The combination of increasing life spans and low birth rates is accelerating the pace at which the share of older adults in the population worldwide is rising. As people age, their autonomy tends to decrease which leads frequently to the need to use support equipment to perform their daily living activities. Governments, at all levels, are establishing programs to enable this population to live with dignity at home, receive more proper care, and to participate in all life’s activities in a joyful and independent way. Within these programs, we can find the Assistive Technology (AT) organizations that makes available to the population assistive technology equipment as wheelchairs or hospital beds. These organizations collect and store donated products for lend them to needed users. The management of these products’ flow, the location of the access centers, and design of the transportation schemes is not straightforward, due to several complexities, such as a highly uncertain demand and offer, budget limitations, and restricted availability of human resources within the organizations, most of which are volunteers. In this paper, we analyze the AT operations, based on a Circular Economy perspective, and we develop tools that can help the managers of these programs to make better logistics decisions. These tools are based on mathematical models and efficient algorithms that have been developed to solve location, inventory, and routing operational problems in the AT organizations. We have been inspired by the social program of the Barcelona City Council, Banc del Moviment, but the tools can be used and extended to other programs around the world.

In this work, we consider the internal logistics processes in the car assembling company SEAT S.A (where SEAT is Sociedad Española de Automóviles de Turismo). We focus on the design of the supplying routes from the warehouse toward the workstations along a production line. The in‐house logistics routing problem (ILRP) can be seen as an extension of the classical vehicle routing problem considering special features such as long‐term fixed routes, unknown orders, backorders, and homogeneous fleet. To solve the ILRP, we propose an integer linear programming (ILP) model and a simulation‐based iterated local search (SimILS) algorithm. We conduct two computational experiments. The first experiment analyzes the methods' performance, and the second experiment compares the SimILS results with the current company's routes, considering real data provided by SEAT S.A. The results show that the SimILS provides the best overall results overcoming both the ILP approach and the current company's solution, leading to a significant improvement in the company's processes.

Health care is a pillar of modern society. This study focuses on the use of descriptive analytics to provide demographic and territorial insights that will be of strategic importance in planning subsequent projects meant to improve health care services. We especially focus on the assessment of the elder and disabled population health care needs in Barcelona, and evaluate to what extent the current health care infrastructure is successful in covering the demand of these fragile population segment. This work is developed around three main assessments in the municipality of Barcelona: the elder and disabled health care demand, the available health care services, and the relationship between demand and services, showing that territorial and demographic aspects are relevant in assessing the health needs of the population.

This work focuses on internal logistics (IL), which is defined as the flows of materials inside the same business or the same plant. We centre on the IL activities of a car-assembling company. The main objective is to propose simulation models’ concepts that evaluate assembling lines under the IL point of view. We present a real case study based on SEAT S.A., a company in the Volkswagen group. We developed a Discrete-Event Simulation model through the Plant Simulation software. The company set the main Key Performance Indicators, which are related to the logistics flows’ performance (LFP) and an assembly lines’ aisles utilisation. The results expose which aisles are overused, the disturbs among the logistics flows, and the LFP, regarding the total of backorders, the trips duration, and the routes’ length in terms of distances and time. Moreover, we offer aset of best practices for further applications in that field.

The way citizens interact with cities affects overall life quality. Their participation in social decisions is of paramount importance for helping on public decisions that affect governance, regulation and education. This interaction has the potential of being boosted within the scope of smart and digital cities, especially by recent advances in blockchain technology. This work introduces insights about how smart cities’ concepts and innovative technologies can help society to face daily challenges for improving citizens’ awareness. Digital technologies are able to drive social and economic development by employing Information and Communication Technology (ICT) to promote innovation. In this context, e-governance, in conjunction with disruptive concepts such as blockchain, is showing up as a fundamental tool for a decentralized democracy. This study reviews, discusses, raises open points and presents suggestions towards an efficient, transparent and sustainable use of technology, applied to future cities.

Cities are constantly transforming and, consequently, attracting efforts from researchers and opportunities to the industry. New transportation systems are being built in order to meet sustainability and efficiency criteria, as well as being adapted to the current possibilities. Moreover, citizens are becoming aware about the power and possibilities provided by the current generation of autonomous devices. In this sense, this paper presents and discusses state-of-the-art transportation technologies and systems, highlighting the advances that the concepts of Internet of Things and Value are providing. Decentralized technologies, such as blockchain, are been extensively investigated by the industry, however, its widespread adoption in cities is still desirable. Aligned with operations research opportunities, this paper identifies different points in which cities’ services could move to. This also study comments about different combinatorial optimization problems that might be useful and important for an efficient evolution of our cities. By considering different perspectives, didactic examples are presented with a main focus on motivating decision makers to balance citizens, investors and industry goals and wishes.

This work aims to present a methodology to support a company in the automotive business on scheduling the jobs on its final processes. These processes are: (i) checking the final product and (ii) loading the dispatch trucks. These activities are usually found in the outbound area of any manufacturing company. The problem faced is defined as the flow shop problem with precedence constraints, release dates, and delivery times. The major objective is to minimize the latest date a client receives its products. We present a time-indexed integer mathematical model to compute feasible solutions for the presented problem. Moreover, we take advantage of the Lagrangean Relaxation procedure to compute valid lower and upper bounds. The experiments were held based on the company’s premises. As a conclusion, the results showed that the methodology proposed was able to compute feasible solutions for all the instances tested. Also, the Lagrangean Relaxation approach was able to calculate better bounds in a shorter computational time than the Mathematical problem for the more complicated instances.

Cities are undergoing transformations in several respects, but, mainly, regarding novel technologies. In this sense, the aim of this study is to understand the relation between the cities and the use of emerging technologies such as digital democracy, blockchain and, in particular, smart contracts. To discuss and analyze the possibilities of this evolution and transformation, a bibliometric search is carried out in this chapter. A search of keywords in some refereed world databases was made: Springer, SCOPUS, IEEExplore, Science Direct, Google Trends, Web of Science, and Taylor & Francis. This combination of databases was selected in order to become possible to reach a high coverage of numbers of works about digital city and related technologies.

This paper extends some explanations about the convergence of a type of Evolution Strategies guided by Neighborhood Structures, the Neighborhood Guided Evolution Strategies. Different well-known Neighborhood Structures commonly applied to Vehicle Routing Problems are used to highlight the evolution of the move operators during the evolutionary process of a self-adaptive Reduced Variable Neighborhood Search procedure. Since the proposal uses only few components for its search, we believe it can be seen inside the scope of the recently proposed “Less Is More Approach”.

Supply chain management (SCM) is related to the management of all activities along a network of organizations to provide a good or a service to final customers. The efficiency of these activities can have a great impact on customer‘s satisfaction and cost reduction. However, SCM is not just the sum of activities along the supply chain but, instead, it must consider the organization, supervision, and control of all activities in the chain from an integrated and collaborative perspective aiming to provide a competitive advantage. From this point of view, an increase in the dimension and complexity of the decision problems involved is expected, as several actors with different goals must be considered to administrate efficiently the activities within the supply chain. This chapter briefly reviews the main concepts of SCM, identifying relevant decision and optimization problems and discussing possible solution approaches. Heuristics and metaheuristics are two of the best optimization tools to be used in solving and providing business insights for the SCM problems. This chapter also describes some successful metaheuristic approaches to SCM and it examines future research trends. A large number of applications of metaheuristics to SCM integrating new subjects, such as open and big data, smart cities, and online decision-making, just to mention a few, are foreseen.

In today's competitive market environment, logistics has a substantial impact on companies' performance. Improving the logistics efficiency is a main goal for many industries, especially, for those involved in car manufacturing. This work considers a real logistics problem in a car-assembly factory. The problem consists in optimizing the supply of components from the internal warehouse to the production lines, determining the best delivering routes. We describe the problem in detail, propose a mathematical programming model, and solve it with CPLEX. Afterward, to evaluate the impact of implementing the optimal routes in realistic scenarios, we apply Monte Carlo simulation and present a comparison between both solutions. The manufacturer's Key Performance Indicators are considered for evaluating the obtained results. The study showed that the proposed solution outperformed the current one, pointing out that the optimized routes could deal with different levels of production in a more efficient and cost reductive manner.

E‐Commerce activity has been increasing during recent years, and this trend is expected to continue in the near future. e‐Commerce practices are subject to uncertainty conditions and high variability in customers’ demands. Considering these characteristics, we propose two facility–location models that represent alternative distribution policies in e‐commerce (one based on outsourcing and another based on in‐house distribution). These models take into account stochastic demands as well as more than one regular supplier per customer. Two methodologies are then introduced to solve these stochastic versions of the well‐known capacitated facility–location problem. The first is a two‐stage stochastic‐programming approach that uses an exact solver. However, we show that this approach is not appropriate for tackle large‐scale instances due to the computational effort required. Accordingly, we also introduce a “simheuristic” approach that is able to deal with large‐scale instances in short computing times. An extensive set of benchmark instances contribute to illustrate the efficiency of our approach, as well as its potential utility in modern e‐commerce practices.

This paper analyzes the role of horizontal collaboration (HC) concepts in urban freight transportation under uncertainty scenarios. The paper employs different stochastic variants of the well-known vehicle routing problem (VRP) in order to contrast a non-collaborative scenario with a collaborative one. This comparison allows us to illustrate the benefits of using HC strategies in realistic urban environments characterized by uncertainty in factors such as customers’ demands or traveling times. In order to deal with these stochastic variants of the VRP, a simheuristic algorithm is proposed. Our approach integrates Monte Carlo simulation inside a metaheuristic framework. Some computational experiments contribute to quantify the potential gains that can be obtained by the use of HC practices in modern city logistics.

Cross-selling campaigns seek to offer the right products to the set of customers with the goal of maximizing expected profit, while, at the same time, respecting the purchasing constraints set by investors. In this context, a bi-objective version of this NP-Hard problem is approached in this paper, aiming at maximizing both the promotion campaign total profit and the risk-adjusted return, which is estimated with the reward-to-variability ratio known as Sharpe ratio. Given the combinatorial nature of the problem and the large volume of data, heuristic methods are the most common used techniques. A Greedy Randomized Neighborhood Structure is also designed, including the characteristics of a neighborhood exploration strategy together with a Greedy Randomized Constructive technique, which is embedded in a multi-objective local search metaheuristic. The latter combines the power of neighborhood exploration by using a Pareto Local Search with Variable Neighborhood Search. Sets of non-dominated solutions obtained by the proposed method are described and analyzed for a number of problem instances. Purpose – The purpose of this paper is to present a problem-based learning (PBL) activity that uses a decision support system (DSS) to teach one of the most fundamental topics in distribution planning: vehicle routing. Design/methodology/approach – The authors describe their teaching experience in a logistics and supply chain management (LSCM) course. In the PBL activity proposed, students need to solve a typical vehicle routing case with no previous theoretical background taught. The paper is written as a teaching guide for other instructors, detailing how the activity may be carried out in class. Findings – The PBL activity involved students from the very beginning, challenging them to solve a rather complicated problem. Its acceptance was very positive according to the student feedback survey conducted after the activity. Only when struggling with the difficulties of the case proposed, did students really appreciate the potential value of a DSS for making better decisions. Moreover, this activity raised concerns about how DSSs must be adapted for implementation in every business scenario. Originality/value – Teaching logistics management goes beyond lecturing on elemental concepts and tools; it is also about applying this knowledge to manage things. Although several PBL initiatives have been reported to be successful in the field of LSCM, this one incorporates a web-based DSS. The main issue in PBL activities is finding authentic and representative problems to develop transferable skills, and currently most logistics problems are solved using DSS.

This paper analyzes a realistic variant of the Permutation Flow-Shop Problem (PFSP) by considering a non-smooth objective function that takes into account not only the traditional makespan cost but also failure-risk costs due to uninterrupted operation of machines. After completing a literature review on the issue, the paper formulates an original mathematical model to describe this new PFSP variant. Then, a Biased-Randomized Iterated Local Search (BRILS) algorithm is proposed as an efficient solving approach. An oriented (biased) random behavior is introduced in the well-known NEH heuristic to generate an initial solution. From this initial solution, the algorithm is able to generate a large number of alternative good solutions without requiring a complex setting of parameters. The relative simplicity of our approach is particularly useful in the presence of non-smooth objective functions, for which exact optimization methods may fail to reach their full potential. The gains of considering failure-risk costs during the exploration of the solution space are analyzed throughout a series of computational experiments. To promote reproducibility, these experiments are based on a set of traditional benchmark instances. Moreover, the performance of the proposed algorithm is compared against other state-of-the-art metaheuristic approaches, which have been conveniently adapted to consider failure-risk costs during the solving process. The proposed BRILS approach can be easily extended to other combinatorial optimization problems with similar non-smooth objective functions.
