This paper represents a research response to the current vision on transformations regarding the capacity building of smart cities focused towards sustainability, by addressing the knowledge based urban development and collaborative tools that support the development, dissemination, and use of knowledge. The purpose of this paper is to develop a collaborative pattern of knowledge networking, focusing on sustainability goals within a smart city concept, using the logic of the Complex Adaptive System (CAS). The study was carried out in an innovation cluster in Romania; the Social Network Analysis (SNA) was used as a tool to perform the study. The results of this analysis, due to the suggested networking, have led to delimitation of the roles that Groups of Competences play to enhance the sustainability of smart cities in areas where the use of knowledge has the greatest impact. Results show that the success of the smart solutions’ implementation depends on how the social and competence structures of the network are shaped and whether it permanently adapts to fit the sustainability objectives in the considered areas.

В описаному дослідженні здійснено кореляційно-регресійне обґрунтування залежностей між результуючими показниками діяльності підприємства та параметрами використання його основних засобів. На основі складників регресійних моделей виявлено рівні впливу залучених у модель параметрів та охарактеризовано значимість отриманих даних для подальшого планування розвитку діяльності підприємства. Як наслідок, вироблено напрями підвищення ефективності використання основних засобів у розрізі факторів впливу на результуючі показники діяльності підприємства.

Innovative development is a defining characteristic of developed societies. At the moment, innovations remain an issue demanded not only by the economy, but also by the entire society. In recent decades in Ukraine, several conceptual models of innovative development were determined in the normative documents; however, they have not succeeded in achieving their implementation. The purpose of the article is to study the evolution of conceptual models of innovative development in Ukraine, to form their classification according to the criteria of linearity and integration and to develop directions for their improvement. To achieve the goal of the research, the basic principles of the proposed models of innovation development in the relevant normative documents (concepts and strategies) are summarized and a conceptual configuration of innovation development is proposed in order to activate it and introduce new organizational approaches. The author used content, descriptive analytical and graphic research methods. The article describes the features of linear / nonlinear and integrated / non-integrated models and identifies the four main stages of the development of innovation models in Ukraine: (i) till 1999 – the formation of a linear model, (ii) 1999-2009 – interactive, (iii) 2009-2012 –functionally integrated, (iv) 2012-present – system-integrated, networking model. The conceptual scheme of interaction in the innovation process is proposed. It is substantiated that the effectiveness of innovative models can only be realized through appropriate motivation – the awakening of business (or social - in the case of social innovations) interest in innovations, since they are the demanders and recipients of innovations. Such motivation can be formed / raised through the wider and deeper interactions of the participants in the innovation process in the case of non-linear and well-integrated models of innovation development. Implementation of the models should take place through appropriate organizational formats, favourable to and generating regular interactions, as well as viable relationships. Important tools for implementation of advanced innovative models are smart specialization, funding multilateral engagement of NIS’s participants in the joint research projects and development of innovative culture and improvement of managerial approaches.

A new structured vision of the legislative framework for the functioning of the organizational components of the knowledge triangle in Ukraine through the prism of the promotion of innovative development was explored and exposed. The organizational content of three pillar points of the knowledge triangle (education, research and innovation), corresponding links of their interaction, as well as the regulatory and coordinating environment is analyzed.The state activity was observed in regard to various components and parts of the knowledge triangle, which is well revealed in dynamics of the legislation, concerning the development of the knowledge-innovation model.The results of the study indicate that the existing organizational forms, such as innovative clusters, technological platforms, start-ups, business angels, accelerators, etc., have not been reflected in existing legislative norms and regulations, as well as in practical activities (with exception to start-ups).Dual education (mentioned in the Law on Higher Education, but not regulated in details), deep cooperation with enterprise as a part of education and as an element of necessity, have not yet received any normative expression.In addition, it was found, that the knowledge triangle functioning environment, in particular – the regional governance’s role, different public structures’ involvement in problems in question, the innovative climate, partnership boards, foundations, centres of advanced experience (innovative – in this context) – all the structures, that to a large extent is the voluntary response of the region itself to solving the problems of innovative development, as is the object of attention, so far exist mainly only in theoretical studies. Legally stipulated the need for public attention to the development of innovation culture was revealed only in one document, but it itself can give impetus to the massive development of innovation.

Despite a significant pool of sustainable development literature that appeared during the last decade, the term remains unclear. This study involved a theoretical analysis of definitions of sustainable development to identify the weights of different components, to assess what meanings are included in the term by different authors and communities, and to understand the role of managerial issues in sustainable development. A principle managerial model of sustainable development is presented in which common purposes and joint management serve to unify economic, environmental, and social components. Using a basic management approach, field investigation of sustainable development processes were conducted in Athens, Georgia, USA and Uzhhorod, Ukraine. Survey results were utilised to develop managerial sustainable development models for each city, to conduct an internal analysis of the components and connections between components in each model, and to compare the respective components for each city. The comparative results of the study are both theoretically and practically useful in the development of relevant policy approaches.

This paper sets out to examine the integration of a region (Transcarpathia), undergoing a process of postsocialist transformation, in the global marketplace. In doing so, it deploys a microlevel approach in deciphering the findings of extensive fieldwork investigation. The argument advanced here is that the phenomenon reported does not fit well within the confines of the global commodity chain literature. The pursuit of patterns and regularities, as well as the overwhelming economic development focus of this approach tend to obscure differences, and restrict our understanding of globalisation and industrial dynamics, especially in the case of areas undergoing a process of postsocialist transformation.

This paper sets out to examine the integration of a region undergoing a process of post-socialist transformation in the global marketplace. In doing so it draws upon the experience of the clothing industry in Transcarpathia, Western Ukraine. The findings of extensive fieldwork investigation suggest that, during the mid 1990s, sub-contracting linkages were established through intermediaries located in economies, which achieved significant advances in the process of transformation (such as Hungary and Slovakia), between local manufacturers and parent enterprises abroad. The role of the mediators was subsequently diminished, partly due to the adoption of greater commitment strategies by some parent enterprises and the emergence of local mediators and a handful of entrepreneurial manufacturers. This led to the formation of complex networks of production and role differentiation among local and global economic agents. The resulting recovery in the employment provided by the industry to some 60% of the pre-1991 levels constitutes a rare success story in the regional context. However, there are serious concerns about the long-term viability of this pattern of growth.

This article presents a heuristic continuum for the development and reform of civil service systems, drawing implications for the usefulness of western civil service reforms to the current Ukrainian situation. The authors argue that the current reform ideology common to western democracies may not be appropriate when applied to Ukraine and other nascent states.
