Short Biography

Professor Bernardino Benito has been Dean of the Tourism School and Head of the Department of Accounting and Finance in the University of Murcia (Spain). He develops a regular activity as a consultant for Public Administrations, as the European Commission, Spanish Ministry of Finance and Regional and Public Entities. He is actively involved in several projects, especially connected with modernization of public administration and governmental accounting reforms. He has also directed research programmes related to the public sector, especially to the economy, efficiency and effectiveness of the different services in this sector. He is an anonymous reviewer in different national and international journals, as well as member of several organizations which have to do with the accounting sector. He is also editorial board member of international journals.

La mayor parte de la investigación sobre la corrupción se ha realizado a nivel nacional, porque su estudio a nivel regional o local es más complejo. Aunque hay muchos estudios sobre la relación entre la corrupción y el gasto público, muy pocos examinan la influencia de la corrupción en los ingresos públicos, y no hemos encontrado ninguno a nivel subnacional, excepto el reciente de Liu y Mikesell (2019). Nuestro objetivo es analizar la corrupción política a nivel municipal, estudiando si el nivel de ingresos de los gobiernos municipales se ve afectado por los casos de corrupción que involucran a los políticos locales. Otros factores que se toman en cuenta son la ideología política, el gobierno de mayoría absoluta y el ciclo electoral. La muestra es un panel de datos de todos los municipios españoles con una población de más de 50.000 habitantes para el período 2002-2013. Most research on corruption has been at the national level, because its study at the regional or local level is more complex. Although there are many studies about the relation between corruption and government spending, very few examine the influence of corruption on government revenues, and we have not found any at the subnational level, except the recent Liu & Mikesell (2019). Our aim is to analyze political corruption at the municipal level, studying whether the level of revenue of municipal governments is affected by the cases of corruption involving local politicians. Some of the other factors taken into account are political ideology, absolute majority government and the electoral cycle. The sample is a data panel of all the Spanish municipalities with a population of over 50,000 inhabitants for the period 2002-2013. Our results reveal that municipalities with higher levels of corruption have higher tax revenues in per capita terms.

The purpose of this paper is to analyse if municipalities that manage their services more efficiently are more transparent. Using a sample of Spanish municipalities for 2019, we find that more efficient municipalities do indeed put a greater emphasis on the dissemination of the information on most of the issues related to their management. Moreover, our results show that the richest municipalities and the most indebted are also willing to disclose more information. Furthermore, it seems that municipalities in which the government has a majority, is right-wing and/or whose mayor is a woman disclose more information. Finally, our findings show that municipalities with lower voter turnout tend to be more transparent.

Currently, in all developed countries there is great interest in improving democratic practices in local governments, as the administration closest to citizens. However, the possible influence of these actions on the management of public services and municipal finances have been side-lined, despite the great interest in evaluating the performance of local governments under budgetary constraints. Our research aims to fill this knowledge gap by studying the impact of key aspects of local governance (transparency and citizen participation), together with other environmental variables, on the efficiency of two municipal public services of both qualitative and quantitative importance: waste collection and street cleaning. The results show that the type of management, population density, the tourist activity of the municipality and the strength of local government are determinants that explain the efficiency of the public services examined in this research, while transparency and citizen participation have little impact.

The commitment of governments to sustainable development was materialised in the Millennium Development Goals (MDGs) and later in the Sustainable Development Goals (SDGs), the latter being a more ambitious project that positions local governments as the main agents for its implementation. With the aim of improving the sustainability of cities, this research analyses the commitment of Spanish local governments to the SDG-11, indicating possible improvements with the aim of complying with Agenda 2030. We use the X-STATIS study technique with graphic representations. The results indicate a positive trend towards achieving SDG-11, in which progressive governments are concerned with issues of inclusive and sustainable urbanisation as a result of increased citizen participation, and conservative governments focus on slum upgrading and safety in inclusive and accessible public spaces. In addition, the ideological coincidence between different administrative levels is an impetus to the fulfilment of SDG-11.

The purpose of this paper is to analyze the efficiency of the police service in Spanish municipalities with a population of more than 50,000 inhabitants. Using Data Envelopment Analysis, we obtain the efficiency levels and the targets that the input and outputs have to reach to be efficient in the provision of the police service. Next, and based on the literature, the effect of the following environmental variables is verified: young population, number of foreigners, unemployment, municipal per capita income, tourist level of the municipality, and ideology and political strength of the municipal government. Findings show that an increase in the number of young people in the municipality means an improved efficiency in the local police service. In contrast, cultural diversity (measured by the percentage of foreigners in the total population), unemployment, the mayor's ideology and political fragmentation of government do not have a significant effect on the level of efficiency. On the other hand, higher municipal per capita income means less efficiency, while an increase in tourism activity is related to the improvement of this.

Official milk prices in the Spanish small ruminant sector were used for 5 years (2015–2019) to analyze the effect caused by the coronavirus disease (COVID-19) crisis in 2020. Meat price fluctuations were also studied using the weekly prices officially provided by some of the main agrarian markets of the country (n = 6) in 2019 and 2020. Moreover, the sales and prices of three protected geographical indications (PGI) of lamb meat served to study the marketability when the products are sold or not under these quality labels in a crisis context. According to Spanish Government’s official communications, 2020 was divided in three periods of study (pre-COVID-19, total confinement and post-confinement). The evolution of employment in this subsector in 2020, as a direct consequence of this crisis, was also analyzed considering data provided by producers. Results showed an intra-annual seasonal effect for milk prices in 2020 for both livestock species, as observed in previous years. However, a negative economic impact on goat milk prices due to the pandemic was checked during the confinement and post-confinement months. Sheep milk prices remained stable. Lamb and goat kid meat prices showed a similar trend in comparison with 2019 during the pre-COVID-19 period. The total confinement period recorded a short interval of 1–2 weeks in which the prices declined, before the suspension of quotations in many markets. In contrast, once confinement was completed, meat prices for both ruminant species rapidly reached levels that existed before the coronavirus crisis. Overall data suggested the protective effect of the PGI marks on lamb meat. Lambs with a PGI had better 2020 prices than non-PGI lambs (+8%), regardless of the period analyzed. Moreover, with fewer lambs sold in 2020, there was a relevant drop in sales of non-PGI lambs vs. PGI (−19% vs. −2%) during the first 7 months. Finally, there was little or no readjustment of the workforce in the small ruminant flocks.

Local governments have powers to decide on various issues concerning the public services they provide, as well as on how to finance them. We believe that it is important to analyse the existence of Political Budget Cycles, since politicians may misuse this discretionary power by manipulating budget variables for electoral purposes. Specifically, we analyse the impact of electoral cycles on budget forecast deviations in revenues from fines, which are fairly discretionary, in municipalities of over 1,000 inhabitants during the period 2010–2016. Our findings show that revenues from fines are overestimated in all the years, although this overestimation is only significant, and much more pronounced, in the election year. Politicians are aware fines are not well-regarded by citizens, and may negatively affect the election results, so they prescribe a relaxation in the imposition of fines and reduce the revenue budgeted. Other factors that impact on deviations in revenues from fines are the mayor’s political ideology, political competition and population size.

The human pandemic COVID-19 caused by the severe acute respiratory syndrome coronavirus-2 (SARS-CoV-2) started in China in 2019 and has rapidly spread around the world, leading to extreme control measures such as population confinement and industry activity closure. Although small ruminants are not sanitary affected by this virus, the short-term economic impact derived by COVID-19 on Spanish flocks is estimated in this study, using data provided by producers and two major slaughterhouses. Milk prices of dairy goat flocks suffered a substantial drop in April 2020, close to 4.5 cts EUR/liter compared to the previous month. In contrast, the monthly milk prices in sheep remained almost stable during this period, and even increases of more than EUR 6 cts were reported in comparison with the previous year. Nevertheless, economical differences are reported by areas where producers could receive a higher income, close to EUR 0.3 per liter of milk. Global data provided by feedlots affecting 2750 Spanish flocks evidenced a lamb price drop ranging from 16.8% to 26.9% after the pandemic arrival; in line with the data directly reported by a limited sample of producers (ranging from 11.0% to 23.7%). The goat kid meat market also suffered a reduction in prices per kg, near 12.5%; although, for some flocks, losses reached up to 40%. In the same line, 2 slaughterhouses reported a sudden sacrifice drop around 27% for lambs and goat kids sacrifices in April, in contrast with the usual sacrifice figures from the beginning of 2020. Moreover, our study showed a temporary and unexpected retention of lambs and goat kids at farms due to a reduction in animals slaughtered during this period. In conclusion, data evidenced a considerable negative economic impact on Spanish small ruminant flocks, throughout the first 60 days after COVID-19’s pandemic declaration. Further studies are needed to evaluate the long-term economic consequences, in order to establish contingency plans and avoid the collapse of small ruminant industries when a crisis of these characteristics occurs.

Cases of corruption, the financial and economic crisis, and citizens’ growing interest in public affairs have contributed to the political changes that have taken place in Spain in recent years. In this scenario, in which new political actors appear, this research analyses whether politicians’ remuneration, their dedication regime and several socio-political and economic variables have an impact on the efficiency of the main municipal services. The results indicate the key role of remuneration and the dedication of politicians in efficiency.

In recent years, achieving the Sustainable Development Goals (SDGs) is becoming a major challenge for local governments. This research focuses on the role of Spanish local governments in the fulfillment of SDG-6, which aims to ensure the availability and sustainable management of water and sanitation for all citizens. Specifically, this study analyses the evolution of the efficiency of Spanish local governments, and its determining factors, in the achievement of the SDG-6. The results indicate that the taxes associated with water supply and sanitation services, the private management of these services, population density, local government budget revenues, the income of the inhabitants of the municipality and the fragmentation of local governments are factors that can improve the evolution of the efficiency of Spanish local governments in achieving the SDG-6.

This research analyzes the factors that can improve the efficiency of public lighting. First, the annual and inter-annual efficiency levels are calculated. Second, the effects of a set of environmental variables on these efficiency levels are checked with a truncated regression model. The results show that public management is more efficient than private or mixed management. Higher tourism, stronger local governments, and more hours of sunlight appear to improve efficiency. Local governments with the highest budgetary revenues and the most urbanized area experience the greatest improvement in efficiency year after year.

Purpose The purpose of this paper is to examine the impact of mayors’ corruption on the municipal interest rate set by lenders. Design/methodology/approach The sample consists of a panel data for all the Spanish cities with population over 50,000 for 2002–2013 (130 municipalities). In line with previous literature and the structure of the panel data, the authors use a generalized method of moments equation to the main model and three robustness checks. Findings The results, robust to different specifications, indicate that banks do not take mayors’ corruption as a significant risk component of the municipal solvency. The data show a “corruption premium” ranging from −1 to 33 basis points, which aligns with the size of the “corruption premium” found by the literature, but the significance is low. This finding is connected, on the one hand, with the rigid, thorough Spanish legal framework ruling municipal financial management, and on the other hand, with the characteristics of mayors’ corruption. Robust evidence shows that key financial indicators influence interest rates: current saving, with a strong influence, and level of indebtedness, to a lesser extent. Besides, more populated cities pay lower interest rates. Research limitations/implications The main limitation stems from the calculation of interest rate, because but sharp debt changes may decrease the accuracy. Practical implications The data prove that banks value this surplus as a sign of solvency and set lower interest rates. Considering that this financial indicator is key for setting the interest rate, as a point for practitioners, current saving should be monitored by the municipal financial officer, as a way to reduce the financial cost. Besides, legislation should consider current saving as a benchmark to set balanced budget rules or to establish conditions for municipalities to get into greater indebtedness. Originality/value This is the first research on municipal interest rate premium due to corruption in Spain.

La ciudadanía ha mostrado en los últimos años un interés creciente por conocer que está haciendo el sector público con los recursos que recibe, por lo que las entidades públicas se han visto obligadas a facilitar y poner a su disposición información actualizada sobre la utilización de estos recursos. En este sentido, el propósito del presente trabajo es analizar qué factores socioeconómicos y políticos afectan a los niveles de transparencia, y de forma más concreta la relacionada con los presupuestos de los gobiernos de las diecisiete Comunidades Autónomas españolas para los años 2010, 2012, 2014 y 2016. La elección de los mismos se debe a que son los años para los que Trasparencia Internacional España ha publicado los datos sobre el índice de transparencia económico-financiera de las Comunidades Autónomas.Los resultados muestran que aquellas Comunidades Autónomas que presentan una mayor población, unas menores tasas de desempleo, un mayor acceso a internet de su población, un saldo presupuestario positivo y que son gobernadas por hombres, tienen unos niveles de transparencia superiores. Sin embargo, los resultados revelan que variables socioeconómicas como el nivel educativo de la población y la deuda de las autonomías no resultan significativas para determinar los niveles de transparencia presupuestaria. De igual manera, variables políticas como la ideología, el grado de participación electoral y la forma de gobierno (mayorías o coaliciones) no son relevantes en el estudio.

This paper uses DEA methodology to analyze the efficiency of the drinking water provision service in small municipalities. Once the efficiency indicators are obtained, these are related to a group of exogenous variables, so as to evaluate the determinants of efficiency. We use a sample of Spanish municipalities of under 5000 inhabitants in 2014, and the results show a negative and significant impact of population density and citizens' level of income on the drinking water supply efficiency. Moreover, the greater the political strength of the local government, the higher the level of efficiency in the provision of drinking water. The findings also show that there is greater efficiency when the provision of drinking water is managed directly by the local government. Finally, there is no significant impact of the touristic character of the municipality or of the government's political ideology on the efficiency of the drinking water supply.

The purpose of this paper is twofold. First, it assesses the efficiency of the drinking water supply in the Spanish municipalities of over 5,000 inhabitants. Second, it examines the hypothesis that this efficiency is conditioned by a group of environmental variables. Unlike monitoring reports based on descriptive methods, this paper uses the double data envelopment analysis bootstrap procedure to ascertain efficiency determinants. The results show that municipalities could improve their efficiency by modifying the scale at which they are operating. Regarding the determinants of efficiency, population density has been found to have a positive effect on the level of efficiency in the public service covered by this study. Moreover, it is shown that most tourist municipalities are more efficient at managing water supply service. These findings also suggest that there is greater efficiency when the provision of drinking water is managed directly by the local government. Finally, no significant impact of citizens’ level of income, political ideology, and strength on drinking water supply efficiency is found.

This paper aims to analyse whether illegal (corruption) and legal rent extraction (high politicians’ wages) affect electoral outcomes at municipal level. We use an initial sample of 145 Spanish municipalities over 50,000 for two electoral periods: 2004–2007 (before the crisis) and 2008–2011 (during the crisis). Our findings show that neither illegal nor legal rent extraction impact on re-election in non-crisis times. However, we observe that citizens penalize legal rent extraction in the ballots during the crisis. Regarding the economic performance of the local governments, we find that its effect on re-election is important in non-crisis period. Nevertheless, in time of crisis, given that the economic situation is bad in general in the country, voters pay less attention to economic factors and focus on politicians’ behaviour.

Advocates of the privatisation/outsourcing of public sector services defend the cost savings and greater efficiency derived from this type of management. In this sense, many local governments have opted to outsource the provision of some public services. However, empirical evidence for cost savings in the provision of public services is mixed. Accordingly, we analyze if the effective cost of drinking water provision depends on the type of management carried out by the local government for a sample of more than 3,500 Spanish municipalities. We find that provision of drinking water is cheaper if it is managed directly by the local government. Therefore, our results suggest that the provision of services privately does not always guarantee cost savings.
