With the development of the internet, applications have become complicated, and the relevant technology has diversified. Compared with medical applications, the significance of information technology has been expanding to include clinical auxiliary functions of medical information. This includes electronic medical records, electronic prescriptions, medical information systems, etc. Although research on the data processing structure and format of various related systems is becoming mature, the integration is insufficient. An integrated medical information system with security policy and privacy protection, which combines e-patient records, e-prescriptions, modified smart cards, and fingerprint identification systems, and applies proxy signature and group signature, is proposed in this study. This system effectively applies and saves medical resources—satisfying the mobility of medical records, presenting the function, and security of medicine collection, and avoiding medical conflicts and profiteering to further acquire the maximum effectiveness with the least resources. In this way, this medical information system may be developed into a comprehensive function that eliminates the transmission of manual documents and maintains the safety of patient medical information. It can improve the quality of medical care and indispensable infrastructure for medical management.

A patient-centered personal health records system has been actively promoted in recent years. Its purpose is to maintain long-term personal records and health improvement plans. It combines a cloud computing environment to build a personal health records system to quickly collect personal information and transfer it to the back end for storage for future access. However, in a cloud environment, the message transmission process is more open. Therefore, a lack of an authority security mechanism for the users of such an architecture will result in distrust and doubt by the users. This adversely affects the implementation and quality of long-term health plans. To protect the crucial privacy of the users from malicious attacks or theft, it is necessary to ensure that the users have different authority to access their personal health records under the cloud computing environment and manage the openness of their authority to other users. A secured identify authentication mechanism can ensure that only legitimate users can log in to the system and obtain system service resources through verification. For a personal health records system in the cloud computing environment, this study proposes a secure and reliable user authentication mechanism allowing relevant users access to the user’s PHR in the cloud based on their authority. The proposed authentication method uses a password combined with a smart card, allowing the owner and authorized users to log in to the system and access the relevant personal records. In this study, an authentication method based on bilinear pairing was used to verify the identity of users and to effectively prevent malicious intrusion and theft.

With the rapid development of the Internet, both digitization and electronic orientation are required on various applications in the daily life. For hospital-acquired infection control, a Web-based Hospital-acquired Infection Surveillance System was implemented. Clinical data from different hospitals and systems were collected and analyzed. The hospital-acquired infection screening rules in this system utilized this information to detect different patterns of defined hospital-acquired infection. Moreover, these data were integrated into the user interface of a signal entry point to assist physicians and healthcare providers in making decisions. Based on Service-Oriented Architecture, web-service techniques which were suitable for integrating heterogeneous platforms, protocols, and applications, were used. In summary, this system simplifies the workflow of hospital infection control and improves the healthcare quality. However, it is probable for attackers to intercept the process of data transmission or access to the user interface. To tackle the illegal access and to prevent the information from being stolen during transmission over the insecure Internet, a password-based user authentication scheme is proposed for information integrity.

Vote by ballot is the feature in a democratic society and the process of decision-making, tending to achieve the philosophy of democratic politics by having the public who are eligible to vote for competent candidates or leaders. With the rapid development of technologies and network applications, electronization has been actively promoted globally during the social transformation period that the concept of electronic voting is further derived. The major advantages of electronic voting, comparing with traditional voting, lie in the mobility strength of electronic voting, reducing a large amount of election costs and enhancing the convenience for the public. Electronic voting allows voters completing voting on the Internet that not only are climate and location restrictions overcome, but the voter turnout is also increased and the voting time is reduced for the public. With the development in the past three decades, electronic voting presents outstanding performance theoretically and practically. Nevertheless, it is regrettable that electronic voting schemes still cannot be completely open because of lures by money and threats. People to lure by money and threats would confirm the voters following their instructions through various methods that more factors would appear on election results, affecting the quality and fairness of the election. In this study, this project aims to design an electronic voting scheme which could actually defend voters’ free will so that lure of money and threats would fail. Furthermore, an electronic voting system based on Elliptic Curve Cryptography is proposed to ensure the efficiency and security, and Ring Signature and Signcryption are applied to reducing the computing costs. Moreover, this project also focuses on applying voting system to mobile devices. As the system efficiency and security are emphasized, voters do not need to participate in the election, but simply complete voting with smart phones, iPads, and computers. The votes would be automatically calculated and verified the results that the ballots are not necessarily printed, the printing of election mails is reduced, and manual handling is canceled. Such a method would effectively reduce voting costs and enhance the economic efficiency.
