Hongmeng Chen (Senior Member, IEEE) received the B.S. degree in communication engineering from Nanchang University, Nanchang, China, in 2008, and the M.S. and Ph.D. degrees from the National Key Laboratory of Radar Signal Processing, Xidian University, Xi’an, China, in 2012 and 2016, respectively.,From 2016 to 2019, he was a Post-Doctoral Researcher with the Second Academy of China Aerospace Science and Industry Corporation (CASIC), Beijing, China. He is currently a Senior Engineer with the Beijing Institute of Radio Measurement, Beijing. His research interests include synthetic aperture radar (SAR)/inverse SAR (ISAR) imaging, forward-looking radar (FLR) imaging, ground moving target indication (GMTI), and motion parameter estimation
