Whereas the pivotal role of trust in the adoption of e-government was highlighted in prior research, attention was rarely paid thus far to investigate the role of post-use trust and its impact on citizens’ continuous-use intention of e-government. This study develops a comprehensive model, which consists of antecedents of post-use trust, perceived usefulness, satisfaction, and citizens’ continuous-use intention of e-government, to explain how interactional, government, and environmental factors influence citizens’ post-use trust as well as how post-use trust influences citizens’ continuous-use intention. Using data collected from a survey of 1867 citizen users living in one direct-controlled municipality and four high-population cities in China, this study tests the proposed concept model using structural equation modeling. The results show that trust in government, trust in the internet, service quality, and information quality have positive effects on citizens’ post-use trust. Factors that do not determine a user’s post-use trust are the perception of privacy and security, as well as system quality. Another finding is that citizens’ post-use trust does not directly influence their continuous intention to use e-government. Post-use trust will impact continuous-use intention through whether or not citizens find using e-government useful and satisfying.

The sectoral system framework has been adopted to study innovation and industrial dynamics in a wide range of sectors. However, recent development of the so-called “fourth industrial revolution” technologies, such as artificial intelligence, cloud computing, additive manufacturing, advanced robotics, Internet of Things, smartphones, and autonomous vehicles, has been blurring the boundaries of existing sectors, bringing both opportunities and challenges for sectoral systems research. In this introductory essay, we first provide a quick review on the sectoral systems of innovation literature, clarifying some conceptual and methodological issues. Then, we discuss how the fourth industrial revolution might reshape sectoral systems along three different dimensions (i.e. technological, market, and policy dimensions). Finally, we introduce articles in this special section and call for future research on this intriguing topic.

Raising public awareness of the Sustainable Development Goals (SDGs) is a critical prerequisite for their implementation. However, little is known about attitude formation among the public toward SDGs at the national level. We explored this topic in China, a country that has emerged as a leading world economy with strong transformational imperatives to work toward sustainable development. Following Chaiken’s heuristic–systematic model and using data from an online survey with 4128 valid respondents, this study investigated the factors that affect public support for SDGs and explains how individuals form supportive attitudes. Our empirical evidence showed that in China, first, public support is mainly shaped by demographic attributes (gender, age, and educational attainment), value predispositions (e.g., altruistic values and anthropocentric worldviews), and the level of SDG-relevant knowledge. Second, an interaction effect exists between value predispositions and knowledge among the public concerning support for SDGs. Third, the Chinese public views the implementation of SDGs as a part of development policy rather than environmental policy. This study provides empirical findings on the factors that account for public attitudes toward SDGs, outlining some useful implications for designing policy tools that would bolster SDG action.

This book is a third-party evaluation of H1N1 prevention and control effects in China. Based on the characteristic of H1N1 pandemic around the world and current public health management system in China, this book evaluates the comprehensive effects by considering the countermeasures, joint prevent and control mechanism operated by central and local government, the cost and benefit effects and also the social influence during the whole process. Using the methods of interview and questionnaire, it investigates the central and local government, disease control and prevention center, hospital, community, school and enterprise in Beijing, Fujian, Henan, Guangdong and Sichuan provinces, and also presents the response from the public, patient and close contacts to evaluate the overall effects from different stakeholders. Assessment findings and policy suggestions are included in the book on the way to improve the efficiency of public health emergency system in China. This book provides a good reference to researchers and officials in public management, crisis management and public health studies.

Assessments of policy formulation and implementation by domestic and international stakeholders, especially domestic stakeholders, comprise a crucial component of policy evaluation. The end goals of the state’s prevention and control efforts were: to ensure the public health and safety, protect social order, and maintain the status quo in work and life. Thus, assessments on the state’s responses by patients, close contacts, medical personnel, the public, and international community could reflect in many ways the degree of completion for expected objectives and the social effects of adopted prevention and control efforts.

In order to stay up to date on epidemic trends and monitor possible mutations of the virus in the wake of an outbreak, China invested nearly 400 million RMB on testing large amounts of specimens and expanding the influenza monitoring network to include 411 influenza monitoring network laboratories and 556 sentinel hospitals - a network which covered all prefectural-level cities and some priority districts and counties. All of these laboratories and hospitals were in operation by September, 2009 (see Fig. 5.1).

The first case of Influenza A (H1N1) in China was found in Hong Kong, on May 1st, 2009, where the patient had flown from Mexico to Hong Kong via Shanghai. On May 11th, Sichuan Province reported the first imported Influenza A (H1N1) case in mainland China, and the first domestic case was reported on May 29th.

The foregoing Chaps. 10.1007/978-981-13-0644-0_3–10.1007/978-981-13-0644-0_7 have dealt with the five aspects of China’s Influenza A (H1N1) prevention and control efforts respectively, namely, strategies, systems and mechanisms, emergency response measures, costs and benefits, and social comments. This chapter will summarize the evaluation team’s findings in three respects of Influenza A (H1N1) prevention and control—main effects, basic experience, and inadequacies, and go on to raise issues worth further discussion and provide relevant policy suggestions.

Innovation in institutional mechanisms is a fundamental issue in effectively dealing with public health emergencies. In the wake of the 2003 SARS Epidemic, China initially established a public health emergency management system and an emergency organization and management network, placing emphasis on “government leading, unified command, local management, responsibility on all levels, management by classifications, and inter-departmental coordination,” which strengthened the existing health emergency preparation system.

The impact of a public health emergency on a society and economy depends upon two factors: one is the harmful nature of the event along with its duration, and the other is the effect of the social response and measures. Both of these factors are wrought with uncertainty. Firstly, the nature of the event itself is uncertain, for example there may be a lack of understanding regarding the virulence of the epidemic. Secondly, different intervention measures bring about varying uncertainties, such as the potentially infected cases reduced using the health campaigning measures to change people’s actions in an epidemic.

China has launched a series of low-carbon policies that promote the diffusion of green technologies, in order to advance what is now the world’s largest manufacturing area toward more sustainable and environmentally friendly practices. Specifically, alliances between manufacturers (as one of the policy initiatives) have been set up to expedite technology diffusion. What are the patterns of technology diffusion in the alliance, and what are the effects of low carbon policy on the diffusion of technology in the alliance? Using game-based theory, this paper builds an evolutionary game model of technology diffusion between enterprises in the context of a complex network. In particular, it simulates the effects of a carbon trading market, environmental taxes, and innovation subsides, on green technology diffusion of manufacturing firms in a BA scale-free network (Barabási–Albert model) in China. The results show that various levels of policy-implementation (especially the market-based policies) lead to different rates of diffusion. This study provides insights on green diffusion policies and the effectiveness of their implementation in inter-firm alliances.

Addressing climate change requires sustained effort from all levels of society. Garnering and maintaining the attention of policy elites can be optimized through understanding what drives their attention to climate change. This study goes beyond the focus on democratic regimes to unravel the dynamics of attention to climate change in China. To do this, this study analyzed the content of articles published in People’s Daily from 1985 to 2013. Drawing upon the information processing theory of policy dynamics, we used the time-series regression to examine the effects of information flows of different types on attention to climate change. We found that events such as important international conferences on climate change, domestic attention to environmental issues other than climate change, and pressure from abroad have a significant influence on attention to climate change in China. In addition, these factors were found to have different effects over time, which has received little attention to date.

The BRICS group of countries is widely held to offer the prospect of a new approach to sustainable development, renewable energy and green economic growth in Africa. This paper examines the BRICS’ approach to renewable energy cooperation. It argues that, following a robust declaratory intent, implementation has taken time to achieve but there are signs of this coming on-stream. The New Development Bank can provide an effective intervention mechanism for the BRICS in Africa. New BRICS’ policy initiatives suggest a more accelerated approach on renewable energy investment and technological cooperation. However, for the foreseeable future, individual members will be the drivers of the transfer process, particularly China and India. In terms of policy, the BRICS need to elaborate a specific strategy for renewable energy cooperation for both intra-BRICS and extra-BRICS development. Policies should also prioritise their pro-poor rationale and intent to widen energy access, achieve energy equity and overcome energy poverty. China and India have a significant existing and growing capacity to help move this forward.

In 2015, the 17 Sustainable Development Goals (SDGs) were adopted by all member states of the United Nations. This paper argues that actually implementing the SDGs is far more challenging than reaching agreement to adopt them. To overcome these challenges, a Four‐Step Adaptive Governance Framework was set up to facilitate implementation of these goals. Two‐level policy tools are presented to illustrate the policy evolution of China's development transitions, within the framework of “adaptive governance.” This study found that the Four‐Step Adaptive Governance Approach is deeply embedded in China's policy process, and it has contributed significantly to China's development during the past four decades. The Adaptive Governance Framework and this example of its application in China suggests it could be a useful tool for developing countries that are formulating their national strategies to achieve their SDGs by 2030.

The literature has traditionally regarded the rise and fall of Chinese think tanks as a product of the relaxation or tightening of control over the ideological domain by the Communist Party of China (CPC). However, since 2013, think tanks in China have continued to prosper in spite of the general perception that the ideological domain became more restricted. This article explains the reasons for, and consequences of, the rise of key think-tank policies and the construction of "New-Type Think Tanks with Chinese Characteristics" (NTTTCC). We argue that the success of Chinese think tanks has been driven primarily by greater official recognition of their value, due to increasingly complex domestic and international problems stemming from a fragmented decision-making system. We further argue that the rise of think-tank policies in China can be attributed to a long history of interactions among multiple internal and external actors, which in turn, opened the "window of opportunity" for a new policy agenda. Consequently, by late 2015, the new policies led to the selection of twenty-five "pilot high-end think tanks" and the establishment of the management system of think tanks in China.

The Chinese government attempts to use market-oriented measures, such as energy performance contracts (EPCs) rather than mere policy mandates, to encourage manufacturers to voluntarily adopt green technologies. However, the low use rate of EPCs in existing diffusion projects calls for an in-depth examination. This article, therefore, aims to investigate the adoption risks that thwart key stakeholders, as well as the stakeholders' trust that may mitigate the aforementioned risks, through a case study of the national-level diffusion project. Using network analysis, this study identifies four critical risks that are associated to key stakeholders, that is, information asymmetry, funding support, payback period savings potential, and technical competences. Furthermore, it discloses the linkages between stakeholders' trust perceptions and the aforementioned risks. This outcome gives us new insights about what can be improved to better promote EPCs in diffusion projects on a national scale.
