This research assesses the way main streets are perceived and used by pedestrians in an industrial, Central-European city—Ostrava in Czechia. The city has recently experienced shrinkage and changing patterns of socio-economic exchange, reason why this research is timely and needed in view of city center regeneration. Four main streets have been purposefully selected for this study. The research methods include questionnaires with street users (n = 297), direct observations of human activities and pedestrian counting. A link between business types and the way the street is experienced emerged. Results also indicate that vacant and unproperly managed spaces negatively affect the desire to walk on main streets. Furthermore, pedestrian volumes coupled with the amount of static activities determined several benchmark conditions for lively street segments. This research provides recommendations for policy-making and design and planning practice for regeneration of industrial city centers undergoing commercial and spatial transformation.

One of the governance responses to urban shrinkage and the accompanying problems of city centre decline is mega-retail-led regeneration. It is a common regeneration tool that can, on one hand, create a popular shopping centre, but on the other hand, produce negative impacts on the city centre structures. Eventually, it can produce effects similar to urban shrinkage itself, the consequences of which should be reversed. This paper examines at the micro-spatial level the changing nature of selected services in the centre of the shrinking city of Ostrava, focusing primarily on analysing, identifying, and assessing the impacts of mega-retail-led regeneration represented by the development of the New Karolina shopping centre built within the historical city centre. Additionally, this text extends evidence of the impacts of such regeneration schemes and discusses their suitability in the case of shrinking cities.

We compare intra-urban localization patterns of advertising and IT companies in three large Czech cities. The main aim of our analysis is an empirically-based contribution to the question to what extent do knowledge bases affect the spatial distribution of various knowledge-intensive business industries. The central research question is: To what extent is the localization of these two industries influenced by different modes of innovation/knowledge bases (symbolic vs. synthetic) and to what extent by contextual factors, such as urban size, morphology, position in the urban hierarchy and economic profile of the given city. We found that the urban contexts shape the localization patterns of advertising and IT companies more than differences in knowledge bases—both industries cluster primarily in the inner cities and urban cores. Formation of more suburban IT “scientific neighborhoods” is limited.

There have been many studies focused on regional resilience and its particular determinants at regional level such as population size, industry mix, specialization/diversity, firm size structure, export orientation or institutions. Our research question is: which types of regions are more resilient: metropolitan or non-metropolitan regions, urban cores or hinterlands, peripheral, branch plant or single factory regions? These questions were examined in our case study of post-crisis (2009-2014) economic development of Czech city-regions. We propose a typology of city-regions based on particularities in economic structure, key actors and mechanisms of development. Eight main categories of Czech city-regions were distinguished: metropolitan cores, metropolitan hinterlands, medium-sized urban regions with metropolitan functions, peripheral city- regions, single factory city-regions dominated by a large domestic manufacturing firm, "ordinary" diversified industrial city-regions, lower and higher-tiered branch plant regions dominated mostly by foreign-owned manufacturing assembly plants. We conducted a quantitative analysis focused on differences among the above mentioned types of regions in the dynamics of post-crisis growth of value added and employment in agriculture, industry, construction and business services. Empirical results show that differences in resilience among particular types of regions were relatively small. Surprisingly, single-factory city-regions and higher-tiered branch plant regions exhibited the most rapid pace of recovery, while the metropolitan cores and hinterlands lagged behind significantly.

Urban shrinkage has become a common pathway (not only) in post-socialist cities, which represents new challenges for traditionally growth-oriented spatial planning. Though in the post-socialist area, the situation is even worse due to prevailing weak planning culture and resulting uncoordinated development. The case of the city of Ostrava illustrates how the problem of (in)efficient infrastructure operation, and maintenance, in already fragmented urban structure is exacerbated by the growing size of urban area (through low-intensity land-use) in combination with declining size of population (due to high rate of outmigration). Shrinkage, however, is, on the intra-urban level, spatially differentiated. Population, paradoxically, most intensively declines in the least financially demanding land-uses and grows in the most expensive land-uses for public administration. As population and urban structure development prove to have strong inertia, this land-use development constitutes a great challenge for a city’s future sustainability. The main objective of the paper is to explore the nexus between change in population density patterns in relation to urban shrinkage, and sustainability of public finance.

In this paper we aim to describe and explain current spatial distribution of creative industries in Czechia. We ask to what extent are localisation patterns of creative industries influenced by specific local contexts. Therefore, we employed a typology of regions (close to local labour areas) that may explain spatial distribution of creative industries: metropolitan cores, metropolitan hinterlands, old industrial regions, urban and rural regions. We use general linear models combining the regional typology as a fixed factor and four covariates – employment density, density of cultural industries, mean firm size in creative industries and diversity of economic activities. We employed horizontal localisation quotient of regional employment in creative industries for the year 2014 as a dependent variable. Our main finding is that the regional typology explains a higher share of variability of the dependent variable (relative specialisation in creative industries) than any other explanatory variable. However, after exclusion of metropolitan cores, the model lost a significant amount of its explanatory power. Urban size/density and position in urban hierarchy are the key explanatory variables. We found only limited empirical evidence that regional contexts affect localisation of CI – regions of similar population/economic size do not differ significantly in spatial concentration of CI.

The aim of this chapter is to explore changes in the spatial distribution of creative industries in Czechia. We focus on the post-crisis period 2009–2013 using a multi-scale perspective. The core of the empirical research is based on a unique data set compiled from an annual survey of Czech-based firms by the Czech Statistical Office in productive sectors in 2009 and 2013. These data cover employment and financial indicators such as production, value added and wages, disaggregated to particular industries according to the NACE 2-digit classification and are available for the level of municipalities with extended competencies (micro-regions). We compare metropolitan regions (further divided into urban cores and commuting hinterlands) and non-metropolitan regions from the viewpoint of the spatial distribution, sectoral structure and productivity of the creative industries (a cross-sectional analysis for 2013 and 2009–2013 changes). We ask if, and to what extent, the (post)-crisis development altered the spatial and sectoral organisation of the creative industries in Czechia.

In this article, we propose a typology of Czech nonmetropolitan regions according to their key factors, actors and mechanisms of development. Five main categories of Czech non-metropolitan regions were identified – peripheries, single factory regions, “ordinary” diversified industrial regions, lower-tier satellite platforms and higher-tier satellite platforms, complemented by the cores and hinterlands of metropolitan regions and the medium-sized urban regions with metropolitan functions. Despite the small size and high structural and functional heterogeneity of microregional economies, no significant differences in economic performance between particular groups of non-metropolitan regions were identified. Specialized non-metropolitan regions dominated by large firms perform on average economically somewhat better than those diversified and they also outperform metropolitan hinterlands and urban regions. The analysis showed, however, that the effects of industrial structure on regional economic performance are rather limited.

Sozialräumliche Segregation – die Frage nach der ungleichen Verteilung sozialer Gruppen im Stadtraum – ist ein klassisches Thema der Stadtsoziologie. Die umfangreiche Literatur dazu entstand vor dem Hintergrund wachsender Städte: von der Einwandererstadt Chicago, vor deren Hintergrund die sozialökologische Chicago School entstand, bis hin zu den immer weiter wachsenden Metropolen der jüngeren Vergangenheit und Gegenwart, welche die Inspiration zu den „dual cities“ (Mollenkop und Castells 1991) bzw. „quartered cities“ (Marcuse und van Kempen 2000, 2002) lieferten. Wenig ist jedoch über die Dynamik und Ausprägung sozialräumlicher Segregation in schrumpfenden Städten bekannt: Städte, die Bevölkerung verlieren durch Wellen von Suburbanisierung, wirtschaftlichen Strukturwandel, politische Umbrüche, Naturkatastrophen und bzw. oder durch den demographischen Wandel (Haase et al. 2013; Couch et al. 2012).

Cílem textu je hodnocení plánovaného projektu kulturního klastru Černá louka na území města Ostravy. Pro potřeby hodnocení byl využit koncept urbánní governance, politických cyklů a kulturou tažené regenerace. Projekt kulturního klastru byl „vlajkovým“ projektem neúspěšné kandidatury města na titul Evropské hlavní město kultury 2015 a vzhledem ke svému rozsahu a zaměření nepochybně představoval jednu z největších výzev pro město v jeho novodobých dějinách. Z povahy projektu vyplývá společenská relevance pro předložený text, a to i přesto, že projekt nebyl úspěšný, skýtá řadu implikací pro porozumění budoucího rozvoje nejen města Ostravy, ale i dalších měst s podobnou historií v post-socialistickém kontextu.

This paper is focused on the role of cultural and creative industries in the regeneration of the inner city of Ostrava. The first part outlines the basic relationship of cultural and creative industries and urban areas in market economies, with emphasis on industrial cities. Ostrava is a post-socialist city, therefore essential characteristics of one are briefly given. The empirical part presents three case studies demonstrating the impact of cultural and creative industries on the regeneration of the inner city of Ostrava. In the conclusion, the case studies are discussed in a comparative perspective with special accent on the role of the public sector as an actor of culture-led regeneration in Ostrava.
