Vladimir Rotkin, PhD, is an independent researcher at the New Israel Association of Sciences, Israel. He graduated as a mechanical engineer from Astrakhan State Technical University and completed advanced studies in theoretical mechanics at Bauman Moscow State Technical University. He previously served as Head of the Department of Theoretical Mechanics at Astrakhan State Technical University, Astrakhan, Russia. His academic and research experience spans theoretical and applied mechanics, mathematical modelling, optimisation, computational methods, and intelligent systems. In recent years, his research has increasingly focused on artificial intelligence architectures, particularly the integration of deterministic computational cores with agent-based components, verifiability, reproducibility, and configurational approaches to intelligent-system design. His current research also includes mathematical methods for controlled transformations and optimisation of complex computational processes. He is the author of interdisciplinary scientific publications and has experience as a reviewer for international scientific journals in engineering, energy, sustainability, mechanics, and related fields.
