Schools have an irreplaceable role in preparing the young generation for educational, professional, and social challenges, however, this effort fails if teachers themselves are not equipped with sufficient ICT competencies and do not work on their constant development. The presented quantitative study analyzed how secondary school teachers understand and actively use Information and Communication Technologies (ICT) in their teaching practice and what barriers they encounter in terms of the further education in ICT provided by accredited institutions. In a sample of 1846 Czech teachers who completed an online survey, results showed they lacked both understanding and active use of new technologies, rarely participated in further education, and were unsatisfied with the courses provided to them. Their main barriers to further education were the lack of sufficient technology available in school, insufficient knowledge and skills in ICT, and the lack of support from school management. Unlike in other studies, time was not identified as an important barrier. Possible legislative, educational, and school management consequences regarding the further education in ICT based on the barriers in attending the courses and identified age and gender differences are discussed.

The study investigates barriers of Czech secondary school teachers in the use of Information and Communication Technologies (ICTs) in teaching and in further education in ICTs. The Czech Republic is used as an example of a post-communist country with an evident gap between the digital competencies in general and teachers’ didactic skills necessary for their implementation in teaching. To explore how teachers deal with the challenges of digitalization of the education system, an online questionnaire was created to analyze the use of ICTs in teaching, as well as barriers teachers encounter when using digital technologies and when participating in further education. The results indicate that respondents have average understanding of ICTs and use them rather occasionally in teaching. Data show gender and age differences in the use of various digital means and in the barriers, the importance of social support in using ICTs in teaching, and also the necessity to eliminate prevalent gender stereotypes. Systematic further education that focuses on lowering computer anxiety and the distrust in new technologies might be also a major key in successful digital transformation of schools.

Zusammenfassung Der vorliegende Beitrag beschäftigt sich mit der Frage, wie in ländlich-peripheren Grenzregionen produktiv mit transnationalem geschichtlichem Erbe umgegangen werden kann. Durch die besondere historische Entwicklung der bayerisch-tschechischen Grenzregion als geografische Außengrenze während des Kalten Kriegs und aufgrund der Belastungen zahlreicher Transformationen im 20. Jahrhundert suchen die ländlichen Kommunen in Bayern und der Tschechischen Republik nach alternativen Ansätzen der grenzüberschreitenden Regionalentwicklung. Am Beispiel des Drachensees in der bayerischen Stadt Furth im Wald wird aufgezeigt, wie durch eine gezielte Neurahmung historischer Grenzlandschaften Impulse für eine touristische Erschließung schrumpfender Regionen entstehen können.

Language preservation is considered to be one of the central missions of ethnic groups. For the German minority in the Czech Republic too, language plays an important role in group identity. Its current language situation is a result of the negative historic developments after World War II and under the communist regime. Due to the forced resettlement of most German-speaking inhabitants and the subsequent assimilation policies of the communist regime, the German community underwent strong cultural and language assimilation, which is also attested by the steady decline of its membership. The study focuses on issues of the language situation of the German minority and the revitalization efforts that have been undertaken by its elite in cooperation with other relevant institutions. A research survey of the main representatives of the minority and its regional associations demonstrates their evaluations of the ways in which German language is currently used and promoted in the Czech Republic, and it also points to the different strategies they have been striving to implement to reverse the language shift.

In keinem anderen Land des ehemaligen Ostblocks finden wir eine kommunistische Partei, die gesellschaftlich ähnlich bedeutend ist wie die Kommunistische Partei Böhmens und Mährens (KSČM) in der Tschechischen Republik. Ihre Erfolge und die Tatsache, dass die Partei sich von ihrem Wirken in der Zeit des orthodoxen Kommunismus nie „losgesagt“ hat, sondern darin bis heute eine Quelle der Inspiration für ihre Tätigkeit sieht, macht sie zu einer politischen Anomalie ersten Ranges im Rahmen der gesamten Europäischen Union. Ziel dieser Studie ist es, die grundlegenden Prädispositionen zu definieren, die hinter der Tatsache stehen, dass genau diese Partei, die nach 1989 als antisystemischer Totengräber eines undemokratischen Regimes galt und mit der für die Zukunft niemand mehr wirklich rechnete, bis heute zu den stabilsten Elementen in der tschechischen Politik gehört.

Ziel dieser Studie ist es, die Rolle der deutsch-tschechischen Beziehungen bei der Präsidentschaftswahl 2013 in Tschechien zu analysieren. Insbesondere geht es um die Frage, inwieweit Geschichtsthemen wie die Vertreibung der deutschen Bevölkerung sowie die Benes-Dekrete eine Rolle im Wahlkampf spielten. Es zeigt sich, dass sie das Ergebnis der Wahl nicht in entscheidendem Ausmaß beeinflusst haben, was nicht zuletzt an dem geringen Abstand zwischen den beiden verbleibenden Kandidaten in der zweiten Runde ersichtlich wurde. Dies ist bemerkenswert auch deshalb, wenn man sich vor Augen hält, welch explosive Rolle Vertreibung und Dekrete vor einigen Jahren in Tschechien noch hatten.
