The risk prioritization process is one of the most crucial steps for risk evaluation of potential hazards. The Fine-Kinney method has been commonly applied to controll risks in practice, while the classical Fine-Kinney has limitations in the determination of important degrees of risk parameters. In addition, current risk prioritization approaches for Fine-Kinney overlook the bounded rational behavior of expert within the uncertain context, especially, the high uncertain environment. The purpose of this paper is to develop a hybrid risk prioritization approach for Fine-Kinney by using generalized TODIM (an acronym in Portuguese of interactive and multi-criteria decision making), best-worst, and the interval type-2 fuzzy set. First, the linguistic terms and interval type-2 fuzzy numbers are adopted to handle the expression problem of the team members’ uncertain evaluation information. Second, in order to obtain the objective weights of risk parameters, the best-worst method is proposed to determine the relative importance degrees of risk parameters. Third, the interval type-2 fuzzy numbers are incorporated into the generalized TODIM method to determine the risk priority orders of hazards, which can simulate the experts’ bounded rational behavior under uncertain environment. Finally, a practical risk analysis example of ballast tank maintenance and the sensitivity and comparison analysis is presented to demonstrate the application of the proposed Fine-Kinney framework. The sensitivity analysis and comparison are employed to validate the reliability of the new risk prioritization model.

Enhancing the reliability of machine tools and preventing the potential failures in the manufacturing process is one of the most important tasks for the development of industry. The failure mode and effects analysis (FMEA) is the well-known and widely utilized approach to identify and evaluate potential failures for preventing risk in various enterprises. It is a group-oriented technique ordinarily conducted by a group of experts from related fields. Obviously, an effective approach should be developed, which is used to integrate risk evaluation information from multiexperts by considering group and individual risk attitudes. This article proposes a hybrid FMEA framework for addressing machine tool risk analysis problem by integrating cloud model, Choquet integral, and gained and lost dominance score (GLDS) method. In this framework, an improved Shapley cloud-Choquet weighting averaging operator is defined to fuse random and uncertain risk information by considering the correlations among experts. An extended GLDS method with developed Choquet integral based on distance measure of normal clouds is presented to prioritize the risk priority of each failures, in which the group and individual risk attitude and risk interactions are considered simultaneously. Finally, a real risk analysis of machine tool in a machine tool industry is introduced to illustrate the application and feasibility of the proposed approach, and comparison and sensitivity studies are also conducted to validate the effectiveness of the hybrid framework.
This paper aims toward the improvement of the limitations of traditional failure mode and effect analysis (FMEA) and examines the crucial failure modes and components for railway train operation. In order to overcome the drawbacks of current FMEA, this paper proposes a novel risk prioritization method based on cumulative prospect theory and type-2 intuitionistic fuzzy VIKOR approach. Type-2 intuitionistic VIKOR handles the combination of the risk factors with their entropy weight. Triangular fuzzy number intuitionistic fuzzy numbers (TFNIFNs) applied as type-2 intuitionistic fuzzy numbers (Type-2 IFNs) are adopted to depict the uncertainty in the risk analysis. Then, cumulative prospect theory is employed to deal with the FMEA team member’s risk sensitiveness and decision-making psychological behavior. Finally, a numerical example of the railway train bogie system is selected to illustrate the application and feasibility of the proposed extended FMEA model in this paper, and a comparison study is also performed to validate the practicability and effectiveness of the novel FMEA model. On this basis, this study can provide guidance for the risk prioritization of railway trains and indicate a direction for further research of risk management of rail traffic.

Many attempts have been made to identify barriers to blockchain adoption in supply chain; however, barriers to blockchain adoption in supply chain finance (SCF) are underexplored. This study prioritizes barriers to blockchain adoption in SCF and evaluates the barrier level of each alternative participant. We propose an integrated decision model to prioritize the barriers and evaluate their levels of alternative participants. To determine the barriers, we conducted a literature review. We then introduce an integrated weight calculation method by combining interval-valued Fermatean fuzzy (IVFF)-optimistic-pessimistic-utility values-based and IVFF-RS (ranking sum) methods to determine the barrier weights. To evaluate the barrier level of each alternative participant in SCF, the integrated IVFF-RAFSI (Ranking of Alternatives through Functional Mapping of Criterion Subintervals into a Single Interval) model is presented to rank the barrier, which uses a power-weighted aggregation operator to fuse experts’ opinions. A case study demonstrates the practicality of the integrated IVFF-RAFSI model. The results show that uncertain and competitive markets (weighted at 0.0676) are the most significant barriers. This finding also suggests that small and medium-sized processing enterprises have the highest barriers to blockchain adoption. Sensitivity and comparative analyses validate the steadiness and competency of the proposed model. These results indicate that the proposed methodology provides a systematic technique for analyzing barriers to blockchain applications in SCF.
