacity was not reflected upon. In order to guide social and economic activities better, this paper proposes the addition of reservoir water storage to the calculation of water resources carrying capacity as a separate indicator. In this paper, the cloud model method was used to calculate the water resources carrying capacity of Hubei province and the Dematel method was used to determine the degree of importance of reservoir water storage. Finally, the degree of obstacles was also considered to discuss the main factors affecting the water resources carrying capacity of Hubei province. In the system discussed in this paper, the degree of influence and the affected degree of reservoir water storage were found to be 1.2915 and 0.5759, respectively. The calculation results showed that Hubei province’s water resources carrying capacity has been increasing every year and the amount of water resources per unit area was the main restricting factor, with the obstacle degree reaching 19.24% of the average annual level.
