The e-commerce market in cities is currently one of the fastest-growing markets. By observing the current changes taking place in it, we have a unique opportunity to learn about its potential development directions in the future with great acceleration. Some of the recent changes caused by the ongoing COVID-19 pandemic have a chance to affect this market's development in the coming years permanently. The paper's primary purpose is to identify relationships between factors that could significantly impact sustainable e-commerce development in cities, mainly including environmental issues, on the example of the European Union Countries. For this purpose, five groups of factors (criteria), based on literature, were selected: e-commerce drivers (Internet and mobile access, macroeconomic conditions and social aspects in the country), criteria describing the e-commerce market in cities, and criteria that assess the impact of the development of the e-commerce market in cities on the environment were assessed. According to the authors' proposal, the relationships between these groups of factors were verified, taking into account the network model of connections. For this purpose, the multi-criteria decision-making method with the use of the PROMETHEE technique has been applied. The research results presented in the paper confirmed that the relations between the analyzed groups of criteria are complex. In most countries, high positions in the rankings containing criteria describing the so-called drivers of the e-commerce market also translate into high places in the order describing this market's development. At the same time, those countries where the e-commerce activity in cities is high present lower environmental conditions.

In the literature, city logistics in terms of last mile delivery on the e-commerce market is quite new area of research that is not thoroughly investigated. It can be observed that there are many papers discussing various topics from the perspective of different groups of stakeholders such as residents, governments, shippers, receivers, transport companies (CEP), and others. However, there is no holistic approach covering the presented field of research. Therefore, the paper’s purpose is identification of trends in sustainable last mile delivery on e-commerce market in cities from the perspective of various stakeholders. The research method that serves the paper’s purpose is systematic literature review in the above-presented field performed through traditional method and machine learning (VOSviewer). In order to conduct critical analysis of published sources, the Web of Science and Scopus databases were applied. The paper's added value is a comprehensive approach to sustainable city logistics of last mile delivery that includes all stakeholders' perspectives and the identification of trends in this area. During the critical literature analysis, authors identified the relations between stakeholders, the fields of the research, and the trends for developing sustainable last mile delivery on the e-commerce market. It should be noted, that recent articles discuss newer technological and organization solutions, such as IoT, autonomous vehicles, crowd-shipping, parcel lockers, and concentrate on the behavior analysis of e-customers.

This paper presents a novel approach to assessing a maturity level in terms of formulation and implementation of sustainable integrated passenger and freight transport strategies. Proposed by the authors model also enables evaluating the state of the local government (city administration) in terms of the results of undertaken actions. The tool was applied for selected European and Australian cities that function in different cultural, administrative, and environmental conditions. The conducted study showed that the developed model could be utilized by local authorities operating in various environments. Besides the fact that the model enables the assessment of the maturity level in terms of formulation and implementation of a sustainable integrated passenger and freight transport strategy, it also gives a possibility of in-depth analysis of the city in terms of various criteria and comparison of it to other cities. The study showed that the size of the city and its administrative structure does not significantly impact the level of maturity. This study shows that those cities that have achieved the best results in terms of safety and environmental degradation by implementing the most passenger and freight transport measures closely and permanently cooperate with stakeholders and have integrated transport strategies (including passenger and freight transport).

The growing demand for passenger and freight transport in cities, resulting from the population growth in urbanized areas, has led to increasing problems with congestion, environmental pollution and, as a consequence, to a decrease in quality of life. This problem was noticed by the European Commission, which began to promote the concept of sustainable urban mobility plans (SUMPs). The efficient implementation of SUMPs requires tools for its evaluation. However, in the literature, most proposed assessment tools relate mainly to passenger transport, omitting the freight transport. The purpose of this paper is to utilize a multiple criteria analysis with the use of the Promethee method in order to assess the level of advancement of selected European Union (EU) capital cities in the field of sustainable urban mobility plan formulation and implementation. This method has been applied on the basis of a survey conducted among representatives of 15 EU capital cities and analyses of transportation plans. This research shows that cities that have a comprehensive transport plan consistently collaborate with different stakeholder groups, have implemented the greatest number of measures in the field of sustainable urban transport, and have achieved the best results in terms of safety and NO2 (nitrogen oxides) and PM (particulate matter) emissions.

The chapter presents a generic methodology of carrying out a comprehensive redesign of a public transportation system. The proposed paradigm can be applied by municipal authorities (local governments) and management of urban transportation systems to upgrade local transportation. The authors propose two major stages of this methodology: 1. A heuristic construction of the public transportation system redesign variants/scenarios; 2. Multiple criteria evaluation of these scenarios. In the first stage 6 redesign concepts of the public transportation system are developed. The variants are constructed heuristically, based on “common sense”, best practices and authors’ expert knowledge in the field. In the second stage, the evaluation of redesign scenarios is defined as a multiple criteria ranking problem. A consistent family of criteria is defined, preferences of the decision maker (DM) and stakeholders are identified and modeled, and finally computational experiments are performed. In the computational phase selected Multiple Criteria Decision Making/Aiding (MCDM/A) methods, such as: AHP and ELECTRE III/IV are applied. The analysis is carried out based on a real world case study in a medium sized city in Poland. The generated results are compared with the intuitive decisions made by the officers of the local Town Hall.

The main aims of city logistics are sustainability, mobility and quality of life by implementing various activities. There are several projects all over the world related to urban passenger and freight transport which have been implemented with success. While some cities can easily improve passenger and freight transport, the others have difficulties in these areas. One of the many solutions available for resolving this problem is to carry out a thorough analysis of the organisation in order to identify its strategic potential in the field of city logistics by use of the key success factors. The main purpose of this paper is the identification of key success factors for city logistics and their importance from the perspective of various groups of stakeholders on the basis of the authorial SLIM-PREF model. In the paper the survey results have been presented, conducted with the use of the Delphi method among experts from all over the world. The results show that the list of key success factors for city logistics should be different for various stakeholders in terms of their different expectations.

The paper presents the application of selected methods of multivariate statistical analysis including factor and conjoint analyses in terms of modeling transportation preferences of urban residents. The introduced methodologies can be useful tools for local authorities while designing solutions in order to improve the competitiveness of public transport to private transport. The results of the studies presented in the article are part of the research project implemented in 2010–2013 under a title. “Reference model of city logistics and the quality of life”. For the study undertaken in this paper, three medium-sized cities, located in the western part of Poland, were selected.

In the paper the authors made an attempt to present the role of local governments in the development of city logistics taking the example of Poland. The paper is divided into four main parts. The first two present theoretical aspects of city logistics and the different roles of stakeholders. The authors have developed the model of collaborative process of local government as a policy maker in the city logistics field. The empirical part of the paper presents survey results conducted in Polish cities with county rights. Research shows a lack of a comprehensive approach to urban logistics in studied cities and poor cooperation of local authorities with other stakeholders
