He was a project manager and researcher at the Centre for Naval Systems Analysis (CASNAV) from 1997 to 2007 (working for 10 years in technological development activities in the areas of IT, software, usability, interface, among others); in 2007, he was head of the Department of Systems Engineering at CASNAV. Subsequently, he served as Deputy Director of this Centre (his last position) until 2008, when he resigned from active service in the Navy. He has experience in Information Administration (IT) and Information Architecture, with an emphasis on Risk Management, working mainly in Multicriteria Decision-Making, Operations Research, and Production Engineering. He was vice-president of the Brazilian Society for Operational Research from 2006 to 2012, having previously served as Treasurer for four years. He holds the position of associate professor 4 at Fluminense Federal University, where he coordinated the postgraduate course in Production Engineering in 2022 and 2023. He was an hourly professor at IBMEC (for 8 years) and at Veiga de Almeida University (for 13 years). He was the coordinator of the MBA in Governance and Information Technology and the Management Graduation at INFNET from January to October 2010.
