The COVID-19 pandemic caused economic difficulties for companies in forestry as well as significant issues for entities dealing with Chain of Custody (CoC) certification. Global certification schemes, like FSC and PEFC, based on some preventive provisions in their procedural frame, developed new approaches and derogations to maintain quality evaluation and the power of standards. Arising from COVID-19 restrictions, postponed audits (and the extension of the validity of existing certifications) or remote auditing became increasingly common. Based on a survey applied to companies that had CoC FSC audits in 2020, this study aimed at evaluating the perceptions of companies regarding the audits performed under COVID pandemic procedural derogations, along with other research objectives like the continuous investigation of certification drivers or advantages. Companies indicated that the certification bodies explained the characteristics of pandemic-adapted audits and conducted risk assessments before choosing the adapted approach. Almost half of the companies perceived significant differences between the on-site previous audits and the audits performed during the pandemic due to the imposed restrictions and adapted approaches. Additionally, companies found that hybrid or remote audits are not so efficient, and for the future on-site audits are preferred. The study concluded that making the auditing procedures less interactional is not yet a sufficiently mature approach; there is a clear need for better procedures, building online tools usage capacity, to better communicate the specificity of such procedures better, and to better balance the online evaluations with on-site assessments.

Romania has traditionally dealt with forest ecosystem services (FES) using a regulatory process of designing forest management plans (FMPs). We set an analytical framework to assess the integrated approach between FMPs, Natura 2000 biodiversity conservation network, and the forest certification system. The results show that, despite some relevant additional inputs, the delivery of FES remains strongly related to the normative FMP process. The specific presence of protected species and habitats of community interest has been identified on 18% of the Natura 2000 area included in the analysis. The Natura 2000 management plans are largely conveyed in elusive and precautionary terms of reference, so adding opportunity and administrative costs supported by forest owners. The participatory approach used in the forest certification process resulted in the identification of additional cultural, regulating and habitat ecosystem services on 1.6% of the analysed area. Considering the discrepancies between de jure normative planning and de facto implementation, we discuss the need for adapting the regulatory FES governance framework by making use of e.g. bottom-up participatory approaches, monitoring indicators for the effectiveness of management measures, and valuation techniques that would make beneficiaries and civil society to consider the opportunity costs for the delivery of FES.

In the recent decades, forest certification based on third-party external audits has gained momentum. This type of certification has been developed as a monitoring tool aimed at improving governance in corporate environmental management and differentiating products in the increasing environmentally sensitive markets. Although the scholarly literature has extensively analyzed the adoption and dissemination of forest certification, the findings of the external audits and certification practices remain under researched. On the basis of the analysis of 105 audit reports issued by accredited third-party certification bodies in Romania, this article sheds light on procedural factors that have significant influence on the characteristics of non-conformities (NCs) identified by Forest Stewardship Council (FSC) third party audits. Our research offers empirical evidence that certain procedural factors such as the type of assessment, auditing days, number of auditors, or the presence of foreign members in an audit team have a significant influence on the auditing process outcomes: number and grade of non-conformities, standard references, or methods of NC detection. The study opens interesting new lines of research—the influence of procedural or other types of contextual factors on certification outcomes—and provides indications on the effectiveness of the certification procedures and guidelines in certification process quality assurance.

With state institutions playing a determinant role and the state owning 86% of the forestland, the forest sector in the Republic of Moldova still strives to adapt to post-communist socio-economic realities. This paper evaluates the performance of forest state institutions in achieving ambitious policy goals oriented toward sustainable management and enhancing forest protection functions. The performance of the Moldsilva Agency; State Forest Enterprises; and Ministry of Agriculture, Regional Development and Environment were evaluated, using the criteria of the 3L Model. The research combined participatory observations, face-to-face semi-structured interviews and secondary empirical evidence. The results indicate a paternalistic regulatory approach, with state authority institutions giving marginal importance to non-state forests, and low-efficiency state forest management institutions having financial difficulties that threaten the fulfillment of sustainability goals. The Moldsilva Agency has a central role in intra-/inter-sectorial coordination and cooperation. The authorities should seriously consider a more precise formulation of policy goals, with solid budgetary support along with institutional measures aiming at more efficient forest management structures and higher concern for non-state forests and society’s demands.

Ecuador belongs to the group of 17 megadiverse countries on the planet, and the Ecuadorian national system of protected areas covers around 20% of the country’s territory. Despite some initiatives for protected areas management effectiveness evaluation, the information on this matter is scarce and a general overview is missing. In this context, this study aims at investigating problems faced by National Parks in Ecuador and developing a base level management effectiveness evaluation for possible comparative assessments in the future. Focusing on all 12 legally established National Parks, this study used the Management Effectiveness Tracking Tool (METT), an internationally consecrated methodology based on a scorecard questionnaire that includes six elements of management cycle: context, planning, inputs, processes, outputs and outcomes. The questionnaire was applied to Ecuadorian National Parks management teams through face-to-face interviews. The resulted overall management effectiveness indices are between 40.6% and 99.0%. The general condition of biodiversity value was considered as good in line with the legal status and National Parks design but topics related to budget allocation, tourism arrangements, communities and indigenous people received lower scores. The low enforcement emphasis is not necessarily the best way to improve management effectiveness; the identified issues should be addressed by including communities and indigenous people in the decision making and benefits sharing as well as strategic allocation of budgetary resources, with proper adaptation to Natural Parks’ specific conditions.

This article aims to analyze the adoption of FSC Chain of Custody certification scheme in connection with the adoption of the main general meta-standards (e.g.ISO certifiable standards), in a challenging context such as that faced by Romanian forestry companies. Using a questionnaire-based survey covering a large number of recently certified firms, the study sheds light on the profile of these companies, the drivers of certification, its economic aspects, the perceived benefits, the intention to keep the Chain of Custody certification, as well as some aspects of the joint adoption of FSC Chain of Custody certifiable standards and general meta-standards. The findings show that companies in the sector use the FSC Chain of Custody certification scheme to maintain their external market and to improve their reputation in a context were the image of the Romanian forest sector has been questioned in the media. Premium price for certified products is pointed out by most of the respondents as one of the benefits, although the mentioned premium is below 5% for the majority of them. More than half of the companies have at least one type of ISO certification. Implications for scholars, managers and decisions markers are discussed in the article. Spanish Este artículo tiene como objetivo analizar la adopción del esquema de certificación de Cadena de Custodia FSC con relación a la adopción de los principales meta-estándares generales tales, como los estándares de gestión certificables ISO, en un contexto especial como al que se enfrentan las empresas forestales rumanas. Con base en un estudio empírico cuantitativo en el que participaron un elevado número de empresas recientemente certificadas, el estudio analiza el perfil de estas empresas, los factores motivadores de la certificación, sus aspectos económicos, los beneficios percibidos, la intención de mantener la certificación de la Cadena de Custodia, así como algunos aspectos de la adopción conjunta de estándares de certificación de la Cadena de Custodia FSC y meta-estándares generales. Los resultados muestran que las empresas del sector utilizan la certificación de la Cadena de Custodia forestal para mantener su mercado exterior y mejorar su reputación, en un contexto en el que la imagen del sector forestal rumano en los medios de comunicación ha sido cuestionada. La prima o sobreprecio a pagar por los productos certificados es señalado por la mayoría de los encuestados como uno de los beneficios destacados, aunque la prima indicada es inferior a un 5% para la mayoría de ellos. Más de la mitad de las empresas cuentan al menos algún tipo de certificación ISO. El artículo incluyen implicaciones académicas, así como implicaciones para directivos y decisores públicos. French Cet article cherche à analyser l'adoption d'un schème de certification d'une chaîne de garde de bois FSC allant de pair avec une adoption des principaux méta standards généraux (par exemple: les normes certifiables) dans un contexte difficile tel que celui auquel doivent faire face les entreprises forestières roumaines. En utilisant une étude basée sur un questionnaire comprenant un nombre important de compagnies ayant été récemment certifiées, l'étude met en lumière le profil de ces compagnies, les conducteurs de certification, les aspects économiques, comment les bénéfices sont considérés, l'intention de préserver la certification de la chaîne de garde, ainsi que certains aspects de l'adoption jointe des normes certifiables de la chaîne de garde FSC et des méta standards généraux. Les résultats montrent que les compagnies du secteur utilisent le schème de certification de la chaîne de garde FSC pour maintenir leur marché extérieur et pour améliorer leur réputation dans un contexte où l'image du secteur forestier roumain a été mis en question dans les médias. Le prix premium des produits certifiés est cité par la plupart des interlocuteurs comme étant l'un des bénéfices, quoique le premium mentionné soit en dessous de 5% dans leur majorité. Despite numerous positive achievements, the institutional reforms in the forest sector in Central and Eastern European countries are still facing numerous problems. In Romanian case, the relatively new created Forest Inspectorates (FI) have not reached the initial expectations of applying and monitoring the forest-specific regulations. Theory of Planned Behavior was used in this context. FIs employees' intention to engage in forest law enforcement effort was investigated using a questionnaire-based survey including all the FIs employees and having a 77% rate of response. The intention to engage in forest law enforcement was predicted from employees' attitude, subjective norm and perceived behavioral control factors. A rather neutral FIs employees' intention to engage in forest law enforcement was satisfactory explained according to the theory of planned behavior. Particularly, the limited perceived power to affect factors like unsuited training, FIs improper planning & management and unsuited legislation influenced the behavioral intention. Because the effectiveness of new institutions is affected by the engagement of their employees, the conclusions of the study are useful for formulating recommendations on how effectiveness of FIs can be improved by supporting the employees to perform the required engagement in their work. The main recommendations of the study are: to build the capacity of FIs through training and improved management arrangements and to reform the legislation to make it more stable, predictable and easy to implement and monitor.

U radu se istražuje povezanost postupaka pridobivanja drva i kretanja natječajnih cijena drva na panju. Istraživanje je provedeno na uzorku koji obuhvaća jednu šumsku regiju u Rumunjskoj, a cilj je bio utvrditi u kojoj mjeri pokazatelji pridobivanja prodanog drva utječu na natječajne cijene. Korišteni podaci Regionalne uprave šuma Baia Mare (RFA Baia Mare), Maramureş (slika 1), koja se sastoji od 13 šumarija, čine ugovore o sječi kroz tri godine gospodarenja (2012–2014). Autori smatraju da se navedeni podaci mogu smatrati reprezentativnim za rumunjske uvjete te mogu poslužiti kao ogledni primjer za svrhu istraživanja u ovoj studiji. Na temelju uzorka od 1192 potpisana ugovora, koji su obuhvaćali više od 20.000 ha sječne površine i više od 600.000 m3 užite drvne zalihe, na temelju deskriptivne statistike, dobiveni su modeli predviđanja budućih natječajnih cijena, ovisno o raznovrsnosti uvjeta pri pridobivanju drva. Značajke sustava pridobivanja drva kao što su: 1. vrsta sječe, 2. veličina sječine, 3. sječna gustoća, 4. dimenzije stabla, 5. nagib terena i 6. srednja udaljenost privlačenja drva, imali su prilično slab učinak na iznose natječajnih (početnih) (R2 = 0,20) i prodajnih (ostvarenih) cijena (R2 = 0,17), što pokazuje da se preostala varijabilnost cijena može odnositi i na druge čimbenike. Nije bilo jasno izraženih odnosa između odstupanja pokazatelja u sustavu pridobivanja drva i razlika u cijeni koju su ponuđači plaćali za kupnju drva na panju. Stoga je provedena detaljnija analiza cijena kako bi se vidjelo do koje se mjere cijene mogu objasniti promjenama u odnosu na ponudu i potražnju. Analiza je pokazala da je u razdoblju istraživanja došlo do povećanja potražnje drva na panju, istodobno i uz veću potražnju za vrstama četinjača. Rezultati ove studije mogli bi pomoći šumovlasnicima/šumoposjednicima pri gospodarenju šumama, ali i privatnim poduzetnicima u šumarstvu prilikom planiranja i vođenja njihovog poslovanja.

Forestland privatization and transition to a market economy triggered important changes in the Romanian forest sector, imposing challenges for forest management structures. Voluntary forest management certification has been considered a possible solution; therefore, the certified forest area has increased rapidly regardless of the land owner. The purpose of this study is to provide an insight into the certification process. It presents the result of a survey applied to 417 forest management structures in Romania, which was intended to identify the perception of their managers regarding the reasons to adopt certification, the changes determined by the certification, the problems during the process, and the benefits. The study reveals the difference in perception among different types of forest management structures. Non-state management structures voluntarily adopted FSC certification, mainly aiming to obtain economic advantages. Most of the respondents indicated important changes in the consultation with stakeholders including local communities, transparency and clear records, the use of chemicals, and biodiversity protection. Although the FSC certification was not perceived as solving issues like illegal logging, there is a general perception that it improved forest management. The study concludes that the FSC certification proves the willingness of the Romanian forest management sector to cope with the market and trends and clarify its position in society.

The aim of this study is to describe the status and evolution of forest management in Romania in terms of forest regime, as well as to highlight the most frequent problems and common expectations of forest district managers. Underlying the presented results are an analysis of the compiled statistical indicators used in Romanian forestry and the outcome of a sociological survey conducted on a sample of 345 forest district managers. In early 2013, over 4.4 million hectares of state, public and private forest land were administered by state and experimental forest districts, and over 1.7 million hectares of forest land, other than state-owned, by private forest districts. Note that approximately 0.36 million hectares (over 5% of Romania’s forest area) are not in the care of specialized units, contrary to the legal provisions. The most frequent problems faced by forest district managers arise in relation to the owners of forests or are caused by illegal logging. This study is a contribution to making the concrete problems faced by foresters and especially the structure and ownership related characteristics of forestland the driving force of legislative changes in the forestry sector.

Cable skidders are one of the most used means for logging. In overall skidding operations, winching operations mark themselves out by consuming an important amount of time, which, depending on the work conditions can reach up to 43 % of the total skidding time. A better understanding of those conditions that may act as significant influence factors when estimating time consumption is needed as a prerequisite for better work organization. Based on an extensive time study, this paper demonstrates that along with influence factors that were already identified as being significant (especially winching distance), other influence factors, such as log volume, work pattern, felling area conditions and intervention type, slope, and winching direction, may prove significant in predicting time consumption for the main work elements of winching operations, as well as for a winching cycle. In the last two decades different methodologies for assessing the economic implications of protected areas have been developed within the framework of "Total Economic Value", taking into account not only goods and services that have a price and a market but also those not priced or marketed. The present paper, by using a number of recognized methodologies applied by environmental economists around the world, estimates the economic value of ecosystem services of Piatra Craiului National Park, in one of the first attempts to frame ecosystem services valuation in Romania. The approach and results include a benefit distribution analysis, for both the economic sectors and the groups of beneficiaries. Even if the data are not comprehensive and depend on several assumptions, the paper provides very important practical and policy-relevant information on the economic value of Piatra Craiului National Park, in an attempt to stimulate increasing of the budgetary allocation and economic policy priority for protected areas in Romania.
