Healthcare systems aim to provide access to good quality care, while ensuring equity and solidarity. The fiscal sustainability of healthcare systems has become a matter of concern in recent European Union (EU) debates, considering the ever increasing need for adequate healthcare determined by factors such as aging population, investments in technology and infrastructure, medical products and wages. Our paper seeks to measure the health system performances of the EU countries by building up a composite index, which will then be used as a tool in investigating the relationship between health performance and the fiscal sustainability of health systems. A principal components analysis (PCA) was applied to build the composite index through the use of the most relevant health indicators provided by Eurostat and the Sustainable Development Knowledge Platform. The composite index offers a comprehensive performance assessment and provides a clear ranking of the EU countries based on their health system performances. Further investigation of the link between health performance and fiscal sustainability revealed that higher ranks are associated with higher shares of health expenditures in gross domestic product (GDP), a large share of employment in the health sector, and higher duration of working life. These patterns are followed by efficient health systems, encountering reduced sustainability risks.

Taking into consideration the recent debates on adopting a progressive tax system over the flat-rate taxation, our paper aims to investigate the impact of a change in the current Romanian personal income tax policy system from the 10% flat-rate tax system to some alternative progressive taxation scenarios. The methodological approach consisted in using the European Union Survey on Income and Living Conditions (EU-SILC) database to micro-simulate the impact upon poverty and income inequality. Through our ex-ante tax policy analysis we bring empirical evidence of a modest, but positive effect upon poverty rate and income inequalities in favor of a progressive taxation system. However, when looking at the government financial implications through the personal income tax budget revenues, we discuss upon the possible trade-off between the benefits on poverty and income inequalities and the possible budgetary drawbacks. Despite the data limitations, this study has the benefit of being among the first attempts to evaluate the impact of a personal income tax policy reform for the case of Romania.

Digital technologies are being integrated into everyday life worldwide, constantly transforming our society and labor markets. The EU requires digitally smart people in the labor market and has promoted this through the Digital Agenda. In this context, our paper aims to investigate the diversity of the EU member states in terms of the digitalization of the labor market in the post-pandemic context. Using a multidimensional perspective, we considered indicators reflecting not only labor market specificities but also the degree of digitalization and the impact of the COVID-19 pandemic. First, the strength of the association between digitalization and the labor market indicators was quantified through a Pearson test, while the cluster analysis highlighted some patterns for the high-tech EU economies compared to the medium- and low-tech EU economies. Among the high-tech economies cluster, Finland stands out as the frontrunner in the EU’s digital transformation, with the most digitally skilled workers. At the opposite pole are the South-Eastern countries, which have the most to do to recover and still lack an effective digital policy framework to support youth workers’ access to digital training. The practical implications of our study consist mostly of providing decision-makers with directions on issues to tackle when implementing EU digital policies.

Digitalization has significantly reshaped human and social life worldwide, serving as a powerful enabler of a sustainable economy, while being directly aligned with Sustainable Development Goal 9, among others. The literature on digitalization and sustainability boosted since 2017, confirming its importance. Unlike most previous studies, this paper extracted articles from both the Scopus and Web of Science platforms, and the bibliometric analysis was conducted using the new Python library, pyBibX, for the cleaned concatenated dataset, as well as Bibliometrix in R for the parallel analysis on the two platforms. We conducted both a performance analysis to measure scientific impact and citations in the quest to better understand the research field and also a science mapping to visually represent the scientific research and its development. Our findings suggest that Sustainability is the main journal with published articles on digitalization and sustainability, whereas China has the largest number of papers in the field and collaborations between countries. Finally, by applying Natural Language Processing, we identified as best topics: digital, sustainable, development, sustainability, digitalization, study, research, transformation, innovation, and model. Moreover, we dug deeper into policy implications to show how these findings could serve policymakers and stakeholders in academia and industry.

In this paper we focus on analysing the evolution of the main relevant macroeconomic E.U. indicators by studying the changes occurred in the last years. We first apply a Hierarchical cluster analysis in order to classify the E.U. countries in two distinct groups. We then estimate a panel data model for each cluster, highlighting the indicators affecting the employment rate. The results indicate a positive influence of earning on employment rate for both clusters, while some particularities were also noticed. Further on, we build a simulation scenario to predict the employment rate for the E.U. member countries
