This work points out the main challenges of municipal and medical waste management sectors in the context of the COVID-19 pandemic in Romania. Key environmental threats are identified based on waste management deficiencies related to illegal dumping practices, waste collection schemes, landfills, and hazardous waste incinerators, waste statistics gaps, and unsound environmental awareness. COVID-19 related waste flow is estimated taking into consideration the potentially infectious waste from healthcare facilities and municipal waste generated in quarantine places and self-isolated persons at national levels. Some best practices are highlighted in management COVID-19 related waste flow and future perspectives are discussed.

Economia liniară bazată pe combustibili fosili, consumul excesiv de materiale și resurse naturale, generarea de deșeuri, poluarea mediului, inegalități socio-economice reprezintă o paradigmă depășită în secolul XXI în contextul schimbărilor climatice și obiectivelor de dezvoltare durabilă asumate prin Agenda 2030. România se confruntă cu probleme critice de mediu, inegalități socio-economice severe, disparități urban-rurale și regionale mai ales la periferia UE. Tranziția României către o economie circulară este un obiectiv prioritar asumat prin intermediul politicelor de mediu ale UE. Această lucrare analizează pe de o parte, deficiențile sistemelor actuale bazate pe economia liniară (deșeuri solide, ape uzate, energie, resurse naturale, inechități socio-economice, consum iresponsabil) precum și modele de bune practici în diferite sectoare economice care pot stimula progresul României către o economie circulară și o societate mai rezilientă. Acest demers se bazează pe un suport interdisciplinar implicând reprezentanți diverși din mediul academic (cercetători, cadre didactice, masteranzi, studenți) și preuniversitar, ONG-uri, autorități publice și mediul privat. Un demers comun la nivelul societății care dorește să atragă atenția asupra necesității implementării principiilor economiei circulare la nivelul factorilor de decizie. Un obiectiv cheie este pregătirea tinerei generații de a face față acestor noi provocări în România sprijinite pe de o parte, de învățământul universitar și preuniversitar, iar pe de altă parte, prin stimularea activității de cercetare științifică și proiecte de cercetare-dezvoltare–inovare în parteneriat cu mediul privat și ONG-uri privind rolul economiei circulare în dezvoltarea durabilă a României.

This paper provides a rapid assessment method of potentially infectious waste flow related to the coronavirus disease (COVID-19) pandemic in Romania focusing on the emergency state (from 16 March to 14 May 2020) where a national lockdown was in force with restrictive and social distancing measures concerning population mobility and economic activities. Medical and municipal waste management systems are critical services in combating the virus spread in the community. This assessment is useful due to poor available data of medical waste flow in environmental reports and it covers COVID-19 patients, quarantined, and self-isolated persons as the main potential infectious waste sources. The proposed model estimates that COVID-19 related waste flow is 4312 t at the national level from 25 February to 15 June of which 2633 t in the emergency state period. This assessment is correlated with deficiencies of medical and municipal waste management systems in Romania before the COVID-19 pandemic as stress factors of public health and environment. This study points out the main challenges of waste operators and reveals some best practices during this pandemic crisis. Based on the results and discussion section, several recommendations are proposed to COVID-19 waste-related issues and points out the crucial role of the reliable medical and municipal waste database in managing such biologic hazards at national and EU levels. Monitoring of COVID-19 waste flow through such models are important for decision-makers, particularly in low and middle-income countries which are facing waste management deficiencies and gaps in waste statistics, to reduce other contamination risks or related environmental threats.

The exposure of rural communities to illegal waste dumping practices associated with the lack of or poor waste collection schemes prior to the closure of rural dumpsites under EU regulations and the role of collection efficiency afterward in reducing this critical environmental threat constitutes a key issue in rural Romania. The present study reveals huge amounts of household uncollected waste released into the natural environment outside the official statistics of rural dumpsites. Despite the expansion of waste collection coverage towards rural areas since 2010, the problem of illegal dumping practice is difficult to solve. The improvement of collection efficiency, better law enforcement, and surveillance of environmental authorities coupled with educational and environmental awareness are necessary steps to combat this bad practice. A circular economy paradigm must be enacted in rural regions through separate collection schemes and to improve cost-efficient alternatives, such as home composting, and traditional and creative reuse practices, particularly in less developed regions.

This chapter aims to examine the current challenges in electronic waste (E-waste) management in a new EU Member State like Romania. The chapter analyzes the route from unsound disposal practices (e.g., illegal dumping) toward sustainable practices of E-waste under EU targets and objectives. This E-waste stream is toxic for the environment and public health, thus, proper collection, treatment, and recycling facilities are required. The waste management infrastructure must be completed by a comprehensive E-waste statistic database, reliable monitoring, and law enforcement activities. The chapter reveals the current gaps in E-waste management activities in Romania while highlighting the best practices in this sector. The chapter identifies the specific pathways for sustainable practices associated with electronic waste management. The role of different actors involved in E-waste flows is examined such as public institutions, private sector, NGOs or local community. This emerging E-waste stream has a high recycling and recovery potential which could further support a circular economy in Romania.

The paper performs a critical overview concerning the construction and demolition waste (C&DW) management issues in Romania. Five main stages related to C&DW management are highlighted such as: (i) illegal dumping on public lands; (ii) C&DW collection and disposal in urban landfills; (iii) C&DW treatment and reuse in civil constructions (roads, coating material for landfills); (iv) regional integrated waste management systems; (v) recycling of building materials (e.g., cement industry and recycled aggregates). The paper reveals the poor monitoring of C&DW flows across Romanian counties and the geographical dimension of this waste stream collected by waste operators. The paper examines the current challenges in Romania and it reveals the future prospects to provide a reliable transition towards sustainable C&DW management activities. The targeted route: waste fractions can be recycled and/or reused as building materials via integrated waste management systems, which enable a circular economy in urban and rural municipalities.

This chapter aims to reveal the geographies of E-waste flows at global and national levels based on waste statistics data and thematic cartography. Waste electrical and electronic equipment (WEEE) management practices are examined for each major geographical area respectively: Europe, North America, Latin America and the Caribbean, South America, Africa, Asia, and Oceania. Pollution and public health threats associated with improper E-waste management practices is a crucial environmental issue, particularly in emerging economies. Generation, collection, treatment, recycling, and recovery activities of WEEE are analyzed within each geographical area. The formal and informal sectors are further investigated, discussing the gaps and different prospects in development of sustainable E-waste management systems across developing and developed countries.

Changes in the contemporary world materialized in particular through population growth and mobility, urbanization, and economic expansion also result in an increased exposure of people and assets to extreme events and impose, implicitly, adequate management of induced risks. The occurrence of natural and anthropogenic risk phenomena, known as hazards, puts a heavy tribute on disaster-sensitive human communities regardless of their level of development. The magnitude of the disasters and their increasing frequency and severity imply the need for their approach by the entire world community and for global action. Knowledge of risks becomes a sine qua condition in carrying out impact studies, risk prevention plans, spatial planning plans, and, in general, a condition for effective management of natural resources or sustainable development projects.

The lack of proper waste collection systems leads to plastic pollution in rivers in proximity to rural communities. This environmental threat is more widespread among mountain communities which are prone to frequent flash floods during the warm season. This paper estimates the amounts of plastic bottles dumped into the Izvoru Muntelui lake by upstream rural communities. The plastic pollution dimension between seasonal floods which affected the Bistrita catchment area during 2005–2012 is examined. The floods dumped over 290 tonnes of plastic bottles into the lake. Various scenarios are tested in order to explain each amount of plastic waste collected by local authorities during sanitation activities. The results show that rural municipalities are responsible for 85.51% of total plastic bottles collected during 2005–2010. The source of plastic pollution is mainly local. The major floods of July 2008 and June 2010 collected most of the plastic bottles scattered across the Bistrita river catchment (56 villages) and dumped them into the lake. These comparisons validate the proposed method as a reliable tool in the assessment process of river plastic pollution, which may also be applied in other geographical areas. Tourism and leisure activities are also found to be responsible for plastic pollution in the study area. A new regional integrated waste management system should improve the waste collection services across rural municipalities at the county level when it is fully operational. This paper demonstrates that rural communities are significant contributors of plastics into water bodies.

The paper aims to examine the changes in the rural waste management sector at regional scale since the Romania adhesion to the EU in 2007. The traditional waste management based on the mixed waste collection and waste disposal often on improper sites prevailed in municipal waste management options of transitional economies across the globe. The lack of formal waste collection services in rural areas has encouraged the open dumping or backyard burning. The paper analyzes the improvements and challenges of local authorities to fulfill the new EU requirements in this sector supported by data analysis at local administrative unit levels and field observations. Geographical analysis is compulsory to reveal the local disparities. The paper performs an assessment of waste collection issues across 78 rural municipalities within Neamt County. This sector is emerging in rural areas of Eastern Europe, but is far from an efficient municipal waste management system based on the waste hierarchy concept.
