Tourism carrying capacity remains pivotal for ensuring sustainable development within protected terrains, accentuating the balance between conservation, socio-economic benefits, and visitor satisfaction. This study delves into the intricate dimensions of this balance, focusing on the Katon-Karagay National Park (KKNP). Merging comprehensive empirical data accrued from fieldwork within the park, calculations surrounding recreational loads, and a synthesis of the relevant literature, the study designed a methodology. This included calculation techniques incorporating ecological and tourist social capacities, the psychocomfort approach, and an ongoing monitoring approach, supplemented by exclusive data from the park’s administration. Key findings underscored the significance of an adaptive balance, revealing specific permissible recreational loads for different park zones. For instance, zones of quiet recreation evidenced up to 5 people/ha, while active recreation zones fluctuated between 20 and 100 people/ha. Monitoring evidenced critical environmental changes, shaping recommendations for effective tourism flow regulation, ensuring alignment with established norms and ecological preservation. The exploration substantiates the indispensability of a meticulously structured approach to ascertain tourism carrying capacity, emphasizing the harmony achievable between environmental sanctity and human pursuits. KKNP’s empirical data serve as a paradigm, guiding sustainable tourism frameworks for similar ecologically sensitive regions.

This article considers general principle of predicting the difference in the reactivity of minerals and solvents in the conditions of their interaction at the interface between solid and liquid for cobalt minerals in the processing of mineral raw materials. The ideas of new properties of chemical affinity which allowed to carry out the forecast of a choice of efficiency of action of the dissolving reagent for opening of hardly soluble minerals of cobalt and the forecast of consecutive passing of the competing reaction proceeding on solid-liquid boundary at processing of mineral raw materials by a hydrochemical method at the level of an electron are stated. Previously unknown pattern of change the effectiveness of the solvent of the reagents and the sequence of passing a competing reaction was established, namely, that the effectiveness of the solvent of the reagent and the sequence of passing the subsequent reaction naturally varies with the calculated values given new chemical affinity (DrG0/n). It is practically proposed to use the average atomic energy of the formation of solids ΔfG0(averaged) and calculated value of the new chemical affinity DrG0/n to create scientific basis for the opening of cobalt minerals contained in the mineral raw materials with the least time.

Purpose of the article is to identify the relationship between willingness to support, family living standards and individual’s health self-assessment within the framework of the Kazakhstani population participation of in health insurance. The empirical basis of the study was the archive of sociological survey data, which is based on the population responses, taking into account the opinions in the pharmaceutical industry experts, medical workers and specialists in the insurance market. The results of the statistical analysis showed the presence of significant links between “Willingness to support” and “Self-assessment of individual health”, between “Willingness to support” and “Average monthly income per capita in the family”, as well as between “Willingness to support” and “Family living standards”. It was also found that the willingness to support is different for different strata of the population: among the population with a high self-assessment of health, a high standard of living and a high level of per capita income in the family, it is higher. In addition, the article analyzes the current state of health insurance market in the Republic of Kazakhstan, where, as a result, it was revealed that due to quarantine measures, the number of concluded insurance contracts has almost halved. The results obtained can be used by authorized state bodies in the development of health insurance programs, as well as measures to ensure the safety of the health care system of the Republic of Kazakhstan and policies in the field of effective health care.

This study investigates the economic impact of tourism in Buiratau State National Nature Park (SNNP) by analyzing the direct, indirect, and induced effects of tourist spending through the multiplier effect. Using input–output (I-O) models and primary data from park administrators, local businesses, and national statistics, the research quantifies the economic contributions of tourism to the local economy. In 2023, total tourist spending in Buiratau SNNP amounted to 19,856,520 KZT (41,320.4 USD), generating an overall economic impact of 56,337,037 KZT (117,234.5 USD). The calculated tourist expenditure multiplier is 2.84, and the tourist income multiplier is 2.578. These findings demonstrate the amplification of tourist spending within the regional economy, highlighting the roles of direct revenues from tourist services and indirect benefits from related sectors. This study also explores sustainable tourism development, emphasizing investments in infrastructure and collaboration with local stakeholders. Recommendations include enhancing data collection methods, promoting sustainable tourism practices, and engaging local communities in planning processes. This research is particularly relevant for developing regions, including post-Soviet states, where national parks are centrally managed, providing a framework for optimizing tourism’s economic contributions while maintaining conservation goals.

Today, the active implementation of machine learning (hereinafter – ML) methods in public administration opens up new opportunities for forecasting, impact assessment and decision support, while simultaneously generating various challenges. The present study is aimed at a systematic review of scientific publications devoted to applying ML methods in the field of public administration, with an emphasis on identifying thematic areas, ethical and institutional challenges. The initial data set included 524 publications obtained using targeted search queries in the Scopus and Web of Science databases for the period 2014-2024. Data filtering was performed using SQLite, thematic mapping was performed in the VOSviewer environment, and metadata was structured using the Elicit tool and subsequent manual encoding. The analysis results allowed us to identify four functional areas of ML application in public administration: transparency and ethics, resource allocation and service provision, institutional design, and technical integration. Despite significant progress in the models’ technical implementation and predictive accuracy, in many cases, mechanisms for equity, transparency, and citizen participation have been poorly implemented. The scientific novelty of the work lies in the interdisciplinary synthesis and development of a typology of institutional challenges that arise when implementing ML systems in public administration. The prospects for further research are related to the empirical validation of decisions, the development of ethical audit methods, and institutional training for responsible, sustainable, and contextually adaptive use of algorithmic tools in the public administration system.
