Prof. Dr. Xinlin He is the deputy director of the Academic Committee and a professor at Shihezi University. He earned, from the Wuhan University, an MSc (1995) and a PhD (2007). In 2015, he was selected as a special government allowance expert of the State Council and a candidate for the National Hundreds and Thousands of Talents Project. He was selected as an outstanding expert with outstanding contributions in the Xinjiang Uygur Autonomous Region (2019) and a Xinjiang Expert with outstanding contributions to the scientific and technological progress of the Production and Construction Corps (2020). He has chaired and participated in several national and provincial fund projects, including the National Natural Science Foundation-NSFC Xinjiang Joint Fund-Key Support Project, the National Natural Science Foundation-Regional Science Fund Project, the National “Tenth Five-Year Plan” major scientific and technological research projects, etc. His research areas include hydrology and water resources, and efficient water resource utilization in arid areas.
