The evolution of the Common Agricultural Policy (CAP) has been conditioned by a number of factors. Among them is the so-called external aspect of the CAP on which this work focuses, being the main objective to analyze the relationship between the evolution of the CAP and the negotiations leading to the liberalization of international agricultural trade, which were held within the General Agreement on Tariffs and Trade (GATT) and the World Trade Organization (WTO). In the same way, we also consider the consequences for European agricultural foreign trade derived from the commitments assumed by the European Union (EU) in those two negotiating forums. To achieve these objectives, this research proposes two working lines: first, a literature review for better understanding how international agricultural trade has been regulated since the end of the Second World War to the present, and second, a research effort to know the possible implications that said regulation have had for the evolution of European agricultural foreign trade. In this latter case, the issue is addressed through an empirical analysis using two of the main specialized statistical databases in international trade: EUROSTAT and COMTRADE. The results of the research show that, as the changes introduced by the CAP reforms have been consolidated (based on the trade commitments assumed by the EU), there has been a gradual decrease in the share of European exports in the international markets for continental products.

This article studies the evolution of nutritional inequality, measured through the male adult height, in one of the poorest regions of Spain, in southwestern Europe: Extremadura. With a wide sample of statures of recruits born between 1855 and 1979, conscripted between 1876 and 2000, the research delves into the urban-rural height gap using coefficients of variation, tests of equality of means and proxy variables of a socioeconomic nature. The results of the analysis reveal that the strong anthropometric growth that Extremadura experienced since the last decades of the 19th century was accompanied by a less internal inequality. The lower heterogeneity did not eliminate, however, the urban-rural height gap during the period under study. In this sense, despite the absence of environmental differences between urban and rural areas in Extremadura, there was a clear rural height penalty in the region from the mid-19th century to the late 20th century. Rural punishment was fundamentally related to the greater presence of agrarian workers and the lower presence of wealthy families in villages and small towns. On the contrary, educational differences or differences in terms of nutritional health were not as decisive in the rural height penalization, at least when such differences are measured with the sources of military recruitment.

At the turn of the nineteenth century, agriculture in Spain was seen as an empirical know-how that was transmitted from generation to generation through practice. However, at the royal gardens the idea that agriculture was a scientific branch of knowledge was already germinating. Focusing on the two brothers—Claudio (1774–1842) and Esteban (1776–1812) Boutelou—this paper argues that these gardeners, profiting from their positions at the Spanish royal gardens, promoted agronomic development and education. In spite of the importance of the Boutelou family, a five-generation dynasty of gardeners, historiography has paid scant attention to them, as well as to the importance of agronomic travels and their reports. This paper aims at interweaving the boundaries between the history of science, history of agriculture, and gardens and landscape studies. Through the lenses of history of science and the application of Long's conceptual framework of ‘trading zones’ and Baldassarri and Matei's ‘gardens as laboratories’, we focus on the position of the Boutelou brothers in the gardens of the royal estates and the new Sanlúcar acclimatization garden. We then demonstrate how they were influenced by travels abroad and how Arthur Young, a Briton, became their role model. Moreover, we establish a relation between the Boutelou's network of experts and the rise of translations of English and French books and the appearance of the first agricultural teaching manuals in Castilian, often published in the context of agricultural societies. Finally, we show how this was fundamental to the renewal of agronomic practices and education in Spain.

The strategy of the institutionalization and development of business agglomerations, in any of its analytical aspects (industrial district, local production system, cluster, etc.), has not had great results in Spanish regions with low business-density, probably due to the difficulty of finding an adequate implementation framework in administrative, geographic, and institutional terms. Based on the limitations presented by the identification methodologies of business agglomerations in low business-density territories, in this work we propose some methodological corrections that allow for reconciling these economic realities with the institutional and geographical framework offered by the local action groups (LAGs). This reconciliation is a useful tool to take advantage of the economies of agglomeration and, consequently, to explore the possibilities of endogenous development in rural areas, so that it can be a factor to take into account when planning and executing the public strategy of local and rural development. Finally, the results obtained for the specific case of Extremadura, the only Spanish region listed as a less developed one in European rural development policies, are presented.

The Global Financial Crisis has diluted the previous consensus on monetary policy. The disconnection of the Interest Rate Policy for macroeconomic management motivated by the permanence of the zero lower bound has forced central banks to make incursions into unexplored terrain. Right at this historic moment, the epidemic shock has hit the economy, causing a drop in activity unprecedented since World War II. The monetary authorities are once again pushed to advance cooperation between the Central Bank and the Treasury. This is an especially difficult exercise in the Eurozone, where the different levels of resilience of the member states divert macroeconomic issues into the moral arena. An effective way to redirect the discussion for macroeconomic stabilization is to focus the debate on the development and strengthening of automatic stabilizers, which would dispel the discretionary image of public spending. That is the objective of this chapter, and against this background we immerse ourselves in the debates on Functional Finance in the context of World War II to present an automatic mechanism fixed to a clear policy rule.

En este artículo pretendemos hacer una contribución al conocimiento de las ideas de Julián de Luna y de la Peña, contextualizándolas en el pensamiento económico del siglo XIX. Para ello, se ofrece una breve biografía del autor, que ocupó sendas cátedras de Economía Política y Agricultura durante su vida. Además, incluimos una presentación concisa de su Tratado de Economía Política, escrito entre 1818 y 1848, que ha permanecido inédito hasta hace poco. A pesar de los diversos asuntos abordados en este tratado, nos centramos en su concepción de la riqueza, que está desconectada del valor y de los bienes materiales, estando más relacionada con el bienestar subjetivo y con la felicidad individual y colectiva con una marcada influencia fourierista.

Las décadas centrales del siglo XX constituyeron un cambio radical en la hegemonía mundial del negocio corchero, poniendo fin al liderazgo español e iniciando un período de hegemonía corchera portuguesa que perdura en la actualidad. En este artículo se analizan las medidas de política aduanera seguidas por las dictaduras ibéricas y se valoran sus efectos en términos de desarrollo de la fabricación corchera y de especialización productiva y comercial de España y Portugal en el negocio del corcho. Se concluye que el carácter diferencial de tales medidas en ambos países, la mayor relevancia del negocio en Portugal, y consecuentemente la mayor atención recibida por parte del Estado Novo, y el mayor acierto luso en materia aduanera, contribuyeron a la consecución del liderazgo portugués en el negocio de la manufactura corchera.

This article analyzes the changes in the global garlic business between 1960 and 2014, addressing both the global supply, concentrated in Asia especially since the 1990s, and the demand, the latter, although also led by Asia, much more dispersed in geographical terms, in line with the greater presence in the import trade of some European and American economies. In this context, Spain has managed to maintain its share in the world market, currently positioning itself as the second largest exporting country in the world, being surpassed only by China.

A la Histéresis, el Estancamiento Secular y el Límite Inferior Cero se les ha unido un cuarto jinete, la pandemia por Coronavirus. Si la desconexión de la tradicional Política de Tipo de Interés para la gestión macroeconómica forzó a los Bancos Centrales de todo el mundo a realizar incursiones en terreno inexplorado; el shock del COVID-19 obliga a adentrarse más en lo desconocido y hacerlo rápido, porque los costes de no hacerlo provocarán daños amplios y persistentes. En este contexto, discutimos el papel de la política fiscal y cómo ideas emergentes aparecidas en momentos históricos similares deben reconsiderarse.

Julián de Luna y de la Peña se convertiría en 1816 en el primer catedrático de economía extremeño al ocupar la plaza de interino en la Real Sociedad Económica de Amigos del País de Madrid. En su Tratado de Economía Política observamos dos posiciones claramente diferenciadas: por un lado, un proyecto asociacionista; y por otro, unos planteamientos reformistas ajustados a las instituciones liberales. En este trabajo nos centramos en el análisis de la segunda parte, donde Luna propone una serie de reformas para paliar tanto a la escasez real de recursos como a la escasez artificial. Por último, realizamos unos breves comentarios a modo de conclusión sobre estos parches encaminados a cubrir las necesidades más urgentes de la sociedad.

Starting from the same assumptions used for building the Physical Quality of Life Index and the Human Development Index and trying to overcome the deficiencies inherent in the GDP per capita series estimated for Spain before 1955, this article aims to show how an alternative composite index of standard of living can be elaborated through military recruitment sources. More specifically, the research that we propose here, which is based on the existing information for thirty towns and villages in Extremadura, endeavors to combine in one dynamic annual indicator three variables: average height, survival, and literacy rate. The first one comes from the anthropometric information provided by the Records of Classification and Declaration of Soldiers. The second one, calculated as the proportion of recruits who were still alive at the legal age of enlistment to the total born in each generation, derives from the individualized information that, in order to proceed with the calls necessary for the preparation of the aforementioned records, was collected annually by the local or county civil registers and/or the parishes. Finally, the index incorporates an educational variable: the proportion of recruits who were able to read and write over the total ones who attended each call. With the combination of these three variables and following the path of research by Costa, Steckel, Floud, Harris and Crafts, we are able to discern the historical evolution of well-being in the poorest region of Spain and one of the least developed regions of Europe.

En este trabajo identificamos y localizamos los sistemas productivos locales (spl) que existen en la actualidad en Portugal. Para ello utilizamos la metodología propuesta por Lainé (2000), ajustada y revisada con las aportaciones posteriores que realizaron Giner, Santa María y Fuster (2006) para el análisis del caso valenciano y con la incorporación de nuevos criterios de detección de aglomeraciones industriales que han sido utilizados en otros trabajos. Se adopta como unidad territorial de análisis para la localización de spl el concelho, y como clasificación estadística para el análisis cuantitativo, la Clasificación Portuguesa de Actividades Económicas, Revisión 3 (cae Rev. 3), específicamente información relativa a 2012. Se concluye en la detección de 25 spl en Portugal, dos de ellos poliespecializados, concentrados mayoritariamente en la mitad norte del país y próximos a la costa atlántica. Estos representarían, aproximadamente, el 15% de la industria portuguesa en términos de empleo generado y número de establecimientos.

Resumen Este trabajo pone de manifiesto los efectos negativos del intervencionismo cambiario sobre los sectores exportadores abordando el estudio de la industria corchera española durante la autarquía franquista. Se analiza cómo el mantenimiento de un tipo de cambio oficial sobrevaluado generó problemas competitivos para esta industria, llevándole a perder el liderazgo en el mercado mundial. Asimismo, se estudia el programa selectivo de subsidios directos a la exportación que implementó la dictadura franquista para contrarrestar los negativos efectos de la intervención cambiaria sobre la exportación, el cual generó numerosas ineficiencias en este sector exportador tradicional.

This paper tells the long story of a Portuguese family firm, Corticeira Amorim, since it was a small workshop with a handful of workers, in the remote nineteenth century, until it became a large multinational and world leader in the business of manufactured cork products, nowadays. In this remarkable trajectory, many obstacles have been overcome and many advantages were superiorly explored, which makes the success of this family firm an interesting case study. One of the most determinant factors of this success was the decision to internationalise, first the trade flows of its products and then the production itself and the supply of the main raw material, the cork. The main purpose of this paper is to present a careful and detailed analysis of this openness movement of Corticeira Amorim, mainly to Spain.Classification JEL : N80, N90, F23, L25.

Resumen Las disputas en torno a determinados aspectos del dinero, como su neutralidad y el carácter endógeno o exógeno de la oferta monetaria, han sido permanentes entre las distintas escuelas de pensamiento y autores, estando su origen, probablemente, en la época de desarrollo del pensamiento escolástico. En este artículo pretendemos, en primer lugar, realizar un recorrido cronológico e histórico sobre el tratamiento científico económico del dinero, para, en segundo lugar, poner sobre la mesa la macroeconomía ortodoxa a la que han dado lugar las interpretaciones al respecto, así como los enfoques alternativos frente a este pensamiento dominante. Finalmente, intentamos poner en valor los desarrollos monetarios post-keynesianos, integrados en lo que denominan “Economía Monetaria de Producción”, confrontándolos con la llamada Nueva Síntesis Neoclásica.

The main purpose of this paper is to identify the facilitating and restricting factors during the internationalisation path of family firms, considering their competitive advantages, ownership structure, management attitudes and other intangible assets, as well as external factors to the firms, like location. The research involved a long run analysis (of more than one century) of two cork producing firms operating in Spain and Portugal: Mundet & C.ª, Lda and Corticeira Amorim. One of these companies—Mundet—was closed down in the 1980s and the other—Corticeira Amorim—became, and still is, the leading firm worldwide in the cork industry. A detailed comparison of these two histories—one of failure, the other of success—allows an accurate identification of the determinants of successful internationalisation. This comparison is useful for understanding several characteristics of both firms and testing several hypotheses within the context of the theoretical approach to the internationalisation of family firms, as well as the location choices they made, which were an important cause of the opposing destinies of these two emblematic Iberian cork family firms.
