Rui Cunha Marques is Graduated, Post-graduated, MSc, PhD and Postdoc (habilitation), is a Full Professor of the Scientific Area of Systems Engineering in the Department of Industrial Engineering and Management at the Lusófona University, Portugal. His areas of expertise include the regulation of public services, governance and public policies, performance assessment, private sector participation, particularly public–private partnerships of infrastructure services.
