This paper aims to describe the impact of the COVID-19 pandemic on the socio-economic structure of cities, and discuss the possible responses of a place-based agenda of urban policies built around the concept of "proximity economy". With this objective, the present work provides an interpretative framework for understanding the impact on urban economy with respect to Milan and Italy, by observing the emergence of the perspective of proximity in the debate to respond to the healthcare crisis due to the current pandemic. On this conceptual basis, the paper suggests measures and gives examples for implementing a proximity-based urban development agenda, concluding with a final framework of policy recommendations relating to the implementation of these policies.

Social innovation is increasingly considered a relevant theme for territorial development policy, in a context of socio-economic polarizations that interest the large majority of cities and regions of the European and Italian context. Social-innovation based territorial development approaches can be considered as the key to sustain bottom-up dynamics in setting problems, experiment projects and systematize solutions to complex social issues. The paper aims to discuss theoretical visions and practical examples on how social innovation-based methodologies are able to promote territorial development processes, highlighting limits and opportunities of fostering these processes in marginal territorial settings.

The need to develop experimental tools for a responsible research and innovation (RRI) framework is relevant for managing research agendas and policy making that seriously take into account the complex conditions of innovation development (linked to multidisciplinarity and interaction processes) between the researchers and their fieldwork activities. The adoption of an RRI framework is even more important for multidisciplinary and complex issues, such as the agri-food system. In this context, the SASS (Sustainable Agri-food Systems for Sustainable Development (SASS) project represents a good example for verifying the application of the RRI strategy in a varied research group committed to the development of sustainable agri-food systems in Sub-Saharan Africa. The project, which involves more than 50 researchers from different fields of knowledge and theoretical backgrounds, showed the importance of the processes of reflection, re-driving, and convergence in the definition of research objectives and strategies. This process started by experimenting with new dedicated RRI tools in order to allow interactions between the researchers, including exchanging their experience in data collection and theoretical reflection development. With respect to this analysis, it was interesting to analyze how the RRI tools and strategies have been activated between researchers and different stakeholders, generating reflections capable of re-adapting the results towards shared and accessible innovation for the extended society. Following the discussion based on the description of the SASS-RRI agenda tools and following an internal verification given from an RRI-based web survey, this contribution provides new insights, in terms of tools and strategies, to promote and refine RRI approaches. This work underlines how RRI methods have promoted internal and external interactions to connect the research objectives towards a model of open innovation.

Information-sharing devices contribute to shape individuals' mobility choices. Devices make available both objective and subjective forms of information. Emerging actors like corporations and communities produce and make information usable. Information allows unprecedented initiatives addressing individual mobility behaviours. Over the years, the cultural enterprises sector in Italy has been considered a field of confrontation for regional development policies and institutional reorganizations, with a twofold challenge: experience new entrepreneurial cultures borrowed from other policy fields and enhance a considerable (but hardly recognizable) cultural heritage and assets. This paper intends to analyze the current state of cultural entrepreneurial policy making in Italy by examining critical points in terms of its capacity to (1) produce value, (2) include youth and (3) promote inclusive forms of urban and local developments. By combining these three objectives, the paper aims to outline a general reflection on how innovative organizations and policy tools could be explored to promote a cultural innovation agenda for the country.

In times of increased territorial competition, processes of territorialization of food and gastronomy are often considered as key assets of regional economic performances. Yet, for they are by nature diffuse and intangible, it is often hard to understand precisely through what mechanism they are operating and what kind of effects they have. Building on the framework proposed by the regional development platform approach, the present article explores the case of Lyon, trying to unveil the main communication patterns between local identity and economic performances. While territorial identity seems to be a facilitator of exchanges between stakeholders, it can also appear sometimes as causing inertia and slowing down institutional innovation. Beyond the specific findings on the case studied, the objective of the article is to propose innovative reflections on the debate of local identity dynamics and territorial marketing for local food governance and policy making.

Any discussion of distributed energy systems inevitably centres on how they compare with the large energy systems, i.e. the traditional centralised model of energy production, and on the viability of local energy systems as alternatives in terms of efficiency and sustainability. At present, the debate on local energy systems and distributed energy production hinges mainly on questions of technology and engineering; at most, some reflections on economy are thrown in. What we believe is essential is to cast the net wider and include other dimensions. In particular, we also need to consider in greater depth the organisational and institutional issues involved – until now, less considered and discussed. In this perspective, the main question addressed by the present article is if and how new forms of local organisations can provide the crucial catalyst for a new polycentric distributed energy scenario

The community concept has maintained a constant and growing interest in urban studies and many related fields. The origin of this continuing interest seems to derive from the importance of the concept of community within diverse forms of political language and interpretations within different planning practices. In this contribution, through the analysis of different ethical and planning theories, we want to provide an update framework on community action. According to this objective, the argumentation will proceed through a literature review on four ethics theories and three key aspects related to spatial planning, as well as matching this theoretical analysis with exemplifying practices. The final objective is to provide an original analysis on drivers and outcomes of different forms of community, raising general issues that refer to spatial planning, social organization and regulation.
