The use of metrics is important in software development activities as they make it possible to check quality, identify failures and other benefits. The objective of this paper is to propose a new software metric based on a bibliometric study and a literature review on software metrics. The bibliometric research was carried out in the Scopus and Web of Science databases to identify the distribution of articles by year of publication, the main authors, affiliation, country, the most common languages, the types of documents, journals with more publications, areas of knowledge, and the keyword clusters. Twenty-three articles were subsequently selected for reading to compose the literature review. The results of the bibliometric research show that (i) there is no defined core of research; (ii) there is a fluctuation of the number of published articles; (iii) the predominant language is English, and the country with the highest index of publications is the United States; (iv) the main area of knowledge is computer science; (v) in relation to affiliation, Florida Atlantic University stands out; (vi) the journal with the largest number of publications is the Journal of Systems and Software. The literature review showed that many software metrics can be used for different purposes, but most of them are related to code, and none are related to acceptance. As such, a support metric for the software acceptance process is proposed to facilitate the delivery phase of the software product, providing security for the customer and cost savings for the developing company.

The increase in the number of cases of the new coronavirus has threatened the capacity of health systems worldwide, with several states declaring the collapse of the hospital system. In order to find a way to support Brazil in the fight against the pandemic, this article used the Value-Focused Thinking (VFT) and ELECTRE-MOr methods to select the most suitable hospital aircraft to be acquired by the Brazilian government. The airplanes would be used in aeromedical evacuations, supporting the fight against the pandemic, especially in regions where there are no more ICU beds available, transporting patients to other locations with greater structure, technological and technical experience. To this end, six models manufactured by Embraer, employed in aeromedical evacuations, were evaluated in the light of operational, technical and commercial criteria. This paper aims to solve a problem of extreme relevance to academia and society, as it proposes the application of a new Multi-Criteria Decision Support (MCDS) method to contribute to the solution of a problem that affects millions of people in Brazil and worldwide. After the application of the methods, Legacy 450 and Praetor 500 aircrafts were chosen as the most indicated to be acquired by the Government and used as hospital aircrafts in the fight against the pandemic.

A pesquisa vislumbra a possibilidade de se estabelecer uma conexão entre educação, trabalho e o plano jurídico, debruçando-se especificamente sobre o sistema prisional. O seu objetivo é empreender a análise da viabilidade da educação e do trabalho como instrumentos de ressocialização de indivíduos encarcerados na região metropolitana do Rio de Janeiro. O corrente estudo fundamentou-se na abordagem da pesquisa qualitativa. Para alcançar o objetivo proposto, foram selecionados os seguintes recursos metodológicos, a saber: pesquisa bibliográfica; análise de documentos escritos, em especial, dispositivos legais e normativos. Foram consultados livros, artigos, teses, dissertações e informações disponíveis em portais administrados por órgãos públicos e privados. Supletivamente, este trabalho contou com os aportes das pesquisas empreendidas por Julião (2007, 2009 e 2012). Vislumbra-se que a modesta contribuição desta pesquisa seja a adoção de uma abordagem interdisciplinar. Os apontamentos realizados ao longo da pesquisa evidenciam que a educação e o trabalho ainda não se configuram como instrumentos efetivos de ressocialização de apenados. Espera-se que o presente estudo possa favorecer as discussões sobre ressocialização de indivíduos encarcerados a partir das ações empreendidas pela educação e pelo trabalho no ambiente prisional, permitindo a articulação entre profissionais das searas da administração penitenciária, da educação e da sociedade civil.

The budgetary constraints for the Brazilian Navy (BN) have caused several negative effects, resulting in an undersized fleet, decreasing the capacity to protect marine oil and natural gas fields, combat marine pollution from ships, and monitor other illegal activities at sea and inland waters. This paper aims to choose a medium-sized warship to be built by the BN, through the application of the Analytic Hierarchy Process (AHP) method. After a bibliometric study on Multiple-Criteria Decision-Making (MCDM), the AHP was chosen as the most appropriate method for the proposed case study. We analyzed three ship projects with regard to nine operational and economic criteria, taking into account the evaluations of BN officers with recognized experience and knowledge in military operations. We also introduced a sensitivity analysis based on the relationship between standard deviation and mean scores in order to verify and increase the reliability of the ranking. As a result, the methodology suggested that the best option is to build a brand-new ship with more significant modernizations to provide for the operational needs of the BN.

The Brazilian Navy's main mission is to control maritime areas, deny the use of the sea to the enemy and design the Naval Power, thus defending the Brazilian Jurisdictional Waters (BJW). For this, a robust naval force is needed to enable the fulfillment of its mission. The Brazilian Navy Fleet is located in the interior of Guanabara Bay, where the Port of Rio de Janeiro is also located. This fact weakens the National Defense since there is the possibility of carrying out, by ships, submarines, or mines enemies, a dam or blockade of the only exit to the sea. Therefore, this paper aims to select the most suitable city to be the headquarters of the Second Fleet of the Brazilian Navy. Several localities distributed throughout practically all navigable areas of the Brazilian territory were analyzed as possible headquarters for the Second Squadron. For the structuring of the problem, the Soft Systems Methodology (SSM) was used. For the decision-making process, hybrid modeling was used, with the SAPEVO-M method to obtain the weights of the criteria and the VIKOR method for the evaluation of alternatives. For the composition of the model, the criteria Distance to the Sea (KM), Width of Departure (KM), Distance from Rio de Janeiro (MN), Infrastructure for Repairs, and State of the Sea (Scale) were selected. After the application of the methods, the city of Belém was selected as the most indicated to be the headquarters of the new Brazilian Fleet.

This paper presents a new approach based on Multi-Criteria Decision Analysis (MCDA), named PROMETHEE-SAPEVO-M1, through its implementation and feasibility related to the decision-making process regarding the evaluation of helicopters of attack of the Brazilian Navy. The proposed methodology aims to present an integration of ordinal evaluation into the cardinal procedure from the PROMETHEE method, enabling to perform qualitative and quantitative data and generate the criteria weights by pairwise evaluation, transparently. The modeling provides three models of preference analysis, as partial, complete, and outranking by intervals, along with an intra-criterion analysis by veto threshold, enabling the analysis of the performance of an alternative in a specific criterion. As a demonstration of the application, is carried out a case study by the PROMETHEE-SAPEVO-M1 web platform, addressing a strategic analysis of attack helicopters to be acquired by the Brazilian Navy, from the need to be evaluating multiple specifications with different levels of importance within the context problem. The modeling implementation in the case study is made in detail, first performing the alternatives in each criterion and then presenting the results by three different models of preference analysis, along with the intra-criterion analysis and a rank reversal procedure. Moreover, is realized a comparison analysis to the PROMETHEE method, exploring the main features of the PROMETHEE-SAPEVO-M1. Moreover, a section of discussion is presented, exposing some features and main points of the proposal. Therefore, this paper provides a valuable contribution to academia and society since it represents the application of an MCDA method in the state of the art, contributing to the decision-making resolution of the most diverse real problems.

This paper proposes a model to evaluate business projects to get into an incubator, allowing to rank them in order of selection priority. The model combines the Momentum method to build prospective scenarios and the AHP-TOPSIS-2N Multiple Criteria Decision Making (MCDM) method to rank the alternatives. Six business projects were evaluated to be incubated. The Momentum method made it possible for us to create an initial core of criteria for the evaluation of incubation projects. The AHP-TOPSIS-2N method supported the decision to choose the company to be incubated by ranking the alternatives in order of relevance. Our evaluation model has improved the existing models used by incubators. This model can be used and/or adapted by any incubator to evaluate the business projects to be incubated. The set of criteria for the evaluation of incubation projects is original and the use of prospective scenarios with an MCDM method to evaluate companies to be incubated does not exist in the literature.

RESUMO: Sabe-se que o saneamento básico de qualquer instalação impacta diretamente na qualidade de vida das pessoas que habitam ou trabalham naquele espaço, contribuindo inclusive para a preservação ou degradação do ambiente circundante. Assim, este trabalho tem o objetivo de aplicar o método do caminho crítico à obra de esgotamento sanitário do Complexo Naval da Ilha do Governador. Será utilizado o PERT/CPM, Método do Caminho Crítico, em sua execução, com o propósito de acompanhar as atividades das obras de reparo. O referido método fundamenta-se na Teoria dos Grafos, devendo ser utilizado estrategicamente pelo gestor, tendo em vista que indica o conjunto de atividades que não podem sofrer atraso, sob pena de atrasar todo o projeto. No que tange à metodologia, a presente pesquisa pode ser classificada como exploratória e estudo de caso. Com o advento deste estudo, vislumbra-se a possibilidade de se devolver a funcionalidade da rede de esgoto sanitário do aludido Complexo Naval, manter todas as características de operação do sistema original, recuperar os sistemas de equipamentos da elevatória existente e contribuir com a diminuição da poluição das águas que margeiam as instalações. O estudo encontra-se dividido em cinco seções a saber: Introdução, Descrição do Problema, Fundamentação Teórica, Método do Caminho Crítico e Considerações Finais. Verificando os resultados obtidos com a utilização dos métodos PERT/CPM, foi possível observar a importância do Caminho Crítico das atividades desenvolvidas na obra. Esta pesquisa pode trazer uma significativa contribuição para a sociedade na medida em que o bom andamento da obra em questão pode evitar o despejo de milhares de litros de esgoto in natura na Baía de Guanabara. Atualmente, a sociedade está cada vez mais preocupada com a questão ambiental, fazendo que as organizações públicas e privadas se adaptem a essa nova realidade. Assim, a Alta Administração do SENAI CETIQT manifestou o interesse em substituir as atuais lâmpadas fluorescentes do campus Riachuelo por lâmpadas LED, que, embora tenham um custo unitário maior, promovem uma economia considerável em médio e longo prazo. A primeira dificuldade encontrada foi definir o modelo de lâmpada LED que melhor atenderia às necessidades da instituição. Inicialmente, houve o entendimento ea estruturação do problema por meio de um brainstorm, resultando em quatro critérios julgados indispensáveis para a aquisição, que são custo, facilidade de instalação, vida útil e tempo de garantia. Por meio desses critérios, elencaram-se cinco modelos de lâmpadas LED que poderiam ser adquiridas. Como arcabouço metodológico, utilizou-se o método multicritério THOR, uma vez que os critérios e as alternativas estavam bem definidos. Assim, chegou-se à lâmpada tubular como o modelo mais indicado para o SENAI CETIQT, levando em consideração as especificidades da organização.

Esta investigación tiene como objetivo identificar y evaluar activos intangibles en un universo de proyectos de tecnología de la información (TI) con 173 profesionales de TI en Brasil. Los métodos de investigación seleccionados fueron la encuesta y la revisión de la literatura, caracterizados por un estudio exploratorio, teórico reflexivo, cualitativo y cuantitativo. Hay activos intangibles recurrentes y nuevos en proyectos de TI identificados y ratificados por los resultados de la encuesta, ampliando la lista inicial. Entre los métodos evaluados, ninguno de ellos era totalmente adherente a la evaluación de activos intangibles en proyectos de TI. Sin embargo, la relevancia del uso de métodos para evaluar los activos intangibles relacionados con los proyectos de TI y sus beneficios también se ratificó en la encuesta, lo que indica la necesidad de desarrollar métodos y herramientas específicos para este propósito.

Sustainability has become a relevant element for organizations due to several motivators: companies adopt sustainability practices in need for regulatory compliance, anticipation of regulatory changes, understanding of limited natural resources, and a desire to limit expenditure associated with resource consumption and waste disposal. Thus, this article aims to identify the gaps present in maturity models, present an integrator theoretical model that considers the characteristic elements of the models present in the literature and affects the level of maturity in sustainability. The construction of the integrator theoretical model was based on the following stages: research questions; theoretical framework on Supply Chain Management; sustainability and concept of maturity model; maturity models and performance measurement systems; interpretation/analysis of research; and construction of the integrator theoretical model. The literature review was carried out in the Scopus and Web of Science databases. The main conclusions: maturity models focus on only one aspect or are excessively broad and do not include in detail the elements necessary to measure the level of maturity in sustainability. The proposed model aims to mitigate these gaps with the addition of the cross-sectional dimension, which offers an integrated and holistic view in relation to the other dimensions.

Due to successive budget restrictions, Brazilian Navy currently has an undersized fleet of only eleven escort ships, many of which are nearing the end of their useful lives. It’s estimated that in 2024, when the first Tamandaré class frigate is due to be delivered, the country will have only five escort ships in operation. Thus, it is expected that Brazilian Navy will make opportunity purchases, in order to maintain the readiness of the fleet. The article aims to select a ship for purchase, among eight ships used by navies around the world, through Multicriteria Decision Aiding Hybrid Algorithm (THOR), identifying the alternative that “best” satisfies the replenishment of escorts. The use of pertinence associated with the values of the alternatives made it possible to quantify and include uncertainty in the decision-making process. In the result generated by THOR, the LCF alternative obtained the highest score in the three ordering types (S1, S2 and S3).

Regarding the theme of naval warfare and its needs when addressing the use of tools and instruments for its enhancement, this study aims to present a case based on the need of the Brazilian Navy to carry out a possible acquisition of a Remotely Piloted Aircraft System for use in naval warfare. It was proposed the new hybrid modeling PROMETHEE-SAPEVO-M1, based in Multicriteria Decision Methods, as a methodology and for the decision analysis of this case, which allows a detailed assessment with not only qualitative data, but also quantitative data in the case, a structured format for evaluating and obtaining weights for the criteria, and three integrated models of results analysis. In addition to the proposed method, a computational tool developed in the Python language was used to assist the decision-making agent in the process of analyzing and evaluating the aircraft regarding the required criteria. The proposed method proves to be effective and legitimate because through it is possible to evaluate data of different natures in an equivalent evaluation format, generate weights and have three models of results analysis, providing to the Brazilian Navy a complete, robust and integral analysis with attention to details of the most favorable remotely piloted aircraft in the naval warfare.

University laboratories involved with the teaching of science develop several intellectual property assets, offering to universities opportunities for investing in the scientific environment. Such feedback loop might be improved if investments in laboratories with high efficiency rates were analyzed and investigated. The purpose of this paper is to analyze how efficiency is taken into account in biomedicine, medicine and exact sciences laboratories to receive financial investments, through Data Envelopment Analysis (DEA); at the same time, it was possible to observe the low efficiency of some scientific laboratories, which indicates a need for improvement in the scientific environment to subsidize scientific research by using its own revenues.

Lean management principles include customer focus, continuous improvement and quality through waste reduction for organizations, including IT, bringing benefits such as bringing people together and changing paradigms. In this context, this paper presents a literature review on the current characteristics of lean manufacturing applied to information technology departments or companies. The methodology includes the selection of documents from the Scopus and Web of Science databases, a bibliometric study and a literature review with the selected documents. The bibliometric study identified the document type, language, year of publication, authors, author network, author’s H-index, affiliation, keyword clusters, country or territory and field of knowledge. The VOSviewer software was used to create the maps of the author network and keyword clusters. The literature review presented the main topics of Lean IT, which is a relatively new field of knowledge yet to be fully explored and researched. The results showed that there is no typical pattern regarding the number of publications, and that the concept is still much more used in business than in academy. There is no core of well-defined authors. The Lean methodology is not just the so-called "factory floor". It has been adopted by several other areas; although 50% of the documents are concentrated in two areas: Computer Science and Engineering. Hopefully this paper can contribute as a source of data for future studies on lean management within IT.

OBJECTIVE: To apply the THOR 2 multi-criteria support system to select the Brazilian navy’s most suitable hospital care vessel (NAsH) to support the fight against the covid-19 pandemic. METHODS: We used the first three stages of the Soft Systems Methodology for structuring and modeling of the problem. For the evaluation and ordering of alternatives, we used the Thor 2 multi-criteria support system, comparing four classes of NAsH in the light of their operational and hospital criteria: “Dr. Montenegro,” “Soares Meirelles,” “Oswaldo Cruz” and “Tenente Maximiano.” The chosen ship would support the amazon hospital system, which has an increasing number of cases of covid-19. RESULTS: After the application of the methods, we analyzed three distinct scenarios of ordering the alternatives, which allowed a robust sensitivity analysis, conferring greater transparency and reliability to the decision-making process. The NAsH “Oswaldo Cruz” was selected to be used in the fight against the pandemic. CONCLUSIONS: This study brings valuable contribution to academia and society, since it represents the application of a multi-criteria decision-aid method in the state of the art to contribute to the solution of a real problem that affects millions of people in Brazil and worldwide.

This research has as main objective prepare a qualification plan for vaccines secondary material packaging lines, in order to guide its practice and to define the tests required for the pharmaceutical industry in Brazil. This study sought to ensure product quality and health through better testing planning needed for proper installation, operation and performance of the equipment, as the few existing national regulations are generic regarding this type of approach. For this, a literature review was conducted using the most comprehensive research bases of scientific articles to describe the state of the art on the subject. The survey questionnaire was applied to the qualification and validation specialists. The use of a statistical tooling helped in the process of identification of the tests which cannot be missed within a quality planning. It is expected that the result of this study, through the development of a qualification plan, will add safety, reproducibility and effectiveness to the quality of the product and facilitate regulatory compliance with regulatory agencies. In addition, this plan will aim to contribute to other equipment and systems aimed at guiding specialists in qualification activities and the advancement of literature research.

Este artigo tem por objetivo aplicar o método SAPEVO-M a fim de selecionar o Navio da Marinha do Brasil (MB) mais indicado a ser empregado no apoio ao combate à pandemia de COVID-19. Para a análise proposta, foram comparados os três navios da Esquadra mais comumente empregados em ações de ajuda humanitária: PHM “Atlântico”, NDM “Bahia” e NDCC “Saboia”. O navio escolhido seria empregado como Navio-Hospital, focando seus atendimentos médicos em casos menos graves, de doenças não-contagiosas, ajudando a aliviar o sistema hospitalar do país, que corre o risco de colapsar devido ao elevado número de casos de COVID-19. Os navios tiveram suas características operacionais e instalações hospitalares avaliadas por Oficiais Médicos e operativos da MB, levando em consideração os critérios mobilidade, capacidade aérea e capacidade hospitalar. Este trabalho traz uma valiosa contribuição para a academia e sociedade, uma vez que representa a aplicação de um método de auxílio à decisão multicritério no estado da arte para contribuir com a solução de um problema real que afeta milhões de pessoas no mundo. Após a aplicação do método, o NDM “Bahia” foi selecionado para ser empregado como Navio-Hospital no combate à pandemia.

This document presents a proposal of structuring the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) twice normalized. Instead of using Euclidean distances, TOPSIS was reckoned by the ellipse length because it was necessary to observe a distance without the basic assumption about to know the way where the “pulse” might go it. The dataset was observed by other works without grouping, as it was possible to observe the distances towards the decision occurred and also the concentration of alternatives at same ranked place, forming a kind of “group” at this proposal.

Purpose The purpose of this paper is to observe how to invest in upper-middle income countries via an innovation perspective following global innovation index (GII) by multicriteria decision aid (MCDA) approach, once MCDA was designed to support subjective decisions. Design/methodology/approach Pearson’s correlation was the milestone for understanding innovation indicators at upper-middle income countries profiles. In a MCDA first step, the analytical hierarchy process (AHP) was applied to obtain the criteria weight. In this step, the judgments or evaluations inputted in AHP were collected from a sample composed by five experts in GII. After getting the criteria weights compose to GII, Borda and Preference Ranking Organization Method for Enrichment Evaluations (PROMÉTHÉE) methods were applied to obtain an MCDA-based GII. The inputs for this second step were: the weights come from AHP output; and the countries performance came from GII data. Findings As a result, it was found out the upper-middle countries’ rank to invest and groups with countries acting like “hubs” or “bridges” for economic sectors in near countries; when they are grouped according to their maximum and minimum scores profiles, observing not only a particular region but also similar profiles at diverse world areas. Originality/value Pearson-AHP-PROMÉTHÉE works as a supportive decision tool for several and complex investment perspectives from criteria and alternatives analysis regarding innovation indicators for upper-middle income countries. This combination also demonstrates grouping possibilities, aligning profiles and not only ranking countries for investment and eliminating others but also grouping countries with similar profiles via innovation indicators MCDA combined application.
