In most advanced countries of the world, the transition of public administration to “digital tracks” is proceeding rather slowly; development is far behind officially defined and announced schedules. In this regard, the digital modernization of the public administration system becomes particularly relevant. The purpose of the article is to identify the prerogatives for digital modernization of the public administration system, based on an assessment of the development of digital government and identification of major barriers. Based on the assessment, a high level of development of the digital government in Kazakhstan has been determined, despite the special emphasis of government agencies on automation in recent years, the visible results of the conversion of public services into electronic format are still unsatisfactory. The article discusses the main barriers and prerogatives of digital modernization of the public administration system. The authors conclude that active digital modernization of the public administration system implies the expansion of methods for analyzing and evaluating the implementation of government programs and projects, including the audit of the effectiveness and efficiency of their implementation.

The creation of a well-defined strategy and tactics of logistics services for various groups of customers with the definition of the range of services is extremely important for a service producer in terms of its competitiveness and market stability. The purpose of the study is to propose a method for classifying logistics services based on the use of ABC analysis, which allows Pareto to distribute services according to their degree of influence on the cost of production, which will enable the formation of an effective system of logistics services. A method for the classification of logistics services is proposed. The implementation of the proposed method made it possible to determine the types of services that should be differentiated.

The article shows that the implementation of oil and gas companies will be implemented in many sectors of the global economy, including the main development sector-manufacturing industry. In Kazakhstan, “positive” experience has been accumulated in connection with the implementation of the oil and gas sector, because it is one of the main aspect of the global industries in our republic. The purpose of this article is to identify trends in the innovative development of the manufacturing industry, as well as to systematize the basic elements of the development industry and economic growth of the country. The correlation analysis will show how the innovation activity of the companies influencing on the GRP of the country. The potential of the company contains any and all available resources: financial, labor, material, immaterial and others, as well as the ability of managers to manage these resources in order to create products and services and to maximize earnings. For the purpose of getting the full company value the company’s potential should be taken into account while applying the income method for valuation oil and gas companies, in calculating the discounted cash flows. The potential management can influence the value of a company and, consequently, the company management.

This article looks at recently published research on social media consumers. Five topics are highlighted: consumer digital culture, responses to digital advertising, the impact of social media on consumer behavior, mobile environments, and online rumors (WOM). The articles examines how consumers experience, are influenced and are influenced by the digital environment they are in as part of their daily lives. Much remains to be understood, and existing knowledge tends to focus disproportionately on WOM, which is only part of the digital consumer experience. Several avenues for future research have been proposed to encourage researchers to consider a wider range of phenomena.

This article is devoted to the creation of intelligent modelling tools for decision support in the evaluation of intellectual projects submitted for financing, as based on qualitatively defined characteristics. The economic and mathematical models that form the basis of the toolkit are constructed using the mathematical apparatus of fuzzy logic, which allows for the description of poorly structured knowledge of specialists, as well as their application in solving questions about the extent of the impact of the proposed projects on the environment. The authors classify investment projects according to the degree of impact on the environment, the environmental criteria required by the investor for the evaluation of investment projects, and the formal formulation of the problem of evaluation of investment projects when taking into account the environmental factor. The toolkit was created based on the concept of intellectualization, where economic and mathematical models for the evaluation of investment projects are programmatically implemented via the tools and functions available in the MATLAB package.

The article considers the issue of digital transformation, which can become the basis forthe further development of the principle of management by results of the state, since it allows you toovercome its previously identified limitations. The purpose of this article is a detailed study of new businessmodels, including the so-called proactive service based on data, as well as the integration of modernfragmented information systems and communication channels. It is shown that despite the resultsachieved, problems associated with an insufficient level of openness, customer orientation and activityremain relevant. For example, government agencies are reluctant to disclose information that can beused to create added value in the form of relevant and relevant open data. The e-government developmentindex (EGDI) in the Republic of Kazakhstan is analyzed. The results of the analysis revealed a highlevel of development of e-government. However, according to the authors, it is necessary to study inmore detail new business models, including the so-called proactive service based on data, as well asthe integration of modern fragmented information systems and communication channels to implementa multi-channel service model by creating a single “front office” aimed at providing the availability ofinformation and services at anytime, anywhere and on any device (contact center, web portal, smartmessengers, mobile applications, SMS messages). В статье рассмотрены вопросы цифровой трансформации, которая может статьбазой дальнейшего освоения государством принципа управления по результатам, посколькупозволяет преодолеть его ранее выявленные ограничения. Целью данной статьи являетсядетальное изучение новых бизнес-моделей, включая так называемый проактивный сервисна основе данных, а также интеграцию современных фрагментированных информационныхсистем и каналов связи. Показано, что несмотря на достигнутые результаты, проблемы,связанные с недостаточным уровнем открытости, ориентации на клиента и активности, остаютсяактуальными. Так, например, правительственные учреждения неохотно раскрывают информацию,которая может быть использована для создания добавленной стоимости в форме релевантныхи релевантных открытых данных. Анализирован индекс развития электронного правительства(EGDI) в Республике Казахстан. По результатам выявлен высокий уровень развития электронногоправительства. Однако, по мнению авторов, необходимо более детально изучить новые бизнес-модели, включая так называемый проактивный сервис на основе данных, а также интеграциюсовременных фрагментированных информационных систем и каналов связи для реализациимодели многоканального сервиса путем создания единого «фронт-офис», нацеленного наобеспечение доступности информации и услуг в любое время, в любом месте и на любомустройстве (контакт-центр, веб-портал, смарт-мессенджеры, мобильные приложения, SMS-сообщения).

Due to the rapid growth of the market of scientific and technical products and the high level of competition, market appropriate solution becomes finding ways to commercialization of research products. The article substantiates the need for accelerated modernization of the Kazakh economy based on increasing the effectiveness of scientific research and introduction into industrial production of research results while diversifying the ways of commercializing R&D results. In this article, the authors analyze the current state of Kazakh science. As a result of the research, a new mechanism for multi-criteria selection of promising R&D results of scientific organizations has been proposed and a system of organizational and economic support for their commercialization has been substantiated. The results will be useful in the practical activities of both scientific and industrial organizations.

There is no consensus in theoretical and empirical studies about the relationship between bank competition and stability. This research aims to investigate the relationship between bank competition and stability in the UK. The analysis has been done on a large sample of UK banks for the period 2004–2014. There is quite contrasting evidence on the bank competition and bank soundness relationship. A unified framework has been developed to assess how different factors may make it more likely that the data favor one theory over another. The results suggest that in some cases a U-shaped relationship exists between bank competition and stability. Therefore the conclusion is that in order to protect the bank from different risk exposures a moderate level of bank competition is needed.

In 2015-2016, there was a further increase in the number of foreign investment projects being implemented in China, although overall growth in FDI has been declining since 2011. It should be noted that starting from 2010, the tendency of exceeding the volumes of Chinese investments in the EU over EU’s investments in China remains. Factors of China’s investment attractiveness have been singled out and analysed, namely: weakening of the Yuan; stimulation of domestic consumption and investment; preservation of a relatively low level of domestic prices in relation to prices in the USA and among the leading Asian exporters of industrial products; harmonization of the country’s legislation with WTO requirements. The results of the analysis of GDP growth rates of China, USA and Kazakhstan for 2011-2015 show that China’s GDP growth rates are almost five times higher than Kazakhstan’s ones, and three times higher than USA’s ones. It is advisable to agree with the forecasts concerning the preservation of the growth rates of the Chinese economy by 6-7% annually until 2030 if the current trends of the world economic development remain.
